초엔저로 우리나라 수출 타격..올 9월까지 168억 달러 감소

한경연, “국제공조 및 일본 제품과 경쟁품목 지원 강화 등 노력 요구 필요”

글로벌 수출시장에서 한국과 가장 경쟁관계에 있는 국가는 일본이며, 일본 엔화의 급격한 평가절하로 우리나라 수출이 올 9월 누계로 168억 달러 감소했다는 분석이 제기됐다. 

 

한국경제연구원은 17일 ‘초엔저가 우리나라 수출에 미치는 영향과 시사점’ 분석을 통해 이같이 밝혔다.

 

한경연에 따르면 엔달러 환율은 작년 4분기부터 급등하기 시작했으며, 올해 들어서는 상승세가 더욱 가팔라지는 양상이다. 엔달러 환율 상승률은 전년동기 대비 2021년 4분기 8.9%, 2022년 1분기 9.8%, 2분기 18.5%, 3분기 25.5%로 급등세를 보이며, 초엔저 현상이 갈수록 심화되고 있다. 올해 1~3분기 평균으로는 전년동기 대비 17.9% 급등했다.

 

한경연이 산출한 2020년 기준 주요국과의 제조업 수출경합도는 한국과 일본 간 경합도가 69.2로 주요 수출국 중 가장 높았다. 이어 한국과 미국 68.5, 한국과 독일 60.3, 한국과 중국 56.0 순이었다.

 

아울러 한경연이 2005년 1분기에서 2022년 3분기까지의 분기별 자료를 이용, 엔달러 환율 변화가 우리나라 수출에 미치는 영향을 실증분석한 결과, 엔달러 환율 상승율이 1%p 상승(엔화가 1%p 절하)하면, 우리나라 수출가격은 0.41%p 하락하고, 수출물량은 0.20%p 감소하는 것으로 나타났다. 이에 따라 수출금액 증가율은 0.61%p 낮아지는 것으로 분석됐다.

 

올해 1~3분기 중 엔달러 환율 상승률은 17.91%로 원달러 환율 상승률 12.05%에 비해 5.86%p 높은 것으로 나타났다. 

 

올해 1∼3분기 엔달러 환율 초과 상승율 5.86%p와 엔달러 환율 상승률 1%p당 수출금액 증가율 영향계수 -0.61%p를 이용해 엔달러 환율 급등으로 인한 올 9월까지의 한국 수출 감소액을 추정한 결과, 엔달러 환율 추가상승으로 인한 우리나라 9월 누계 수출감소액은 168억 달러로 집계됐다. 이는 한국 9월 누계 무역적자 288억9000만 달러의 58.2%에 해당하는 수치다.

 

한편, 전년동기 대비 엔달러 환율 상승률이 1%p 높아지면 원달러 환율 상승률은 0.14%p~0.28%p 높아지는 것으로 나타났다. 

 

한경연은 “초엔저는 우리나라는 물론 일본에도 무역수지를 악화시키는 주요한 요인”이라며 “초엔저가 원자재 등 수입액을 증가시켜 무역적자를 심화시키고 이는 다시 엔화약세를 초래해 무역적자가 누적적으로 급증하는 양상이다”고 주장했다. 실제, 일본의 올해 1∼9월 중 무역규모 대비 무역적자 비율은 9.1%로 우리나라 2.7%의 3배 수준을 넘고 있다. 

 

추광호 한경연 경제정책실장은 “초엔저 양상이 심화되면 우리나라를 비롯한 주요 수출국이 부정적 영향을 받게 되고, 일본에게도 득이 될 것이 없다”며 “초엔저의 부정적 영향을 완화하기 위한 국제공조 노력과 함께 일본과의 수출경합도가 높은 품목에 대한 R&D 등 수출지원 강화 노력이 요구된다”고 말했다.
