국제결제은행, 미국 외 기관들 파생상품 '65조 달러 채무' 우려

국제결제은행(BIS)은 미국 이외의 국가들의 연기금 같은 기관들이 대차대조표에선 드러나지 않는 파생상품의 달러 표시 부채가 65조 달러로 추정된다면서 이는 다음 번 금융위기가 언제 어디서 터질지 예측할 수 없게 만들고 있다고 우려했다.

 

국제결제은행(BIS)은 거대하고 실종되고 성장하고 있다’는 제목의 보고서를 통해 정보 부족으로 정책 입안자들이 다음 금융 위기를 예측하기가 더 어려워지고 있다. 파생상품 포지션을 추적하는 방법에 대한 회계 규칙 때문에 부채가 대차 대조표에 기록되지 않고 있다는 사실에 우려를 제기했다고 블룸버그가 5일 보도했다.

 

블룸버그는 이날 “중앙은행의 중앙은행인 BIS에 따르면 올해 6월 현재 미국 이외의 은행과 그림자 은행의 대차대조표에 기록되지 않은 숨겨진 달러 부채의 가치가 65조 달러”라며 “2008년 금융위기 이후 거의 두 배로 빠르게 성장하고 있다”고 보도했다.

 

BIS는 미국 이외의 기관이 통화 파생상품을 통해 보유한 65조 달러의 부채에 대해 세계 최대 규모인 전체 미국 국채 시장의 2.5배 이상이며, 전 세계 모든 금융 자산 가치의 14%라고 계측했다.

 

BIS 보고서는 단기간에 보이지 않는 차입금은 연금기금 등이 외환스왑 등 파생상품으로 차입한 소재를 알 수 없는 채로 팽창하며 대규모 채무의 일부를 이루고 있다면서 차입금 과다 문제는 외환스왑이 세계적 금융위기와 신종 코로나 바이러스 감염증 팬데믹 초기 두 시기 모두에서 발화점이 됐기 때문에 두 위기 상황에서 달러 자금조달의 스트레스로 각국 중앙은행들은 채무자 지원을 위한 개입을 하지 않을 수 없게 됐다고 밝혔다.


보고서는 대규모 장부외 채무의 존재를 몇 명의 애널리스트들이 인식하고 있는지 조차 불투명하다. 이 같은 달러 채무에 관한 정보 부재가 정책 당국자들을 불리하게 하고 있다며 미국 연준(Fed)과 일본은행 등 몇몇 국가 중앙은행들의 외환스왑 무력화에 대비해 달러유동성 공급 확대로 협력조치를 발표했다고 밝혔다.

 

BIS의 올해 각국 가계부채 통계는 한국이 1분기 10.5.4%(GDP대비)에서 2분기 105.6%로 상승하며 2245조원을 기록했다.

 

한국 가계부채는 2013년에서 올해까지 10년간 약 2배로 급증했다.

 

한국은 BIS 기준 가계부채 비율이 43개국 중 3위로 높다.
