브레이크뉴스 임국정 기자 = 이명수 국민의힘 의원이 24일 재외동포청 소재지로 충남 천안이 가장 바람직하다고 밝혔다.
이 의원은 24일 국회에서 열린 '재외동포청 천안유치 추진을 위한 정책토론회'에 참석해 축사를 통해 이같이 말했다. 이날 토론회는 이 의원과 이정문 더불어민주당 의원이 공동 주최하고, 재외동포청 천안유치추진위원회가 주관했다.
이 의원은 "정부의 계획은 재외동포청 출범이 6월이기 때문에 임시 조치로 광화문 정부청사에 공간이 비어 있어서 거기를 채울 방침"이라며 "재외동포청이라고 하는 정부 기구를 광화문 청사에 자리가 비어 있으니 거기다 해야겠다는 건 너무 단순하고 소극적인 생각"이라고 지적했다.
그는 이어 "의미 있는, 재외동포청의 뜻을 살리는 그런 공간이 바람직하지 않겠냐"며 "망향의동산, 독립기념관이 있고, 과거 선사시대 역사 문화유적이 있는 천안 지역이 가장 바람직하다"고 말했다. 또 "현실적으로 국토의 접근성, 재외동포가 와서 활동할 수 있고 그런 여러 가지를 생각한다면 천안이 가장 유력한 후보지"라고 강조했다.
김태흠 충청남도지사와 박상돈 천안시장도 이날 축사를 통해 재외동포청의 천안 유치를 주장했다. 김 지사는 "천안은 근세 역사와 일제강점기를 거치며 치열하게 외세에 항거했던 지역으로, 망향의동산과 독립기념관이 위치해있을 뿐 아니라 이동녕, 조병옥 등 수많은 애국지사를 배출한 바 있다"며 "천안에 위치한 재외동포청은 조상들께서 해외로 떠날 수밖에 없었던 역사를 되새기는 기회를 제공할 것"이라고 밝혔다.
박 시장은 "수도권과 인접한 지리적 요건, 사통팔달 교통망을 갖춘 우리 시가 150여명 규모의 정부 조직이 들어서기에 부족함이 없는 최적의 지역"이라며 "다양한 정책 도입과 국제적 네트워크 구축을 통해 재외동포청이 천안에 유치될 수 있도록 지원을 아끼지 않겠다"고 했다.
이날 토론의 발제자로 나선 강동복 재외동포청 천안유치추진위원장(천안만세운동기념사업회장)은 "외교부가 재외동포들의 편의성과 접근성 등을 고려해 재외동포청 소재지로 서울이 가장 적합하다는 입장을 밝혔지만, 그것은 행정 편의주의적 발상"이라며 "실질적으로 고국의 문화와 향수를 향유하고 싶은 것이 재외동포들의 간절한 마음"이라고 말했다.
앞서 외교부 산하 재외동포청을 신설한다는 내용을 담은 정부조직법 일부 개정안이 지난달 27일 국회 본회의를 통과하며 재외동포청이 오는 6월 새롭게 출범할 예정이다. 신설될 재외동포청은 약 190개국 730만여명의 재외동포를 위한 정책을 수립하고 시행하는 역할을 맡는다. 그동안은 관계 부처와 재외동포재단 등이 재외동포 업무를 나눠 수행하고 있었다.
현재까지 천안을 비롯해 인천, 경기 안산, 경기 고양, 광주 등 여러 지방자치단체가 재외동포청 유치를 위해 나선 상황이다. 외교부는 재외동포청이 6월 개청과 함께 업무를 바로 시작할 수 있도록 3월 중 입지 선정을 마칠 예정인 것으로 알려졌다.
