전경련, “尹정부 프랑스 마크롱 대통령 경제개혁 주목해야”

마크롱 첫 임기內 경제성장 및 고용률 역대 최고..경제전망도 유럽 주요 5개국 중 1위

출범 한 달여가 지난 윤석열 정부의 성공적 국정 운영을 위해 지난 5월 재선에 성공한 프랑스 마크롱 대통령의 경제개혁을 주목할 필요가 있다는 주장이 제기됐다.

 

22일 전국경제인연합회에 따르면 마크롱 대통령은 1기 임기(2017년~2022년) 동안 실업률을 30% 이상 낮추고, 최근 52년 만에 최대 경제성장을 이루는 등 경제 개혁에 성공했다는 평가를 받았다.

 

올 2월 OECD 발표를 살펴보면 프랑스의 2021년 경제성장률은 7.0%로 1969년 이후 52년 만에 가장 높은 수준을 기록했다. 코로나 팬데믹으로 인한 기저효과를 고려하더라도 프랑스의 성장률은 유럽 주요 5개국(프랑스, 영국, 독일, 스페인, 이탈리아)에 비해 두드러지며, 회복 속도 역시 가장 빠르다. 

 

향후에도 프랑스는 유럽 주요국 중 가장 양호한 성장률을 보일 전망이다. 프랑스의 실질GDP는 2023년까지 영국, 독일, 스페인, 이탈리아 등 유럽 주요 5개국 중 가장 큰 폭으로 성장할 것으로 예상됐다.

 

프랑스 경제의 성장은 마크롱 정부 1기에서 추진했던 각종 개혁에서 비롯됐다. 마크롱 집권 전 프랑스는 ‘프랑스병’이라 불리는 저성장-고실업 문제에 직면해 있었다. 2015년 프랑스는 1.1%의 낮은 경제성장률과 10.1%의 높은 실업률에 시달리고 있었다. 특히, 25%를 넘는 청년실업률은 프랑스 경제의 고질병으로 지적됐다.

 

2017년 출범한 마크롱 대통령은 실업급여 체계 정비, 해고․감원 요건 완화 등 과감한 노동 개혁을 단행했다. 그 결과, 마크롱 집권 직전인 2016년 4분기 10.7%였던 프랑스 실업률은 마크롱 1기 정부 5년 간 3.2%p 하락해 2021년 4분기 7.5%를 기록했다. 같은 기간 청년고용률 증가폭(5.2%p)이 중장년고용률 증가폭(2.2%p)의 2.3배에 달하는 등 프랑스의 청년실업 문제가 해소되기 시작했다.

 

아울러 마크롱 대통령은 글로벌 기업의 프랑스 투자 유치에 적극적으로 나서며 ‘세일즈맨 대통령’으로 불렸다. 마크롱 대통령은 2018년부터 매년 1월 150여개의 글로벌 기업 최고위급을 대상으로 ‘Choose France’라는 국제콘퍼런스를 개최하면서 프랑스의 투자 매력을 직접 설명해오고 있다.

 

동시에 프랑스를 기업하기 좋은 나라로 만들기 위한 정책도 적극적으로 추진했다. 먼저 5년에 걸친 법 개정을 통해 법인세를 최대 33.3%(2017년 일회성으로 최대 44.4%)에서 25%로 점진적으로 인하해 기업의 세제 부담을 줄였으며, 법인세 구간을 단순화(3개→1개)했다. 이는 같은 기간 출범했던 한국 정부가 법인세를 22%에서 25%로 인상했던 것과 상반된다.

 

2018년 프랑스의 GDP 대비 FDI 비율은 2.8%로 2017년(1.4%) 대비 2배로 성장했으며, 2019년에도 2%대를 유지했다. 이는 한국의 GDP 대비 FDI 비율이 2017년 1.1%에서 2018년 0.7%로 감소한 것과 대조를 이뤘다. 

 

마크롱은 감세를 통한 프랑스 기업의 리쇼어링에도 성공했다. 2021년 한시적으로 경제토지세를 3%에서 1.5%로 인하한 결과, 프랑스 소재 기업의 세부담이 100억 유로 감소했고 리쇼어링에도 실질적인 도움을 줬다. 

 

임시로 단행했던 경제토지세의 영구적인 축소는 마크롱 2기의 공약으로, 이번 재선을 통해 경제토지세의 절반을 차지하는 기업가치부담금(CVAE)은 폐지될 예정이다.

 

프랑스에서 리쇼어링이 진행 중인 대표 산업은 의료ㆍ제약, 자동차, 항공 등으로, 사노피(Sanofi), 르노(Lenault) 등이 리쇼어링을 한 것으로 알려졌다.  

코로나 팬데믹 위기 상황에서 프랑스는 전략적으로 대응했다. 프랑스는 위기 초기부터 무차별적 현금지원 대신 선별지원 방식을 사용해 피해 계층에 대한 맞춤형 지원과 경기회복 이후 나타날 수 있는 경제적·사회적 구조변화 대응을 위한 재정 확보에 주력했다.

 

에너지 위기에도 유연하게 대응했다. 마크롱은 2017년 임기 초 프랑스의 발전량에서 원전이 차지하는 비중을 50%까지 줄이겠다고 공언했다. 2020년에는 원자로 2기의 가동을 멈추며 탈원전에 돌입했다. 

 

그러나 탄소 배출량 감소를 위해서는 원자력이 가장 현실적이라는 프랑스 송전공사(RTE) 등의 연구 결과와 러시아-우크라이나 사태로 에너지 자립의 중요성이 커지자 2022년 2월 ‘원자력 르네상스’를 선언하고, 2050년까지 14기의 원전을 건설하기로 했다. 이는 마크롱 2기 재선 공약에도 반영됐다.

 

전경련 김봉만 국제본부장은 “마크롱 2기 정부와 비슷한 시기에 출범한 한국의 신정부 입장에서 마크롱 대통령의 재선 성공은 시사하는 바가 크다”며 “프랑스는 국내 설득을 통해 노동개혁을 적극 추진하고 감세 등을 통해 기업하기 좋은 환경을 적극 조성하는 등 고질적인 프랑스의 문제해결에 적극 나섰다”라고 전했다.

 

이어 “이후 팬데믹 위기 상황에서 맞춤형 재난지원으로 대응하고, 러시아발 에너지 안보에 원자력 확대 등 능동적인 위기 대응과 순발력 등을 보여줬다”며 “이러한 성과를 바탕으로 재선에 성공한 마크롱의 과감한 리더십과 추진사례 등을 눈여겨봐야 할 것이다”고 덧붙였다.
