한반도에서 핵 선제사용을 남한·북한·미국 등 3국이 원하나?

북한 최고인민회의 14기 7차 회의에서 채택된 핵무력정책의 법제화로 북한의 새 핵 독트린을 선언했다. 김정은 국무 위원장은 2022년 9월 8일 최고인민회의 제14기 7차 회의에서 시정연설을 통해 우리는 더 이상 핵무기를 놓고 협상할 수 없다고 말했다. 그는 핵무력 법제화에는 깊은 의미가 있고 여기에 정책이 있다고 언급했다. 김정은 위원장은 미국의 궁극적인 목표가 북한의 핵무기를 제거함으로써 북한 체제를 붕괴시키는 것이라고 인식했다. 따라서 그는 자신의 핵무기가 북한 체제를 보장한다고 굳게 믿는다고 밝혔다. 김 위원장은 현 상황에서 절대 먼저 핵무기를 포기하지 않을 것이라는 입장을 처음으로 공개했다. 그는 선제 핵사용을 시사하는 언급도 있어 한반도에서 전술핵무기 사용의 개연성이 높아지고 있어 한민족의 공멸을 예고하는듯하여 대단히 불안하고 두렵다.

 

현 시점에서 한미연합군사훈련은 전쟁예방차원에서 군사훈련을 한다고 하지만 훈련 중 인간의 실수로 우발적인 무력충돌이 생기면 누구도 원하지 않은 한반도 에서 우발적인 핵전쟁의 가능성을 전연배제하지 못한다. 남한·북한·미국 3국이 각자가 조건부 선제타격을 강변하고 있다. 현 시점에서 과연 한반도에서 선제타격 (pre-emptive strike)이 현실적으로 개연성이 있을까? 이 질문에 대해 필자는 고민해 보고 또 고민한 결과를 본 칼럼에서 공유하고자 한다. 

 

먼저 한미 양국의 입장을 살펴보자. 현 시점에서 한미동맹은 어느 때보다 공고화 되고 있어 현재 바이든 행정부는 대한민국을 미국의 핵심이익(core interest)으로 간주한다고 선언했다. 따라서 미국의 대북선제타격은 윤석열 정부의 승인 없이 실행되지 않을 것으로 보인다. 그러나 아무리 굳은 한미동맹관계라 하더라도 미국의 국익과 한국의 국익이 차이가 있음을 간과해서는 안 된다. 따라서 만약 미국이 윤 정부의 승인 없이 일방적/독자적으로 대북선제타격을 실행할 수도 있을까? 이에 대한 해답을 윤 정부는 확인해 둘 필요가 있다고 생각한다.

 

북한이 2022년 9월8일 핵무력정책의 법제화를 통해 조건부 선제 핵사용을 시사했다. 필자는 김정은 위원장에게 묻는다. 과연 북한의 자멸과 한민족의 공멸하는 것을 뻔히 알면서 감히 전술 핵사용을 하겠는가? 이 질문에 대해 북한지도부 자신들도 묻고 있을 것으로 생각한다. 

 

만약 한반도에서 전술핵무기를 사용해 핵전쟁을 한다면 어떻게 될까? 상상만 해도 끔직하다. 그러면 남·북·미 3국이 향후 해야 할 일은 무엇인가? 이 문제를 놓고 정치인들에게 결정해 달라고 할 것이 아니라 우리한민족 모두가 함께 고민하고 지혜를 모아야 할 것이다. 현재 남한·북한·미국 3국이 추구하는 보다 강경한 강(强) 대 강(强) 압박 정책은 가까운 미래에 우발적인 핵전쟁으로 진전되는 양상을 보이게 될까 심히 염려스럽다. 따라서 이러한 강(强) 대 강(强) 맞교환 정책을 즉각 중단해야 마땅하다. 

 

그러면 그렇게 하기 위한 대안은 무엇인가? 계속해서 대북강경정책이나 북한이 맞서서 “대남, 대미 강경정책으로 한반도문제를 풀 수 있을까?”에 대한 3국 지도자에게 묻고 싶다.  따라서 3국의 강(强) 대 강(强) 맞대응 전략이 한반도에서 전쟁으로 몰아가고 있다면 3국이 다른 대안을 모색해야 할 것이다. 필자는 오랫동안 대안마련에 고심하여 왔다. 필자의 대안은 3국 간 대화분위기를 조성해서 한반도에서 전쟁위기를 해소하는 방안을 모색하는 길이 최상의 대안이라고 주장한다. 그래서 이에 대해 정부와 국민은 한마음으로 대안마련에 지혜를 모아야  할 때이다.

 

북한이 최근 핵무력의 법제화를 한 후 한반도에서 전쟁의 개연성이 제고되고 있다고 느껴지고 있는 이유는 북한이 대미, 대남선제 핵사용을 시사한 것 때문이다. 이런 군사행동은 북한의 자살행위인 것을 북한지도부도 잘 알고 있다고 생각한다. 그럼에도 불구하고 만약 북한이 우발적으로 대남, 대미 선제공격을 한다고 가정할 때 북한은 안전할까? 결론부터 말하면 미국이 자동개입으로 이어질 것이고 그렇게 되면 북한의 붕괴로 이어지게 될 것이다. 이것이 현실이다.

 

북한이나 미국이 핵 선제사용을 한다고 가정하면 핵전쟁으로 이어질 것이 아닌가? 한반도에서 기획된 전쟁(war by plan)은 자살행위이기 때문에 그런 전쟁은 상상할 수도 없다고 생각한다. 그러나 우발적 전쟁(war by accident)의 개연성이 제고되고 있다. 역사적 사례는 세계1차 대전의 발발 원인도 사라예보 에서 총알 한발로 우발적으로 시작된 전쟁이었음을 감안하면 한반도에서 이런 전쟁이 현실화 될까 몹시 두렵다.

 

한미와 북한이 핵 선제사용은 공멸로 이어진다는 현실을 고려할 때 핵보유국 들은 전술핵무기사용거론도 금지 되어야 마땅하다. 만약 한미 양국이 대북강경정책을 지속적으로 추진할 경우 북한을 코너에 몰아가면 이판사판식으로 북한이 선제 전술핵무기 사용할 개연성이 높아지게 될 것으로 보인다. 그런 경우에 결과는 명확하다. 한민족의 공멸을 의미하게 될 것이다.

 

남한·북한·미국 3국지도부에게 다시 한 번 묻는다. 첫째, 북한지도부는 핵전쟁이 발생 한다고 가정하면 북한체제의 붕괴될 것을 알면서 선제전술핵무기 사용을 할 수 있을까? 둘째, 한국이나 미국이 대북선제타격이 핵전쟁으로 이어 질 것임을 알면서도 선제타격을 강조하고 공세적인 군사행동은 북한지도부의 피 포위 강박 증(siege mentality)을 높이고 이에 대한 대응으로 북한이 핵무력 정책을 법제화 하게 되었고 궁극적으로 한미 양국은 북한을 코너에 몰아가고 있는 것은 아닌가? 셋째, 따라서 한미 양국은 북한지도부의 피 포위 강박증을 해소하는 방향으로 정책을 추진해야 하는 것이 바람직한 것이 아닌가? 과연 북한을 주적으로 남아있기를 바라는 것이 한미 양국의 국익인지를 재검토해야 할 시점이 아닌가? 한미 양국이 소탐대실(小貪大失)하는 행동을 자제하여 한반도에서 전쟁의 불씨를 제거하는 길이 한민족을 살리는 바른길이 아닌가?  

 

위 3개 질문에 대한 해답이 나오면 이에 대한 대안을 모색하지 않을 수 없을 것이다. 그것이 남·북·미 3국이 대화 재개를 위한 분위기 조성이 필요하다. 따라서 3국이 강 대 강 맞대응 강경정책을 우호적인 정책으로 전환하고 상호양보와 타협으로 평화적이고 실용주의적 외교협상을 통해 한반도 문제를 해결하려는 의지를 갖고 한반도 비핵-평화체제구축을 위해 함께 노력하길 간절히 기원한다.
