일본의 지자체 시마네현은 우리의 영토 독도 영유권을 주장하면서 매년 2월 22일 (다케시마(竹島) 날)이라는 행사를 한다. 지난 22일 열린 행사에 일본 정부는 요시아키 내각부 정무관(차관급)을 파견하였다. 그는 (한국의 독도 점거는 불법이며 용인할 수 없다)면서 독도는 일본 영토라는 망언을 쏟아 놓았다.

 

일본은 우리의 영토 독도를 다케시마(竹島) 즉 대나무 섬이라 한다. 이와 같은 명칭에서 진실과 허구는 쉽게 판명된다. 역사적으로 독도에 대한 우리의 명칭은 신라 제22대 왕 지증왕 시대인 512년 이사부(異斯夫) 장군에 의하여 오늘날 울릉도를 거점으로 존재한 작은 세력국 우산국(于山國)이 신라에 통합되면서 우산국 도서 섬으로 삼국사기에 기록되었다. 이후 조선왕조실록의 태종실록과 세종실록 지리지에 기록된 우산도(于山島)로 이어졌다. 

 

또한, 멀리 보이는 독도 봉우리가 세 개인 점에서 삼봉도와 바다사자(물범) 종류인 강치 서식지를 이르는 한자 표기 가지도(可支島)로 기록되어왔다. 이와 함께 오랜 역사 속에서 바위로 된 섬을 이르는 돌섬 또는 경상, 전라의 방언 (독섬)으로 불려오면서 1900년 고종 황제 칙령으로 울릉도에 속하는 섬 한자 표기 석도(石島)로 기록되었다. 이후 일본 기록에는 1904년에 우리나라 현존 기록은 1906년 울릉도 군수 심흥택이 강원도 관찰사 서리 이명래에게 보낸 보고서에 독도(獨島)가 처음 기록되었다. 

 

여기서 우리가 살펴야 할 내용은 일본의 주요한 역사 기록에는 예로부터 일본이 울릉도를 다케시마(竹島)로 기록하였으며 독도를 마쓰시마(松島)로 기록하여 왔음은 부정할 수 없는 사실이다. 가장 잘 알려진 기록으로 1667년 일본 운주(雲州) 지방 제후인 사이토 호센(齋藤豊仙)이 편찬한 은주시청합기(隱州視聽合記)가 있다. 이는 일본의 시마네반도 북쪽 60km 거리의 4개 큰 섬과 180여 개의 작은 섬으로 이루어진 오키군도를 이르는 은주(隱州)를 관찰 중 표류하여 울릉도와 독도를 살피게 된 기록이다. 바로 이와 같은  최초 기록에서 울릉도를 다케시마(竹島)로 독도를 마쓰시마(松島)로 기록하고 있다. 나아가 중요한 사실은 이러한 울릉도와 독도를 일본 영토에서 제외하며 조선의 영토로 인정한 사실이다.

 

이어 1867년 메이지 유신 이후 1870년 사법과 입법 행정을 담당한 최고 국가 기관 태정관(太政官)의 지령 조선국교제시말내탐서(朝鮮国交際始末内探書)는 조선과의 관계에 대한 시작과 끝에 이르는 비밀문서라는 의미이다. 이는 외교관 사다 하쿠보(佐田 白茅)와 모리야마 시게루(森山茂)가 조선 수교 밀명을 받아 1870년 4월 부산 초량에 설치된 무역지구 왜관(倭館)에 도착하여 예비회담을 열었던 당사자로 당시 조선을 정탐한 내용의 보고서이다. 이와 같은 보고서에서 울릉도를 다케시마(竹島)로 독도를 마쓰시마(松島)로 표기하며 독도가 조선의 영토라는 사실을 역사적 근거를 바탕으로 분명하게 기록하고 있다. 

 

이러한 두 일본 메이지 초기 외교관은 조선침략 정한론 주창자로 그중 모리야마 시게루는 1875년 다시 내한하여 동래부사 박제관과 수교 통상 교섭 회담을 열었으나 결렬되었다. 당시 일본은 이와 같은 상황을 예견하여 불순한 계획을 미리 세우고 있었다. 이는 일본이 영국에서 수입한 근대식 군함 운요호(운양호)를 회담 중 부산에 보낸 것이다. 조선과의 수교 교섭이 지연되는 이유를 알아보려고 왔다는 명목이었지만, 운요호는 동해안에 이어 남해안과 서해안을 거쳐 강화도 앞 난지도에 기항하여 결국 운요호사건을 일으켰다. 이와 같은 무력적인 위협을 바탕으로 민족의 아픔을 예시한 1876년 병자수호조약(강화도조약)이 체결된 바탕의 장본인이다. 

 

역사적으로 일본이 마쓰시마 (松島)로 기록하고 불러온 독도를 다케시마(竹島)로 불러온 울릉도와 바꾸어서 억지를 부리는 이 어처구니없는 현실에 우리는 너무나 안이하게 대처하고 있다. 바로 일본의 역사서와 우리나라의 왕조실록에 기록되어 있는 일본과 연관된 대나무 섬 죽도(竹島)는 경상북도 울릉군 울릉읍 저동항에서 북동쪽으로 4㎞ 지점에 있는 대나무 섬 죽도(竹島)로 오늘날 그대로 존재하는 죽도이다. 이는 바로 일본이 역사적으로 다케시마(竹島)로 인정하여온 울릉도를 자국의 영토라고 억지를 부리는 것은 스스로 어처구니없는 짓이라는 것을 익히 알기에 독도를 다케시마로 바꾸어 억지를 부리는 망동을 자행하고 있다.

별첨한 자료는 1696년 숙종실록에 기록된 조선의 어부이며 민간 외교관으로 울릉도와 독도를 지켜낸 민족의 의인 안용복이 1696년 5월에서 8월 사이 오늘날 시마네현인 호키주(伯耆州)에 건너가 울릉도인 다케시마(竹島)와 독도인 마쓰시마(松島)가 우리의 영토임을 확인한 기록이다. 

 

이와 같은 역사를 안고 민족의 영토 독도를 지킨 소중한 사람들이 있다. 먼저 삼성전자 이재용 부회장의 어머니 홍라희 리움 미술관 전 관장과 중앙일보 홍석현 회장의 아버지로 중앙일보를 창간한 고 홍진기 대표의 세계 속에 소중한 민족의 영토 독도의 주권을 알린 선구적 혜안과 정신은 오늘날 일본의 망동에 비추어 재조명되어야 할 내용이 분명하다. 그는 친일명부에 등재된 인물이다. 그의 친일 행적을 살펴보면 1940년 서울대 전신 경성제대 법학과를 졸업하고 1941년 고등문관시험 사법과에 합격 이후 판사로 발령되기 전 경성제대 법학과 조수(조교) 시절 ‘주식회사의 합병에서의 교부금’(株式會社の合併における交付金)이라는 논문을 경성제대 법학회 논집에 게재한 내용이 있다. 당시 그의 논문은 경성제대 역사에서 학술지 논문 게재 조선인은 단 2명 중 한 사람이었다.

 

이와 같은 논문 내용은 회사의 합병 시에 주식과 함께 일정액의 금전을 피합병회사의 주주에게 지급하게 되는 금전을 합병교부금이라 한다. 여기서 다양한 형태로 제공될 수 있는 제반 금전에 대하여 합병교부금의 인정에 대한 범주와 함께 그 법리적 논쟁은 오늘날에도 논란이 많은 부분이다. 당시 그는 이에 대하여 놀라울 만큼 명쾌한 논리를 담아 일본 학자들이 극찬하였다. 정치적이거나 역사의 관점을 담은 논문이 아닌 상법 내용으로 일본인도 극찬한 논리적인 논문이 창씨개명된 이름으로 게재하였다 하여 친일 행적인 점은 헤아려야 할 부분이 많다. 특히 그가 일제 패망 이후 열린 한일협상 대표로 활약하면서 일제 강점기에 일본이 자행한 역사적 잘못을 명쾌한 논리로 파헤쳐 일본이 가장 두려워한 대상이었음은 많은 연구와 이에 따른 평가가 필요하다.
