윤건영 의원 "선거 홍보물 쓰레기 줄여야" 공직선거법 개정안 발의

매 선거마다 쏟아지는 각종 선거 홍보물은 쓰레기로 버려지며 자원 낭비와 환경오염 문제를 일으킨다. 이런 선거 쓰레기를 줄이기 위해 후보자가 유권자에게 종이 우편물이 아닌 문자메시지로 선거 홍보물을 발송할 수 있도록 하는 공직선거법이 발의됐다.

더불어민주당 윤건영 의원(서울 구로을)은 21일, 예비후보자 또는 후보자가 기존에 유권자의 집으로 우편발송 했던 예비후보자 홍보물이나 선거공보(이하, 선거 홍보물)을 우편이 아닌 문자메시지로 발송할 수 있도록 하고, 길거리에 게시되는 선거벽보 매수는 현행 대비 2분의 1로 줄이는 등 선거운동 과정에서 발생하는 환경오염을 최소화하기 위한‘공직선거법 일부개정법률안’을 대표발의했다.

 

윤건영 의원은 선거철마다 막대한 규모의 선거 홍보물이 제작·배포되어 이로 인한 자원 낭비와 환경오염이 심각한 문제로 대두되고 있다고 지적했다. 중앙선거관리위원회에 따르면 2022년 제8회 지방선거에서 제작된 선거공보는 총 5억 8천만 부로, 여의도 면적의 10배(29㎢)이자 지구를 3바퀴 돌 수 있는 길이(156,460㎞)였다. 같은 해에 치러진 제20대 대통령선거에서 제작된 선거벽보는 118만 부로, 이는 서울월드컵경기장 면적의 11배(58,551㎡)이자 서울에서 부산을 왕복할 수 있는 길이(848㎞)에 달했다. 2020년 제21대 국회의원선거에서 선거공보 및 벽보 제작에 사용된 종이 무게만 13,534톤(t)이었는데 이는 30년된 나무 23만 그루를 베어낸 수준이다. 

 

유권자의 집마다 우편 발송되는 선거 홍보물과 길거리에 게시되는 선거벽보는 결국 쓰레기로 버려지게 되므로 이를 줄이기 위한 대책 마련이 필요한 상황이다. 하지만 현행법에는 선거 홍보물을 우편 발송하는 방법 외에 다른 선택지가 없어 예비후보자 또는 후보자가 친환경 선거를 치르고자 하는 의지가 있어도 이를 실천하기가 어려운 상황이다. 

 

이번 개정안은 예비후보자 또는 후보자가 예비후보자홍보물이나 선거공보를 우편발송 하지 않고자 할 경우, 이를 전자적 형태로 작성해 관할 선거관리위원회에 제출하면 해당 선관위가 유권자에게 문자메시지로 발송하도록 하는 내용을 담았다. 문자메시지 발송을 선택한 예비후보자 또는 후보자는 기존 홍보물 면수보다 최대 2배 많은 면수를 작성할 수 있는 혜택을 받는다(제60조의3 제6항부터 제8항까지 및 제65조의2 신설 등).

 

또한 선거벽보는 인구 대비 첩부 매수 비율을 현행 대비 2배로 조정하여 벽보 매수를 2분의 1로 줄이는 내용을 담았다(제64조 수정, 동洞 500명에 1매 → 1,000명에 1매, 읍邑 250명에 1매 → 500명에 1매, 면面 100명에 1매 → 200명에 1매).
