Incheon and Busan hold joint seminar to explore carbon-neutral regional strategies
Future Carbon Neutral Forum and Green Roof Energy Decentralization Direction and Regional Cases Discussion
A joint symposium between Busan and Incheon to promote carbon neutrality and RE100 was held at the Busan Port International Convention Center on the 24th. The seminar was co-hosted by Incheon's Future Carbon Neutral Forum, Busan's Korea Energy Conversion Project Group, and the green roof.
The seminar was to examine how the global carbon neutrality policy is responding to the international energy crisis after Russia's invasion of Ukraine, domestic carbon neutrality policies, and the realization of carbon neutrality in Busan and Incheon.
The seminar was conducted in the order of five topic presentations and comprehensive discussions. The first topic presentation was the "need for domestic carbon neutrality policy and energy decentralization policy" by Lee Dong-hyung, head of the Future Carbon Neutral Forum's strategic headquarters. "The problem of the nation's centralized power supply system is that there is a serious imbalance in power self-sufficiency between regions," Lee said. "We need to more creatively regenerate the operational structure of energy production and consumption by distributing energy policy's authority and responsibility to regions and strengthening the role of local governments, citizens, and companies in making and implementing energy policies."
Kim Dae-oh, chairman of the Green Roof Policy Technology Committee, who was in charge of the second presentation, emphasized the importance and prospects of regional renewable energy development, taking the Busan citizen sector-led energy construction discussion as an example. "Denmark, Germany, European countries, and advanced countries such as the U.S. and Japan have high social acceptance of renewable energy, and resident participation models through cooperatives are common," Chairman Kim said. "We need to establish an energy center in the form of public development in the fourth sector."
The third and fourth announcements led to the case of Busan's carbon neutrality promotion and the case of the Incheon Environment Corporation's carbon neutrality policy promotion.
"Busan started the nation's first solar project using public land with 68 shareholders raising funds," said Kim Young-chun, director of the Busan Citizens' Sunlight Energy Cooperative in a presentation on renewable energy expansion cases and suggestions.
Jang Jong-ok, head of the Incheon Environment Corporation's resource circulation division, first announced the plan to create a carbon neutral cluster in Incheon, stressing the need to integrate carbon neutral plans scattered in the region and clarify the roles and goals of each institution and sector. It also explained efforts to practice carbon neutrality through the new renewable energy business, the installation of high-efficiency facilities and biogas production facilities, and the introduction of CCUS technology. On top of that, the Incheon Environment Corporation's 2045 carbon neutrality declaration and the launch of the Greenhouse Gas Reduction Committee showed pride in leading Incheon's carbon neutrality as the only environmental public company in Incheon.
Lee Seung-woo, the permanent representative of the Future Carbon Neutral Forum, who was the last presenter, showed the "current progress" of the carbon neutral city through a presentation on the theme of "Carbon Neutral City-Gumdan New City Human Energy Town." In particular, when he was president of Incheon Metropolitan City Corporation, he specifically revealed carbon neutrality practices that were incorporated into the new city of Geomdan in Incheon. "The new city of Geomdan was created as an energy self-sufficient pilot complex that produces energy consumed in the complex to realize a sustainable future residential model," CEO Lee said. "To practice carbon neutrality, we installed eco-friendly energy such as solar and power generation fuel cells, operated a smart farm using CO2 from fuel cells, and shared a smart car park."
The comprehensive discussion, headed by Koo Ja-sang, CEO of the Climate Change and Energy Alternative Center, was attended by Yoo Moon-moo, secretary-general of the Future Carbon Neutral Forum, Nam Ho-seok, researcher at the Busan Institute, Kang Ho-yeol, executive representative of the Busan Environment Council, and Yang Yong-chul, chairman of Wangsan City Town Cooperative.
Secretary-General Yoo Moon-moo said, "This seminar, which shares and exchanges regional strategies between Incheon and Busan, will serve as an opportunity to find regional carbon-neutral policies," stressing the need for continuity and scalability of the seminar through the expansion of participating areas in the future. "In particular, the 4th sector-centered public development theory, which was linked to the failure of the establishment of the Korea Energy Corporation in Busan, is a discussion worth seriously considering between the government and civil society by supplementing the participation structure and profit distribution structure between subjects," he said.
"Busan and Incheon have a lot in common, including a lot of energy independence, energy Busan, and greenhouse gas emissions," said Nam Ho-seok, a researcher at the Busan Institute. "We need to ask the central government to raise the ratio of new and renewable energy such as solar, wind, and fuel cells."
Yang Yong-cheol, chairman of Wangsan City Cooperative, said, "The reality is that it is not easy to promote the resident-participating village solar project due to the lack of awareness of local governments," adding, "Local carbon neutrality will also be driven only when the government's institutional support is supported."
