진선미 "청년·노령층 2금융권 대출 급증..민생대책 수립 필요"

2금융권 신용대출 총액, 2년 새 청년 34%, 고령층 25% 증가 … 전체연령대는 17%↑

더불어민주당 진선미 의원(서울 강동갑・정무위원회)이 금융감독원으로부터 제출받은 ‘업권별 대출액 현황’ 자료에 따르면, 올해 3월 말 신용대출 총액은 423조 2,284억 원으로 지난 12월 말(426조 4,587억 원)에 비해 0.8% 감소했다. 그중 35%인 151조 56억 원은 2금융권에서 대출받은 것으로 드러났다. 

 

지난 3년간 지속적으로 증가하던 신용대출 총액이 올해 들어 감소했지만, 20대와 60세 이상 고령층의 2금융권 신용대출 총액은 각각 0.8%, 0.5% 증가했다. 은행권 대출 규제, 대출금리 상승 등으로 신용대출의 문턱이 높아진 상황에서, 다른 연령대와 비교했을 때 소득과 신용이 낮은 청년층과 고령층이 2금융권 신용대출로 몰린 것이다.

 

올해 3월 말 20대의 2금융권 신용대출 총액은 6조 8,894억 원으로 지난해 12월 말(6조 8,320억 원)에 비해 0.8% 증가했다. 은행권 신용대출은 4.6% 감소(12조 9,931억 원→12조 4,013억 원)해 전체 업권 신용대출 총액은 2.7%(19조 8,252억 원→19조 2,907억 원) 감소했다. 

 

지난 2년간, 20대의 2금융권 신용대출 총액 증가율은 다른 세대에 비해 압도적으로 높았다. 2019년 12월 말 대비 2021년 12월 말 전체 연령대의 2금융권 신용대출 총액이 17.2%(129조 1,347억 원→151조 3,690억 원) 증가할 때, 20대는 33.9%(5조 1,027억 원→6조 8,320억 원) 증가한 것이다.

 

올해 3월 말 60세 이상 고령층의 신용대출 총액은 51조 1,296억 원으로 지난 12월 말(50조 6,075억 원)에 비해 1% 증가했다. 은행권에서 1.6% 증가(22조 3,662억 원→22조 7,352억 원)하고, 2금융권에서 0.5% 증가(28조 2,413억 원→28조 3,945억 원)했다.
