보성군, 올해도 생애주기별 촘촘하고 든든한 ‘복지 365’시행

군, 사각지대 없는 복지600을 위해 다양한 시책 추진

(보성=브레이크뉴스) 이학수 기자= 전남 보성군은 2023년에도 촘촘하고 든든한 ‘복지 365’를 만들어가기 위한 다양한 정책을 시행한다.


지난해 보성군은 보건복지부 지역복지평가, 사회보장급여 사후관리, 기초연금 사업 분야에서 우수기관으로 선정되는 등 작년 보건복지분야에서 6관왕에 빛나는 영광을 안았고 대내외적으로 복지행정 능력을 인정받았다.


올해는 다시 뛰는 보성 365의 슬로건을 기치로 5대 핵심 목표인 생애 주기별 촘촘하고 든든한 복지 시책을 추진한다.


△ 더 새롭게! 영아기 집중 투자


출산과 양육으로 인한 소득 감소를 보전하고 영아기 두터운 돌봄 지원을 위해 만 0세부터 만 1세 아동에게 기존 지급되던 영아수당(월 30만 원) 대신 부모급여(월 35만 ~70만 원)를 확대 지급한다. 만 12세 이하 아동을 둔 맞벌이 가정에 제공되는 아이돌봄서비스 이용 시간이 기존 연 840시간에서 연 960시간으로 확대된다.


공보육 확보를 위한 어린이집 환경 개선도 적극 나선다. 2021년부터 추진해온 국공립 초동친구어린이집 신축(하나금융그룹 공모사업 선정) 사업이 이달 착공에 들어가며 올 12월 준공 예정이다. 농어촌 지역에서도 수준 높은 모델의 도시형 어린이집을 구축해 돌봄 환경을 개선이 기대된다.


△ 슬기로운 아동 돌봄 체계


아동 돌봄 체계도 변화한다. 만 12세 이하의 취약계층 아동을 대상으로 추진하는 드림스타트 사업은 코로나19 상황 완화로 다양한 대면 프로그램이 재개된다. 원예교실, 맛있는 요리교실, 가족 힐링캠프, 내 꿈을 찾을 수 있는 직업 체험 나들이, 행복한 문화 나들이 등을 실시할 계획이다.


저소득층 아동의 사회진출 초기비용 마련을 위해 지원하는 ‘디딤씨앗통장’은 아동 적립금 5만 원 내에서 국가가 월 10만 원 내로 1:2 매칭 지원한다. 대상은 만 18세 미만의 아동복지시설 보호아동, 가정위탁 보호아동, 장애인 생활시설 아동 및 만 12세 이상부터 만 18세 미만의(2006~2011년생) 중위소득 40% 이하의 수급가구(생계, 의료급여)이다.

경력단절 여성에게는 ‘경력이음바우처’ 50만 원 지급한다. 지역인재를 양성하기 위한 취․창업교육 및 일자리 상담을 통해 연간 80명에게 새로운 일자리가 주어진다.


여성 청소년을 위해서는 여성생리용품 지원사업에 연간 8,080만 원을 투입하여 상품권 및 바우처로 제공한다.


△ 내 부모님처럼 모시는 어르신 복지


거동이 불편한 독거 어르신들이 증가함에 따라 92개 마을에, 찾아가는 경로당 무료 급식 사업과 사랑의 밥차를 3~12월까지 운영해 어르신들에게 영양식을 제공한다.


코로나19로 인해 정서적 외로움을 호소하고 있는 어르신들을 대상으로는 2022년부터 추진하고 있는 ‘내 동네 웃음주치의가 간다’ 사업은 2023년에는 더욱 다양한 프로그램으로 운영할 계획이다.



재활 및 신체활동 등 주간보호센터의 맞춤형 프로그램도 강화(개소당 500만 원~1,000만 원 지원)한다.


어르신 사회참여 활동 기회 및 소득 증대하기 위해 노인일자리 및 사회활동 지원사업이 기존 2,305명에서 2,473명으로 168명의 일자리가 증대됐다.


특히, 보성군은 군비 3.5억 원 투입해 100명의 일자리 추가로 확보하며 보성형 노인일자리 사업을 추진하고 있다. 4개소 일자리 수행기관에서 47개 사업단을 구성해 ‘우리 동네 우리가 가꾸는 보성600사업’과 노인 일자리 사업을 연계해 특색있고 차별화된 주민참여형 마을 가꾸기를 추진 중이다.


‘우리동네 홀로 계신 어르신 우리가 돌본다’ 사업도 추진한다. 홀로 계신 어르신 450여 명을 자원봉사자와 연계해 사회적 돌봄서비스를 강화하고 돌봄 인식 개선에도 효과가 있을 것으로 기대된다.


건강한 노년 생활을 위해 노후된 경로당 소규모 수선사업, 운동기구 보급 및 안마의자 수리 및 교체, 냉방기(에어컨) 수리 및 교체 등 여가시설을 지원한다.


2021년부터 추진해온 AI 돌봄 로봇 사업을 20대 추가 보급해 치매 및 우울감을 호소하는 어르신들의 심리적 안정, 노인 우울증 예방, 자살 방지 등 대면접촉이 어려운 어르신들의 돌봄 공백을 최소화한다.


△ 불편 최소화 든든한 장애인 맞춤 복지


올해 141명의 장애인이 일자리 사업에서 소득 활동과 사회적응 훈련을 받게 되고, 장애인 연금은 작년 대비 5%(258,540원 ~ 323,180원), 장애수당은 2만 원(4만 원 → 6만 원) 인상됐다.


재가 장애인 돌봄서비스는 장애인 활동 지원 서비스(만 65세 미만), 발달장애인 주간 활동 서비스(만 18세 이상, 만 65세 미만), 발달장애인 방과 후 활동 서비스(만 18세 미만)를 제공하고 있다.
