윤석열 대통령, 순천 상사호서 남부지역 가뭄상황 살펴

(순천=브레이크뉴스) 이학수 기자= 윤석열 대통령은 31일 순천 상사호(주암 조절지댐)를 방문, 남부지역 가뭄 상황과 댐 용수공급 실태를 확인하고, 한화진 환경부장관과 김영록 전남도지사에게 국민 불편이 없도록 대책 마련에 최선을 다할 것을 주문했다.


상사호를 포함한 섬진강 유역의 주암·수어댐은 여수·순천 등 10개 시군과 광주광역시 일원에 약 125만 톤/일의 생활·공업용수를 공급하는 전남지역 최대 광역 댐이다.


섬진강유역은 주요 댐 물의 80%를 유역 외 지역에 공급하고 있으며, 여수·광양산단 등 공업용수 이용 비중이 전국에서 가장 높아 가뭄에 구조적으로 취약하다.


현재 주암댐 저수율은 20.9%(본댐 17.8%·조절지댐 26.6%)로, 지난해 8월부터 댐 가뭄 심각 단계에 진입했다. 주암댐으로부터 일부 용수를 공급받는 수어댐도 심각 단계로 관리되고 있다. 본댐인 주암댐의 저수율이 10% 대로 떨어진 것은 2009년 4월(19.8%) 이후 14년 만이다.


한화진 장관은 현장 브리핑을 통해 “보성강댐 발전용수 주암댐 대체 공급 및 여수산단 공장 정비 기간 조정 등 선제적 가뭄대책 수립·시행을 통해 전남지역 주요 댐의 저수위 도달 시기를 최소 홍수기(6월) 이후까지 연장했다”고 밝혔다.


정부는 관계기관 협의 및 국회 심의·의결을 통해 중·장기 가뭄대책을 추진, 향후 전남·광주지역에 생활·공업용수 57만 톤/일 추가 확보·공급에 나설 계획이다.


이날 김영록 지사는 “50년 만의 극한 가뭄상황이 지속되면서 도민 불편과 고통이 깊어지고 있다”며 “전남은 무강우까지 대비해 댐 저수위 도달이라는 최악의 상황에도 견딜 수 있는 단계별 계획을 수립해 대응하고 있지만, 지방의 재정만으로는 한계가 있으므로 정부의 전폭적인 지원과 국가 주도의 체계적 용수공급 마스터플랜이 필요하다”고 건의했다.


김영록 지사는 이어 윤석열 대통령에게 ▲광양만권 하수 재이용 시설 1천181억 원 ▲여수산단 폐수 재이용 시설 940억 원 ▲도서지역 광역상수도 연결 1천541억 원 ▲영산강 농업개발사업 잔여사업비 4천93억 원 등 가뭄 극복을 위한 현안사업 지원을 요청했다.


지난해 전남지역 총 강수량은 846㎜였다. 이는 평년(1천390㎜)의 61% 수준으로, 1977년 기상 관측 이래 2번째로 낮은 강수량이다. 올 들어선 3월 현재 120mm로 평년의 78% 수준이다.
