Rep. Il-Young Chung “Board of Audit and Inspection, KHNP only picked up new and renewable energy from the previous administration and demanded the submission of data”

It is said that the financial soundness and business management of public institutions are grasped... Suspicion of targets for core projects of the former government

In September, while it was known that the Board of Audit and Inspection requested KEPCO and KHNP to submit data to determine whether to start an audit, the Board of Audit and Inspection requested KHNP for targeted data on Saemangeum solar power generation and major new and renewable energy development projects of the former government. confirmed to be This is a point where the Board of Audit and Inspection's explanation that the request for data on KHNP is for the purpose of grasping the financial soundness of public institutions and the current status of business management is colorless.

Board of Audit and Inspection requests data from Korea Hydro and Nuclear Power (KHNP) to specify Saemangeum Renewable Energy Project and former Government Renewable Energy Project

According to the <List of Audit and Inspection Board Data Requests> submitted by Korea Hydro & Nuclear Power to Democratic Party lawmaker Jeong Il-young (Incheon Yeonsu-b), a member of the National Assembly Trade, Industry, Energy, and Small and Medium Venture Business Committee, the Board of Audit and Inspection issued a request to KHNP on August 30 for the Saemangeum Solar Power Renewable Energy Project and Godeok Godeok. They specifically requested data related to clean energy, Gangneung Sacheon fuel cell, and Chuncheon green energy projects.

All of the projects requested by the Board of Audit and Inspection are unfinished projects in which KHNP has invested more than 40 percent. In the case of the Saemangeum Jeonbuk-do region-led floating photovoltaic power generation project, KHNP has an 81% stake in Saemangeum Solar Power, a special purpose corporation (SPC), and is considered the main body of the project. Godeok Clean Energy has 40%, Chuncheon It has been confirmed that KHNP holds 45% of Green Energy and 41% of Gangneung Sacheon Fuel Cell.

As for the scheduled completion date, the Saemangeum renewable energy (solar power) project continues to be delayed, unlike the original plan of completion in April 2020. Godeok Clean Energy also started construction on June 30 last year and was scheduled to be completed in July this year, but it was confirmed that it was scheduled to be completed in September next year due to the delay in approval from Gangdong-gu. The scheduled completion date for Gangneung Sacheon Fuel Cell is August 2023, and Chuncheon Green Energy is scheduled for completion in January 2024.

On August 18, the Board of Audit and Inspection requested KHNP to submit materials such as the status of regulations such as the articles of incorporation and the current status of organization and finance in relation to the ‘actual audit related to the financial soundness and business management of public institutions’. Then, on August 30, it was confirmed that the Board of Audit and Inspection specified data related to the Saemangeum Renewable Energy Project, Godeok Clean Energy, Gangneung Sacheon Fuel Cell, and Chuncheon Green Energy Project and requested KHNP to submit data. Accordingly, KHNP submitted a business feasibility evaluation report and financial-related data for the projects at the request of the Board of Audit and Inspection.

Some are raising suspicions that the Board of Audit and Inspection's sudden request for additional data is intended to overturn the core new and renewable energy projects promoted by the previous government, along with pointing out nuclear power plants as the cause of KHNP's deficit.

Board of Audit and Inspection, Suspicion of endless targets and political audits... Giving up neutrality and objectivity in job inspections

Regarding this, Rep. Il-Young Jeong said, “In recent years, there have been constant questions about the fairness and objectivity of the Board of Audit and Inspection audits.” “If we embarked on a targeted audit, it would be a violation of the Board of Audit and Inspection’s constitutional responsibilities and would not serve the national interest,” he said. hpf21@naver.com
