경기도, 세계지방정부협의회 ‘이클레이’ 한국사무소 유치

27년까지 향후 5년간 …4월 중 사무소 이전 예정

경기도가 세계지방정부협의회 ‘이클레이(ICLEI)’ 한국사무소를 고양 킨텍스에 유치했다고 지난 2월 8일 밝혔다. 유치 기간은 2027년까지 5년간이며 그동안 경기도가 예산을 지원한다. 이클레이는 4월 중 킨텍스에서 공식 업무를 시작할 예정이다.

 

이클레이는 1990년 유엔(UN) 본부에서 열린 ‘지방정부 세계총회’를 계기로 공식 출범한 국제기구다. 정식 명칭은 ‘지속가능성을 위한 세계지방정부 협의회(ICLEI - Local Governments for Sustainability)’. 지방정부의 지속가능 발전 정책 추진역량 강화와 국제교류 지원을 목적으로 전 세계 131개국 2,600여 개 회원 지방정부와 함께 활동 중이다. 독일에 본부를, 대한민국 등 13개국에 각 사무소를 두고 있다. 국내에서는 경기도, 서울시, 고양시 등 55개 지자체가 가입해 교류를 하고 있다.

 

경기도는 경기 남·북부 균형발전 촉진과 교통인프라 등 여러 사항을 고려해 사무소를 고양 소재 킨텍스로 최종 이전하기로 확정했다. 향후 5년간 이클레이 한국사무소와 협력해 지속가능 발전, 탄소중립, 생물다양성 등 다양한 분야의 사업을 추진할 계획이다.

 

한국사무소는 2002년 한국지방자치단체 국제화재단이 첫 유치를 시작한 후 제주특별자치도, 수원시, 당진시를 거쳐 경기도로 오게 됐다. 지난해 10월 경기도가 유치 제안을 했으며 같은 해 12월 경기도와 이클레이 세계본부 간 협약을 체결함으로써 유치가 확정됐다.

 

박래혁 경기도 기후환경정책과장은 “기후변화로 인한 환경 현안 해결을 위해서는 어느 때보다 국내·외 정책적 협력 필요성이 대두되고 있는 실정”이라며, “세계 지방정부를 대표하는 이클레이 네트워크를 활용해 경기도 정책을 전 세계 지방정부와 공유하고 여러 환경 문제를 풀어나가는 데도 큰 도움이 될 것으로 본다”고 말했다.

Gyeonggi-do attracts Korea office of ‘ICLEI’, World Council of Local Governments

Gyeonggi-do announced on February 8 that it had invited the Korean office of the World Council of Local Governments, ICLEI, to KINTEX, Goyang. The invitation period is five years until 2027, and Gyeonggi-do provides budget support during that time. ICLEI plans to start official business at KINTEX in April.

 

ICLEI is an international organization that was officially launched in 1990 on the occasion of the World Congress on Local Governments held at the United Nations Headquarters. The official name is ‘ICLEI (Local Governments for Sustainability)’. It is working with 2,600 member local governments in 131 countries around the world for the purpose of strengthening the capacity of local governments to implement sustainable development policies and supporting international exchanges. Headquartered in Germany, it has offices in 13 countries including Korea. In Korea, 55 local governments, including Gyeonggi-do, Seoul, and Goyang-si, have joined and are exchanging.

 

Gyeonggi-do decided to relocate the office to KINTEX in Goyang, considering various factors such as promotion of balanced development in the north and south of Gyeonggi Province and transportation infrastructure. Over the next five years, it plans to promote projects in various fields such as sustainable development, carbon neutrality, and biodiversity in cooperation with the ICLEI Korea office.

 

The Korea Office was first established in 2002 by the Korea Foundation for International Relations, and then came to Gyeonggi-do via Jeju Special Self-Governing Province, Suwon-si, and Dangjin-si. In October of last year, Gyeonggi-do made a proposal, and in December of the same year, the bid was confirmed by signing an agreement between Gyeonggi-do and ICLEI World Headquarters.
