도래하는 신냉전 체제, 우리 주체성 확립이 살 길!

중국 국가주석인 시진핑 체제 이후 대륙국가인 중국의 해양진출 야욕이 날로 격화되는 가운데 있다. 그런가하면 해양국가인 일본의 대륙진출 야욕 또한 불온한 조짐을 보이는 와중이다. 그러한 지정학적 정중심부에 한반도가 자리한다. 그로인한 부침의 역사도 깊다. 특히 뼈아픈 고난을 숱하게 겪은 우리 입장에서는 모두가 군사적 경계의 대상일 수밖에 없다.

 

한국-중국-일본, 이들 나라는 상호 문화적 유사성을 지니면서도, 한편 자신들만의 고유한 문화를 발전시켜 왔다. 그런 가운데서도 중국과 일본의 한국을 향한 역사왜곡은 첨예한 갈등의 불씨로 남아 있다. 더욱이 세 나라를 둘러싼 영토문제까지 겹치고 있다. 이는 경제문제로 비화되기도 한다. 이러한 복합적 요인이 맞물리며 군사적 긴장상태를 야기할 수도 있으며, 자칫 충돌하게 되는 매우 위태로운 상황으로 이어질 수도 있다.

 

물론 이들 국가와 경제 및 문화 등의 활발한 교류는 필요하다. 그러나 군사정보 교류 및 연합훈련 등과 같은 민감한 사안은 우리 국익에 결코 도움이 되지 않는다는 판단이다. 이는 단순한 시장원리만 놓고 보더라도 그렇다. 우리 스스로를 반쪽 장벽에 가두게 되는 신냉전 갈등의 첨병이 되어야 할 이유는 전혀 없다. 

 

주지하는 바와 같이, 국제사회의 역학관계와 그에 기인한 한미동맹의 불가피성을 충분히 이해한다. 그렇다고 할지라도, 우리가 강대국 손에 놓여 있는 폭죽의 도화선을 자처해야 할 이유는 하등 없다. 그들의 패권다툼에 우리가 어느 일방의 맹목적인 끄나풀이 된다거나 또는 최전방 소총수가 되어야 할 이유는 전무하다. 한반도 평화라는 관점에서도 그렇거니와, 경제적 측면에서도 결코 도움이 되지 않기 때문이다. 이는 우리의 더 나은 미래를 향한 생존 전략의 문제이기도 하다.

 

이제 우리는 지금보다 더 강해져야 하고, 더 영민해져야 한다. 그런 측면에서 평화통일은 선택의 문제가 아닌, 더 강력한 국가를 향한 필수 요건이다. 그것을 통해 간도지역을 수복할 수 있을 때 우리 또한 패권국가의 반열에 들 수 있는 확고한 기틀이 마련된다. 인구 2억 명, 그리고 그것을 담을 수 있는 영토의 확보다. 꿈꾸는 가운데 치밀하게 그리고 끈질기게 실행할 수 있을 때 이루게 된다. 정치가 그 소임을 다할 수 있어야 한다.

Since the regime of Chinese President Xi Jinping, China, a continental country, is intensifying its ambition to advance into the ocean. On the other hand, the ambition of Japan, a maritime nation, to advance into the continent is also showing disquieting signs. The Korean Peninsula is located at the very center of such a geopolitical situation. The history of ups and downs is also deep. In particular, from our point of view, who have gone through many painful hardships, everyone is bound to be subject to military vigilance.

 

Korea-China-Japan, these countries have developed their own unique culture while maintaining mutual cultural similarities. In the midst of this, China and Japan's distortion of history toward Korea remains a source of sharp conflict. Furthermore, territorial issues surrounding the three countries are overlapping. This can also turn into an economic problem. These complex factors may interlock and cause military tension, and may lead to a very precarious situation in which a collision may occur.

 

Of course, active economic and cultural exchanges with these countries are necessary. However, it is judged that sensitive issues such as military information exchange and joint training will never serve our national interest. This is true even if we look at simple market principles. There is absolutely no reason we should be at the forefront of a new Cold War conflict that will trap us in half-walls.

 

As is well known, we fully understand the dynamics of the international community and the inevitability of the ROK-US alliance resulting from it. Even so, there is no reason why we should set ourselves up as a fuse for the firecrackers in the hands of powerful countries. In their struggle for supremacy, there is no reason for us to be the blind sidekick of either side or to be the frontline riflemen. This is because it is not helpful from the point of view of peace on the Korean Peninsula, nor from the economic point of view. It is also a matter of our survival strategy towards a better future.

 

Now we have to be stronger and smarter than we are now. In that respect, peaceful unification is not a matter of choice, but a prerequisite for a more powerful nation. When we can recover the Gando region through it, a firm foundation is laid for us to join the ranks of hegemonic states. Securing a population of 200 million and the territory to contain it. It will come true when you can execute it meticulously and persistently in the middle of your dream. Politics should be able to do its job.
