한중 관계가 위태롭다. ..친중(親中)이 국익이다!

한국의 지속가능한 발전과 한반도 평화 유지를 위해 친중(親中)을 해야

한중 관계가 위태롭다. 일부 정치인은 반중 언동을 일삼고 보수 언론은 반중 여론몰이에 몰두한다. 중국에 대한 부정적 여론은 갈수록 악화되고 있다.

 

올해는 한중 수교 31년째를 맞는 해이다. 지난 1992년 수교 이후 한중 관계는 폭발적 성장을 해왔다. 코로나19 직전인 2019년 한중 양국 인적교류는 1천만 명에 이르렀고, 양국 교역액은 48배가 성장했다. 한중 수교는 중국이 G2로 성장하고 한국이 선진국으로 성장하는 데 핵심 동력이 되었다. 이념과 체제가 다른 국가 간 교류사에서 가장 모범적이고 성공적인 관계로 세계인의 부러움을 샀던 관계였다.

 

그러던 한중 관계가 지난 2016년 사드(고고도 미사일 방어체계) 배치 결정에 따른 갈등으로 악화돼 불과 7년 만에 최악의 상황에 이르렀다. 미국이 한중 관계를 이간질하는 것이 사드 배치의 목포 중 하나였다면 성공을 거둔 셈이다.

 

중앙유럽아시아연구소(CEIAS) 등이 참여한 국제 연구진이 2020~2022년 56개국 8만여명을 대상으로 진행한 ‘시노폰 보더랜드 프로젝트’ 조사결과 한국인 응답자 가운데 무려 81%가 중국에 대해 부정적(‘부정적’ 또는 ‘매우 부정적’)으로 인식한다고 답한 것으로 나타났다. 이는 조사 대상 56개국 가운데 가장 높은 것이며, 2위인 스위스(72%)나 3위 일본(69%)과 비교해도 10%포인트 가량 높다. 이 조사에서 2030 청년세대의 부정적 응답비율이 가장 높은 것으로 나타났다.

 

이같은 분위기에 편승해 반중 여론을 이용하려는 행태도 나타나고 있다. 지난달 28일부터 31일까지 한·대만 의원친선협회장인 조경태 국민의힘 의원, 정우택 국회부의장, 이원욱 더불어민주당 의원 등이 대만을 방문해 차이잉원(蔡英文) 총통 등을 만났다. 대만 외교부는 이에 “(한국)의원단 일행이 구체적인 행동으로 대만에 대한 지지를 표명하고 진심 어린 우정을 보여주기 위해 왔다”고 말하기도 했다. '하나의 중국'이라는 확립된 정부의 외교정책에 반하는 위험하고 어리석은 행동으로 비난받아 마땅하다.

 

최근 불거진 중국 해외경찰서 논란이나 중국인에 대한 과잉 입국 규제 등도 반중 여론의 흐름에 편승하는 것으로 보인다.

 

작용은 반작용을 부른다. 한국의 반중 여론은 당연히 중국의 반한 여론을 불러온다. 그 피해는 누구의 몫인가?

 

첫째, 중국을 최대의 시장으로 갖고 있는 한국 경제가 최대 피해자가 될 수 밖에 없다. 반한 여론은 한국 상품에 대한 부정적 인식을 높이고 심하면 불매운동으로 번질 수 있다. 지금 중국 시장이 하는 역할을 미국 시장이 대체할 수 있는가? 한중 교역규모는 지난 2012년 2,542억 달러에서 2018년 3,133억 달러로 상승한 뒤 잠시 하락했다가 2021년 중국 경제 회복세에 따라 3,641억 달러로 최고치를 경신했다. 그러나 중국 수입 시장 내 국가별 순위에서 2013년 이후 7년간 1위를 유지했던 한국은 2019년 대만에 추월당해 2위로 떨어졌다. 한국에 대한 부정적 여론이 한국 제품 구매 기피로 이어질 수 있다는 것을 보여준다.

 

둘째, 중국 거주 한국인과 한국 유학생들이 피해를 입을 수 있다. 한중 관계가 최악으로 치달을 경우 중국에 거주하는 한국인들이 불안한 생활을 하게 될 수 있다. 중국 정부의 보호정책이 일상의 모든 것을 지켜줄 수는 없기 때문이다.

 

셋째, 한반도 평화 관리에 위기가 찾아올 수 있다. 북미 관계가 갈수록 악화되는 현 시점에서 북한에 대해 직ㆍ간접적인 영향력을 행사하는 중국과의 협력이 없이 어떻게 한반도 평화 관리를 할 수 있을 것인가?

 

그래서 우리는 중국과 친하게 지내야 한다. 분단 국가의 상황에서 친미(親美)도 해야 하나, 친중(親中)도 함께 해야 한다. 친미 일변도의 반중(反中)주의자들은 국익에 역행하는 것이다.

 

한국은 지난 수천년 간 중국과 문명을 교류하고 안보를 협력해왔다. 우리는 중국으로부터 유교 문명을 들여와 발전시켰고, 교역을 통해 경제를 성장시켰다. 임진왜란과 20세기 항일 과정에서 연합한 역사적 경험도 공유하고 있다. 그 같은 협력의 역사를 갖고 있는 한중 관계가 악화되는 것은 한중 양국에 불행한 일이다. 친중은 중국을 위한 것이 아니다. 한국을 위한 것이다. 한국의 지속가능한 발전과 한반도 평화 유지를 위해 친중(親中)을 해야 한다. 친중(親中)이 국익이다. kingkakwon@naver.com

The diplomatic ties between Korea and China have become a key driving force for China to grow into a G2 and Korea to grow into an advanced country. However, relations between South Korea and China deteriorated in 2016 due to conflict over the decision to deploy THAAD (High Altitude Area Defense), reaching the worst situation in just seven years. Action begets reaction. Anti-China public opinion in Korea naturally brings about anti-Korean public opinion in China. Who is responsible for the damage?

First, the Korean economy, which has China as its largest market, is bound to be the biggest victim. Anti-Korean public opinion can heighten negative perceptions of Korean products and, in extreme cases, lead to boycotts. Can the US market replace the role that the Chinese market is playing now? Trade volume between Korea and China rose from 254.2 billion dollars in 2012 to 313.3 billion dollars in 2018, followed by a brief decline, before reaching a new high of 364.1 billion dollars in 2021 as the Chinese economy recovers. However, in the country-by-country ranking in China's import market, South Korea, which had held the top spot for seven years since 2013, fell to second place after being overtaken by Taiwan in 2019. It shows that negative public opinion about Korea can lead to avoidance of purchasing Korean products.

Second, Koreans residing in China and Korean students studying abroad may be harmed. If the relationship between Korea and China reaches its worst, Koreans living in China may end up living an unstable life. This is because the Chinese government's protection policy cannot protect everything in daily life.

Third, a crisis may come to peace management on the Korean Peninsula. How can we manage peace on the Korean Peninsula without cooperation with China, which exerts direct and indirect influence on North Korea at this point in time when the US-North Korea relationship is getting worse and worse?

So we have to be friendly with China. In the situation of a divided country, we should be pro-US, but we should also be pro-China. The pro-US anti-China ideology goes against the national interest.

South Korea has been exchanging civilizations and cooperating with China on security for thousands of years. They also share the historical experience of being united during the Japanese invasion of Korea in 1592 and the anti-Japanese process in the 20th century.
