이제는 ‘국회의원 연금법’도 제정 할 때가 되었다!

전직 국회의원들의 안정된 노후생활 보장할 ‘국회의원 연금법 제정’을 추진해야

얼마 전 4선의 전직 의원으로 대한민국 헌정회 국회의원 연금법 제정 추진단장을 맡고 있는 유준상 전 의원과의 만남이 있었다. 국회의원 연금법 제정의 필요성에 대한 설명을 듣고, 필자뿐만 아니라 국민들이 미처 모르고 있는, 전직 국회의원들의 어둡고 안타까운 모습들을 접하면서, 국회의원 연금법에 대한 필요성을 느끼게 됐다. 

 

국회의원 연금법은 국회의원 개인만의 문제가 아닌, 국가와 국민을 위해서라도 반드시 필요한 부분이라 생각되어, 그 필요성을 간단히 정리 해 보고자 한다.

 

연금은 소득의 일부를 꾸준히 납부한 후, 나중에 나이가 들거나 생활이 어려워졌을 때, 다시 돌려받는 걸 말한다. 그리고 연금제도의 목적은 국민의 사회 보장과 생활 안정 그리고 복지 증진을 최우선으로 한다. 이는 대한민국 전 국민을 대상으로 하고 있다.

 

전문가들은 "연금은 단순한 금융상품이 아니며, 민간기업과 같은 손익사업의 목적으로 할 수 없는, 국가의 기본 책무다"라고 설명을 한다. 따라서 국회의원 연금법 제정을 논함에 있어서, 그 제정의 목적이 무엇인지를 보다 더 심도 있게, 고민을 해야 할 필요가 있는 이유이기도 하다.

 

선출직인 대통령은 전직대통령 예후에 관한 법률 제146185호에 의해, 퇴직 후 매월 봉급의 95프로의 연금을 받는다.

 

그러나 같은 선출직인 국회의원은 연금제도의 영향력에서 벗어나 있다. 현재 우리나라는 국회의원 연금법이 만들어져 있지 않기 때문이다. 

 

다만, 대한민국 헌정회 육성법에 의하여 2012년 5월 29일 이전의 전직 국회의원 중 65세 이상 403명만이 매월 120만원의 연로 생활지원금을 지급 받고 있을 뿐이다. 그것도 18대 국회의원까지 적용 대상이다. 

 

2012년 5월 29일 이후의 국회의원에 대해서는, 국가에서 주는 지원이 없기 때문에, 컨테이너 생활자나 노숙자와 셋방살이 등 노후에 어려움을 겪고 있는, 전직 국회의원들이 많이 있다고 한다. 국민이 행복하게 사는 국가를 건설하는데 목적을 두고 활동을 했던, 정치인의 삶이라고는 믿을 수가 없을 정도로, 초라한 전직 국회의원들이 많이 실존하고 있다는 것이다. 

 

하지만 이러한 사실을 국민들은 전혀 모르고 있고, 또한 알려고도 하지 않고 있는 실정이다. 아마도 정치인을 향한 국민의 시선이 곱지가 않기 때문일 것이다. 그리고 국민들의 시선으로는 국회의원에게는 모든 것이 풍족하고, 전혀 부족함이 없이 보인다는 점이다. 

 

그리고 특정 국회의원들의 비리와 불법자금 유용으로 인해, 정치인에게 덧 씌워 진, 가진 자라는 부의 이미지 때문이다. 그래서 낙선이 되거나 국회의원 직을 떠나서도, 먹고 사는 데는 아무 걱정이 없을 거라고 단정하고 있기 때문이기도 하다.  

 

또한 국민들 시선으로는 국회의원에 당선 된 그 자체가 특혜라고 보고 있다. 국회의원에게만  주어지는 수 십 가지의 특별대우 때문일 것이다. 그 많은 대우를 받으면서도, 능력부족과 도덕성에 문제를 안고 있는, 일부 국회의원들의 불법으로 인한 부끄러운 모습을 보면서, 정치인들을 바라보는 국민들의 시선은 차가울 뿐이다. 

 

이러한 현상은 국회의원에게 주어지는 특혜 시비와 사회보장제도의 혜택에 따른 사각지대가 발생되기 때문이다. 우리는 정치인 일부만 보지 말고, 더 큰 관점에서 관심을 가져야 한다.

 

선진국인 미국, 영국, 독일, 프랑스 등에서는 사회보장 정책의 일환으로, 국회의원 연금제도를 운영하여, 퇴직 국회의원들의 노후를 보장해 주고 있다. 그럼으로써 비리에 연루되거나 불법자금을 유용하는 사례가, 우리나라에 비해 큰 차이로 낮게 나타나고 있다.

 

이제는 세계 경제대국에 진입하여 선진국 대열에 들어간 우리나라도, 국회의원 연금법을 제정하여 운영함으로써, 퇴직한 국회의원들의 노후가 보장되고, 특혜시비에서 벗어나야 할 시기가 왔다고 본다. 국회의원들이 노후를 걱정하지 않고, 국민의 대리인의 역할을 제대로 수행할 수 있는 환경을 만들어 주어야 한다. 그 시기를 놓쳐서는 안 될 것이다. 바로 지금이 적기라는 것이다. 

 

그리고 한 지역에서 국회의원 3선 이상을 금지 하는 법안도 함께 추진하여야 한다. 한 지역에 너무 오랜 정치활동을 하게 되면, 자연스럽게 검은 돈의 유혹에서 자유롭지 못할뿐더러, 특혜 시비에 휘말릴 수가 있다. 그로 인해 국민의 지탄을 받게 되고, 사회 활동이나 경제 활동에 많은 제약을 받을 수가 있기 때문이다.

또한 재선에서 실패하거나 불출마로 국회의원을 마쳤을 때, 새로운 일자리를 찾지 못하는 경우가 많이 있다. 전직 국회의원이라는 공인이라는 명패가 주는 이미지는, 정치를 할 때와 하지 않았을 때의 차이가 엄연히 존재한다는 사실이다. 

 

그런 현실을 감안했을 때, 그 불편함을 해소하기 위한 차원에서라도, 최소한의 안전장치가 필요하다. 그 안전장치가 국회의원 연금제도가 될 수 있다고 생각된다. 

 

따라서 특혜라 보고 있는 국민들의 따가운 시선으로부터 자유롭고, 전직 국회의원들의 안정된 노후생활을 보장해 줄 수 있는, 국회의원 연금법 제정을 최대한 빨리 추진해야 한다. 

 

이는 정치인들이 노후걱정 하지 않고, 국가와 국민을 위한 정치만을 해 주길 바라는, 국민들의 간절함이 될 수가 있기 때문이다. sjj700@hanmail.net
