태영호, 한중관계와 동북아 지역 안보 정세 심층 진단 토론회 개최

시진핑 3연임 공식화 이후 동북아 안보환경...냉철한 외교전략 수립해야

태영호(국회 외교통일위원회 간사, 국민의힘 국제위원장) 의원은 22일 국회의원회관 제2소회의실에서‘한중관계와 동북아 안보환경 진단’세미나를 국회 글로벌외교안보포럼(대표의원 박진)과 공동으로 개최했다.

이번 토론회는 중국 시진핑 총서기 3연임 공식화 이후 한중관계 및 동북아 안보환경 분석의 필요성이 대두됨에 따라 중국 공산당 제20차 당대회 및 한중정상회담 분석과 동북아 지역의 안보에 대한 논의가 이어졌다. 

 

토론회의 좌장은 태영호 의원이, 발제는 주재우 경희대학교 교수와 이창형 한국국방연구원 명예연구위원이 각각 맡았다. 조현규 한국국방외교협회 중국센터장과 박수찬 세계일보 기자는 토론자로 나서 한중관계에 대한 심층적인 의견을 제시했다. 

 

태영호 의원은 개회사를 통해 “지난 한중정상회담을 통해 중국과의 외교적 공간이 넓어졌다”며, “북한 및 대만해협 문제 등 주변 지역의 지정학적 안보 정세 분석을 통한 냉철한 외교 전략 수립을 선제적으로 해야 한다”고 강조했다.

 

기조발제에서 주재우 교수는“20차 당대회 인사에서 시진핑의 후계구도가 보이지 않아 시진핑의 4연임 등 장기집권이 예측된다”며,“세계가 불확실성의 시대로 접어들며 중국도 이에 대비하는 모습이 G20 정상회의를 통해 드러났다. 경제의 정치·안보화를 하지말자는 시진핑의 발언은 중국의 우려와 불안감을 보여주며 이를 최대한 피하고자 하는 의중이 드러났다”고 밝혔다.

이창형 한국국방연구원 명예연구위원은 “중국은 시진핑 집권 3기 마지막 해인 2027년까지 대만해협에서의 군사적 성과를 달성하고자 다양한 위기를 조성할 가능성이 전망된다”며, “대만해협의 위기는 주한미군의 전략적 유연성 및 북한문제와 연동되는 특성이 있어 한국도 이에 대한 시나리오별 대응전략 마련이 필요하다”고 강조했다.

 

토론에 나선 조현규 한국국방외교협회 중국센터장은 “중국의 ‘반국가분열법’을 바탕으로 대만 해협 위기가 한반도 안보에 미치는 영향에 산전에 준비해야 한다”며, “시진핑 총서기 3연임 확정 이후 중국몽 실현과 중국의 핵심이익 확보 등을 위해 대만에 대한 무력통일 시도 또는 대(對)대만 전면 봉쇄 가능성을 배제할 수 없다”고 주장했다.

 

박수찬 세계일보 기자는“중국은 같은 공산주의 체제 국가와의 관계를 다지는 한편 경제, 안보에 있어 서방을 비롯한 국제사회와의 교류협력도 필요한 외교 딜레마에 빠져있다”며, “중국이 집토끼인 북한의 도발에 대해 규탄하지 않는 상황에서 북한은 스스로 비핵화의 길로 나설 동력이 없다. 이러한 북한의 태도에 대해 우리는 한미동맹 강화와 함께 북한에 끊임없이 대화의 필요성을 거론해야 한다”고 밝혔다.
