‘이상한 변호사 우영우’라는 드라마가 이상하게(?) 큰 열풍을 일으키고 있다. 6월말 시청률 0.9%에서 출발해 한 달만에 15%대로 껑충 뛰어 오르는 진기록을 기록했다. 게다가 ‘우영우’는 잘 알려지지 않은 ENA(옛 Sky)라는 신생 채널에서 방영되어 채널 번호도 29번,72번,997번등 IPTV,위성,케이블에 따라 들쑥날쑥해 TV로 보려면 좀처럼 잘 보게 되지 않는 채널이다.
사실상 시청자들은 TV가 아닌 OTT(넷플릭스)를 통해 드라마를 보다가 ENA 채널을 찾아 들어가게 되었고. ‘우영우’는 글로벌 넷플릭스 3위, 비영어권 드라마 부문에서 시청 시간 1위 등 세계시장에서도 막강한 인기를 누리고 있다.
무엇이 시청자들을 ‘우영우’ 앞에 몰려가게 만들었는가?
‘자폐 스펙트럼’ 장애를 이겨내려는 당찬 모습, 거짓 없는 순전한 캐릭터, 사회의 부조리, 소외자에 대한 따뜻한 시선, 그리고 주변의 착한 캐릭터들이 만들어내는 스토리들로 ‘우영우’만 보면 행복해지고 힘이 충전된다는 ‘우영우 충전론’까지 나온다.
이번 우영우 드라마로 실감하게 된 것은 시청자들은 OTT를 통해 콘텐츠를 시청하고 콘텐츠에 이끌리면 어떤 채널이든 찾아 나서게 돼 있다는 것이다. 그리고 선정적이고 자극적인 스토리에 식상해 있는 이 시대의 시청자들은 오히려 이런 무공해 캐릭터, 순한 맛 드라마에 마음이 움직인다는 것이다.
또한 글로벌 OTT 덕분에 유튜브에는 연일 외국시청자들이 올리는 ‘우영우’ 이야기가 등장한다. ‘역시 우리나라 한류!’ 하면서 한편 어깨가 으쓱해지지만 마음 한 켠에서는 사회를 따뜻하게 하고 사람의 마음에 감동을 주는 이런 스토리를 공영방송은 왜 만들어내지 못할까하는 아쉬움이 있다.
OTT시대, 방송사보다 콘텐츠
‘우영우‘드라마의 확산성으로 OTT의 위력을 실감했듯이 거실에 모여 TV를 보던 실시간 시청 형태는 이미 과거 얘기다. 각자 스마트폰이나 태블릿, PC등으로 방송을 시청하는 시대가 왔다. 지난해 조사(2021,KISDI)에서 우리국민 10명중 7명이 OTT로 콘텐츠를 시청하고 있으며 코로나 팬데믹 이후 이 현상은 더욱 두드러져 5년 전에 비해 두 배 가까이 늘어났다. 2030은 95%가, 60대도 거의 절반이 OTT를 이용하고 있으며 또한 5,60대의 OTT 이용률이 매년 5-6%씩 늘고 있는 것은 눈여겨볼 현상이다.
지난해 한 조사(2021, 엠브레인 트렌모니터)에서는 집에 TV가 필요 없다는 답이 41.1%, 또 TV를 안볼 것이라도 답이 61.5%로 6년 전보다(38%) 크게 늘었다, 원하는 프로그램을 언제든지 볼 수 있는 것을 OTT의 장점(93.2%)으로 들었으며 전체 응답자의 88.7%가 이제는 방송사보다는 콘텐츠가 중요한 시대가 온 것이라는 주장에 공감했다.
거대 OTT 시장, 대응 시급
글로벌 OTT 서비스는 출범한지 불과 10여년 만에 세계 미디어 시스템의 지각변동을 일으키고 있다. 유튜브는 누구나 방송국을 개설할 수 있는 1인 방송 시대를 개막했으며 유튜브와 소셜 미디어인 페이스북은 세계 디지털 광고 시장의 약 60%를 차지하고 있다. 국내 제1 방송 사업자는 이제 유튜브이며 2위 사업자는 넷플릭스가 되었다.
‘우영우’의 예처럼 OTT에서 인기를 끌고 있는 작품이 레거시 미디어(legacy media)에서 방영되는 등 OTT와 레거시 미디어가 서로 공존하며 시너지를 일으킬 수 있다는 의견도 나온다. 글로벌 넷플릭스의 아시아 지역 시청 상위 프로그램들 대부분은 우리나라의 콘텐츠로 OTT에 판매한 국내 콘텐츠는 연평균 145%씩 엄청난 성장세를 보이고 있다.
역량있는 제작사들은 지상파가 아닌 넷플릭스에 줄을 서서 선택받기를 기다리고 있다. 이렇다 보니 ‘네플릭스가 한류에 올라 탄건가? 그 반대인가?’ 이런 논의도 나온다.
수년전부터 모바일을 포함한 온라인 광고가 가파르게 상승하면서 온라인 광고는 지상파와 위성 등 주요방송의 광고를 수배나 앞지르고 있으며, 최근 구독료기반의 넷플릭스와 디즈니플러스 등의 글로벌 OTT가 광고까지 손을 댈 움직임을 보이자 국내 방송업계는 초긴장 상태다. 당연히 레거시 방송의 광고 매출은 더욱 위축될 것이란 우려가 나온다.
이제 OTT는 세계 미디어시장을 다 삼켜버릴 것 같은 기세다.
우리나라는 이같은 새로운 미디어 환경에서의 시장 질서를 확립하는 법체계가 전무한 실정이다. 2000년에 제정된 시대착오적인 통합방송법을 글로벌 OTT시대에 맞게 뉴 멀티미디어 법체계로 대폭 손질해야 한다.
또한 과기부, 방통위, 문체부등 세 부처로 나뉘어져 있는 방송·미디어정책분야를 통합적으로 다루는 전담 기구를 설치하는 등 OTT 채널에 대응하는 정부 차원의 구체적인 대책이 시급하다. leejo@kbs.co.kr

But on the other hand, there is a pity that public broadcasters can't create such a story that warms society and moves people's hearts.
In the OTT era, more content than broadcasters
Just as we realized the power of OTT due to the spread of the drama ‘Woo Young-woo’, the form of real-time watching TV gathered in the living room is already a thing of the past. The era has come when everyone can watch broadcasts on their smartphones, tablets, and PCs. According to last year's survey (2021, KISDI), 7 out of 10 Koreans were watching content via OTT, and after the corona pandemic, this phenomenon has become more prominent, nearly doubling compared to five years ago. In 2030, 95% of those in their 60s and nearly half of those in their 60s use OTT, and it is noteworthy that the OTT usage rate of those in their 5s and 60s is increasing by 5-6% every year.
In a survey last year (2021, Embrain Trenmonitor), 41.1% answered that they do not need a TV at home, and 61.5% answered that they do not want to watch TV, which is a significant increase from 6 years ago (38%). Most of global Netflix's top-viewed programs in Asia are Korean content, and domestic content sold to OTT is growing at an average annual rate of 145%.
