고학찬 전 ‘예술의 전당’ 사장 “정부가 문화적 자유 풀면 세계 문화강국 발돋움”

[단독 인터뷰] 고학찬(高鶴燦) 전 ‘예술의 전당’ 사장...서울과 지방 간 문화 간극 대폭 좁히는 성과를 내다!

미국의 팝아트 창시자 ‘앤디 워홀’은 “돈을 버는 것도 예술이고 일하는 것도 예술이고 성공적인 사업을 하는 것도 예술이다.”라는 명언을 남겼다. 문화(Culture)는 영어로 ‘밭을 경작하다’의 컬티베이트(Cultivate)에서 나왔다. 갈고 딱는 ‘절차탁마’(切磋琢磨)를 거쳐야 예술이 된다. 

 

대한민국 예술의 ‘메카’는 단연 ‘예술의 전당’이다. 34년 전 88서울올림픽이 열렸던 1988년에 세운 복합아트센터다. ‘문화예술 창달과 문화예술 향유 확대’를 목적으로 건립됐다. 그러나 문화예술 양극화로 오페라 같은 고급문화를 일부 계층만 독점해 관객이 늘지 않는 원인이 됐다. 

 

2013년 3월 예술의 전당 사장에 취임한 고학찬 전 사장은 취임하면서 오페라 영상 사업화를 통해 ‘예술 독점’의 빗장을 극렬한 반대에도 과감하게 열어 서울과 지방 간 문화 간극을 대폭 좁히는 성과를 냈다. 제주 출신인 고 전 사장은 젊은 시절부터 늘 새롭고 창의적인 것을 모색하는 ‘예술장인 기질’(Artisan Spirit)을 타고났다. 그의 그런 ‘끼’는 방송 PD에서 제작자, 작가, 연극 연출가, 예술센터 경영자를 두루 거친 예술계 거목으로 만들었다. 지금은 사단법인 사랑과 평화 총재로서 ‘길거리 음악회’(Street Concert)를 기획해 우크라이나 난민 어린이를 위한 공연을 하고 있는 고학찬 전 예술의 전당 사장을 만나 문화예술의 과거와 현재를 들어 본다. - 문화예술이 꽃피우려면 자유로운 표현이 필수다. 그러나 한국문화는 수십 년 동안 정치적 논리에 따라 자생하지 못했던 문화불모지였다. 우리나라 기득권 세력과 예술과의 함수관계를 예술계 수장으로서 어떻게 평가하나.   

 

내가 볼 때, 한때 제가 문화계에 있었다고 해서 그런 게 아니라, 역대 정부가 문화를 너무 소홀히 대했다. 문화에 대한 비전을 제시하는 지도자가 없다. 아무도 문화 얘기를 안 하지만, 언론까지 얘기를 안 한다. 우리 사회에서 주요 이슈는 정치와 경제, 사회, 문화인데, 언론에서 정치 문제를 가장 많이 다룬다. 다음이 경제와 사회다. 그러나 문화는 무슨 금기사항처럼 ‘노 토킹’(No Talking)이다. 전혀 얘기가 없다. 더 이상한 건 방송과 신문에 종사하는 언론인이 그렇게 많은데도 문화를 외면한다는 점이다. 그 이면에서는 현장에서 고생 고생하면서 힘겨운 무대 막을 여는 사람과 전시장에 그림을 설치하는 사람 등 다양한 종사자가 많지만, 아무도 한국문화를 혁신적으로 이렇게 바꿔 봤으면 좋겠다는 사람이 없다. 지도자들의 문화에 대한 인식이 매우 빈약한 게 현실이다.  

 

- 문화를 간단히 정의한다면.       

                   

경제는 먹을거리를 공급하고 육체를 보살피는데 가장 필요한 부분이지만, 문화는 우리들의 마음도 책임진다. 맛있는 음식도 먹지만 음악도 듣고 그림도 그리고 영화도 감상하고 이렇게 몸과 마음이 같이 가야 한다. 밥만 먹으면 병든다. 다양한 반찬을 먹어야 건강해지듯 마음의 풍요를 키워야 한다. 너무 먹고 사는 일, 경제에만 몰두하면 나라의 품격이 떨어질뿐더러 국민 정서도 황폐해진다. 지금 21세기 세계는 문화의 시대다. 문화가 지금 전 세계를 지배하고 있다. 특히 미국의 문화가 전 세계를 장악했다. 외교나 경제 등도 문화가 바탕이 될 때, 힘이 생긴다. 우리도 이제 문화강국으로 발돋움할 수 있는 시기가 도래했다. 정치가 조금만 더 문화적 뒷받침을 해준다면 가능하다. 남북한 교류의 시작도 문화로 시작해 서로의 마음을 열어가는 게 중요하다. 지금 북한 평양의 MZ 세대와 일반인들도 남한의 드라마를 안 보는 사람이 없을 정도다. 뒤처지면 촌놈 소리 듣는다. 평양의 남한 문화 파급은 이제 막을 수 없는 대세다. 북한 당국이 평양 내 와이파이를 차단한다지만, ‘일론 머스크’가 스타링크 인공위성을 통해 평양지역에 무료 와이파이를 쏜다면, 남한 문화를 막기 어렵다. 이건 총칼로도 막지 못한다. 

 

- 예술계에 남다른 변화와 변혁을 이끌었다. 그런 힘은 어디서 나오는가.

 

저는 항상 끊임없이 새로운 길을 걸었다. 문화계에 새로운 바람을 일으키려고 노력해왔다. 물론 하다 보면 실패도 한다. 그렇다고 실패가 두려워 아무 일도 안 한다면 10년 전의 예술의 전당이 20년 후에도 달라질 게 무엇이 있겠나. 그렇듯 뭔가 새로운 길을 모색해왔다. 사람들은 습관처럼 매일 가던 길로만 간다. ‘꼭 이 길만 있느냐, 다른 길로 가보자’, 생각했고 그게 가끔은 실패할 수 있지만, 누군가는 그 일을 위해서 해야 했고 나는 기꺼이 그 길을 갔을 뿐이다.

 

- 한류 붐에 대한 평가를 말한다면.

 

지금 한류니 K-POP이니 해서 한류 문화가 세계적으로 뜨고 있다. 사실 대한민국이 세계에서 가장 잘하는 분야를 꼽으라면 문화다. K-POP처럼 대한민국 문화가 전 세계에 이렇게 퍼진 적은 역사상 한 번도 없었다. 전 세계 젊은이의 K-POP 열광은 대단한 것이다. 그런데도 위정자들은 그저 한때 현상으로 지나가겠지 하는 느낌이다. 옛날에 우리나라 영화가 얼마나 어렵게 시작했나요. 지금 대한민국 영화가 미국 할리우드와 세계 영화제에서 상을 휩쓸고 있다. 넷플릭스를 통한 대한민국 드라마도 열기도 뜨겁다. 스포츠만 해도 여자 골프가 세계 랭킹 1~10위까지 5명이나 들어갈 만큼 천부적으로 문화적 재능을 타고난 민족이다. 그동안 정부가 문화를 홀대해 왔지만, 문화예술 체육인들은 정말 온 세계를 흔들었다. 정치인들은 문화에 대해 여전히 아무런 말이 없다. 이때쯤 그들이 문화의식을 갖고 움직이면 대한민국은 문화 르네상스를 이룩할 절호의 기회인데 묵묵부답이라는 사실이 너무도 안타깝다.

 

- ‘브레이크 댄스’가 올림픽 정식 종목으로 채택됐는데.  

 

오는 2024년 프랑스 파리 올림픽에서 브레이크 댄스가 정식 종목으로 채택됐다. 브레이크 댄스는 일종의 스트리트 댄싱으로 힙합(Hip Hop) 문화다. 힙합은 미국 뉴욕시(NYC) 맨해튼(Manhattan)과 브롱크스(Bronx), 브루클린(Brooklyn), 퀸즈(Queens), 스태튼 아일랜드(Staten Island) 5개 지역구가 있는데, 이 중에 브루클린과 브롱크스, 퀸즈, 스태튼 아일랜드는 다 민족으로 구성돼 다양한 민족 문화가 녹아 있다. 특히 브롱스(미국인은 브롱크스를 브롱스라 부름)는 야외 길거리에서 추는 힙합으로 유명하다. 근데 그게 대한민국에 건너와 우리 젊은이들이 세계에서 제일 잘 춘다. 세계 스트리트 댄싱 대회에 나가면 우리가 1등이다. 본래 우리 민족은 춤추고 노래하고 굉장히 예술적인 기질이 강하다. 저는 이런 기질을 잘 살리면 대한민국이 세계적인 문화국가가 될 수 있다고 생각한다. 한국인의 문화적 유전자는 아마 전 세계 최고다.

- 한국인의 저력이 놀랍다.

 

그런 점에서 나는 백범 김구 선생을 가장 존경한다. 해방 이후 고국에 돌아와서 하신 말씀이 ‘대한민국이 그저 잘 먹고 잘사는 나라가 되기보다는 문화가 꽃피는 나라가 되기를 원한다’는 말을 남겼다. 당시만 해도 대한민국은 경제적으로 세계에서 가장 가난한 나라 중 하나였고, 1950년 6.25 한국전쟁이 일어나자 자유 세계 16개국이 참전해 우리를 도와주었다. 우리는 그런 나라였다. 지금은 세계 10위 권의 경제 대국이 됐다. 물론 우리가 열심히 하기도 했지만, 미국 등 외국의 나라들이 한국을 도와주었기 때문에 이만큼 번영할 수 있었다.

 

- 현재 세계는 미국 문화가 지배하고 있다. 미국이 세계의 문화를 장악한 원인이 무엇이고 문화정책에서 다른 점이 있는지. 

 

저는 한때 미국에서 15년을 살았다. 미국이 부러운 것도 있고, 부럽지 않은 것도 있다. 부러운 것 하나는 미국은 문화부가 따로 없다는 거다. 미국은 다른 것은 몰라도 문화만은 정부가 간섭하지 않고 민간에게 맡긴다. 공연장을 누가 짓는다면 미국 정부는 대신 과감하게 세제 혜택을 준다. 민간 예술인이나 단체들이 극장을 세우거나 연구를 할 때, 정부는 예산 대신 세금혜택으로 간접지원을 한다. 예술인들은 정부의 눈치를 볼 필요가 없다. 자유롭게 표현하고 싶은 것 다 표현하고 하고 싶은 말 있으면 눈치 보지 말고 다 하라는 거다. 

 

- 민간주도의 자유로운 활동을 보장한다는 말인데.

 

미국에 가면 모든 극장 이름이 전부 사람 이름이다. 우리나라처럼 지방의 의정부 예술의 전당이나 천안 예술의 전당 같은 이름을 쓰지 않는다. 또 정부나 지자체의 예산으로 문화를 끌고 가는 그런 제도도 없다. 재력 있는 민간인들이 문화에 돈을 쓰게 만들고 문화를 민간인들끼리 자연스럽게 서로 발전시켜가는 식이다. 그러니까 저는 앞으로 우리도 한꺼번에 그렇게 할 수는 없겠지만, 정부가 이제 책임져야 할 부분이 이제 문화교육문제다. 특히 문화예술에 대한 문제와 전통 예술 부분에 예산을 적정하게 지원하고 지속해서 키우며 보존해야 한다. 하지만 문화산업 부문에서 우리는 아직도 문화와 산업을 구분하지 못하고 있다. 산업은 일종의 경제다. 과거에는 ‘매니지먼트’라는 것이 없었다. 미술계를 봐도 옛날부터 그림 그리는 사람이 평생 그림 1~2장도 못 팔고 죽은 사람이 많다. 

 

- 다양성 있는 문화의 산업화가 중요하다.

 

옛날에는 다방에 가서 차 한잔 마시고 찻값 낼 돈이 없어서 담배 종이 뒷면에 그림을 그려서 마담한테 ‘미안합니다. 돈이 없어서 이 그림으로 대신 드릴께요’ 했던 이중섭의 그림이 지금은 몇십억 가지 않는가. 당시의 문화예술은 매니지먼트 개념이 없었고, 비즈니스 사업으로 진화하지 못했다. 지금은 모든 게 경영 체계로 들어가 있다. 문화산업의 비즈니스 전성시대가 됐다. 무엇보다 전통문화나 문화교육 같은 건 정부가 강력하게 추진하되, 문화의 산업화 부분은 정부가 되도록 간섭하지 말고 자유롭게 풀어 놓아야 한다. 그런 면에서 미국의 문화정책을 벤치마킹할 필요가 있다. 물론 미국의 정책을 다 가져올 필요는 없지만, 점진적으로 도입해서 문화만큼은 정부 주도보다 민간 주도로 가는 게 맞다. 그래야 자연스럽게 문화예술인들이 일하고 작업할 때 문화가 융성해진다. 간섭하지 않으면 자생적으로 풍성해지는 거다. 자유롭게 그대로 풀어 놓아야 한다.  

 

- ‘예술의 전당’ 사장을 두 번 연임한 초유의 기록을 세웠다. 연임이 쉬운 상황은 아니었을 텐데 당시를 회억한다면.

 

자랑 같지만 제가 임기 3년인 예술의 전당 사장을 두 번 연임했는데, 대한민국 역사상 최장수 한 사람은 저밖에 없다. 2016년 3월 15일, 박근혜 정부 문화체육관광부가 예술의 전당 사장으로 나를 선임했다. 그 사이에 정권이 바뀌었지만, 잘리지 않고 연임해 6년 동안 임기를 끝까지 마쳤다. 어떻게 보면 정권의 눈치를 보지 않았는지도 모른다. 그래도 정치권이 나의 문화적 역량을 인정했다고 보지만, 이 말은 곧 비리가 없었다는 뜻이기도 하다. 정권이 바뀌면 대부분 장관이나 중소기업청, 공기업 사장들이 바뀌는데 바뀌는 이유가 인사 비리나 금품 관련 비리가 터지는데 저는 그런 일이 없었다. 유라시아 속담에 ‘걸리기 전까지는 도둑놈이 아니다’라는 말이 있다. 물론 웃자는 뜻이지만, 나는 해야 할 일만큼은 열심히 했다. 사장직을 2019년 퇴임해 3년이 지났지만, 지금도 남들이 안 하는 ‘스트리트 콘서트’(Street Concert) 즉 ‘거리 음악회’라든지 나름대로 유럽의 음유시인처럼 거리에 나가서 하는 등 자유스러운 인생을 살고 있다. 

 

- 혁신적 운영으로 남다른 성과를 이뤘다는 평가다.

 

어릴 때부터 나는 뭔가에 대한 호기심이 강했다. 그런 기질 때문인지 제가 예술의 전당 사장이 됐을 때도 전임 사장이 했던 대로 운영하면 될 수 있지만, 나는 그렇게 하지 않았다. 항상 새로운 걸 찾아 새로운 길을 추구했다. 예를 들어 국립오페라단이 오페라 공연을 한번 하려면, 보통 정부 예산 10억 원이 든다. 오페라 공연은 딱 3일만 한다. 왜냐면 예술의 전당 오페라하우스에서 3일간 공연하는데, 마이크를 전혀 쓰지 않는다. 오케스트라 반주를 뚫고 목소리만으로 발성을 내는데 3층 천장 끝까지 소리가 전달돼야 한다. 이게 굉장히 힘이 들고 목도 쉰다. 3일 동안 하면 목소리가 안 나와 더는 할 수가 없다. 그래서 3일만 한다. 예술의 전당 오페라 고정관객은 5천 명 정도다. 5천 명을 위해 10억을 쓰는데, 저는 1억을 들여서 고화질-고음질로 녹화해서 지방에 있는 문예회관에 무료로 보내기도 했다.

- 대한민국 최초로 ‘싹 온 스크린’(Sac On Screen) 오페라 영상화 사업을 단행했는데.

 

물론 예술의 전당 오페라하우스에서 관람하는 게 제일 좋겠지만, 관람료가 10만 원에서 40만 원을 넘는다. 일반인은 부담이 되는 가격이다. 일부러 지방에서 서울까지 오려면 거리도 멀고 하루 자고 가야 한다. 여러 면에서 불편하다. 그래서 생각한 것이 오페라 영상화 사업을 대한민국 최초로 시작했다. 오페라 영상을 지방에 무료로 보급해 오페라 저변확대를 위한 전략이었다. 처음에는 반대가 많았다. 비싼 오페라 관람비를 무료로 해주면 오페라가 싸구려가 된다는 이유 때문이다. 나는 그래도 한번 투자해 볼 테니 두고 보라. 만약 오페라가 싸구려로 전락한다면 ‘내가 책임지고 물러나겠다.’고 선언했다. 해보니까 의외로 반향이 컸다. 

 

- 도⋅농 간 문화 격차도 낮췄다.

 

어느 지방의 시골에 사는 농부가 영상으로 제작한 오페라를 봤는데, 화면으로 본 농부는 ‘이런 게 오페라구나!’하고 깊은 감동을 받았다. 그분은 자신의 딸 결혼식에 맞춰 서울로 가서 오페라 노래를 듣게 해주겠다는 결심을 하게 됐다. 무슨 얘기냐면 영상화 사업인 ‘싹 온 스크린’ 영상 오페라가 오페라 인구를 급속히 늘리는 역할을 했다는 뜻이다. 이것을 처음 시도해 성공시켰다. 그대로 두면 서울과 지방 간 문화 양극화만 가중될 수 있다. 늘 보던 사람들만 보게 된다. 그러니까 오페라 공연을 영상화해서 남들이 하지 않던 걸 하니까 처음에는 반대도 심했다. 예술의전당 공연을 영상으로 본다면 비싼 돈 주고 오페라하우스에 오지 않을 것이고, 방송국 PD 출신이라 영상화 사업을 추진한다는 등 비난도 많았다. 그런데 콘텐츠 영상화가 오페라 티켓 판매를 오히려 더 많이 판매하는 결과를 나타냈다.

 

- 21세기는 문화의 시대다. 선진국을 구분하는 핵심이 문화다. 세계 10위권 경제 강국 대한민

국이 진정한 선진국으로 가는 데는 문화부 역할이 중요한 시점이다. 어떻게 보는지.

 

정부에서 중요한 기관이 많지만, 역설적으로 보면 문화부가 제일 중요하다고 본다. 아직 청문회에서 통과되지 않아서 모르지만, 특히 문화 부문은 새로운 길을 모색할 수 있는 사람이 내정되어야 한다. 어떤 인물이 될지는 제시할 수 없지만, 그래도 뭔가 새로워지는 대한민국을 만들었으면 한다. 한 나라의 국격은 문화를 통해 이뤄진다. 옛날 강남이 한창 개발될 때, 갑자기 땅 부자들이 많았다. 졸부가 된 사람들이 집을 크게 짓고 서재도 만들고 그 안에 값비싼 외국의 백과사전을 진열한다. 서재에 어떤 책이 비치돼 있는가에 따라 그 집의 ‘격’이 달라진다. 그런데 경제적으로 잘살게 됐다고 해서 단순히 격이 높아지는 건 아니다. 문화 수준이 어느 정도냐에 따라 선진국을 구분한다. 

 

- 어떤 인물이 문화부 수장이 되어야 하나. 

 

문화부 장관만큼은 기성 정치인이 아니라, 문화를 잘 아는 인물이 되어야 한다. 문화 행정 관료들이 나 같은 사람의 말을 싫어할지 모르겠지만, 인물론을 말한다면 미래의 문화 흐름을 내다볼 줄 아는 사람이 돼서 전체적인 맥을 잡아줘야 한다. 기존 정치인이 앉게 되면 아무래도 정권에 휘둘리게 되고 예산도 좌지우지하게 된다. 옛날 문화부 국장들을 보면 대부분 다 정치권에 기웃기웃하고 따라다닌다. 과거에 예술의 전당 사장이 돼서 보니까, 그런 사람들이 와서는 이것저것 간섭하는 것을 보았다. 그래서 이건 이렇게 하면 안 된다고 얘기하고, 내가 잘못한 게 있으면 와서 얘기를 해달라 했다. 처음부터 잘할지 못 할지도 모르는데 한번 맡겨 봐야 하지 않느냐고. 우리나라 공무원 중에는 문화예술인에 조차 자유를 줄 줄 모르는 경우가 있다. 

 

- ‘우크라이나 난민 어린이 돕기’ 거리 음악회는 어떤 이벤트인가.

 

얼마 전에 제가 인사동 길거리에서 우크라이나 전쟁 난민 어린이를 위한 거리 음악회를 조촐하게 시작했다. 앞서 잠깐 말했듯이 우리 대한민국도 불과 몇십 년 전만 해도 우크라이나 난민 어린이처럼 전쟁으로 부모를 잃은 아이들이 길거리에서 울며 돌아다녔다. 1947년생인 나 같은 세대가 바로 그렇다. 이럴 때 우리 같은 사람들이 극장이나 공연장에서 음악회를 여는 것보다 길거리에서 노래하는 거다. 그것도 그냥 보통사람들이 하는 것이 아니라, 대한민국 최고의 음악인들이 거리에서 음악회를 연다. 비록 초라해 보여도 오프라인 현장에서 난민 어린이들을 도와야 할 때라 본다.

 

- 민간이 나서서 하는 현실이 안타깝다.

 

여러 가지 이유로 정부가 나서지 못한다면 이런 행사를 보통 일반인이 나서서 도와야 한다고 본다. 음악회를 열면 지나가던 어린이들이 천원, 이천 원 놓고 가면 그게 쌓여 하루에 100만 원 정도 걷히고 있다. 저도 길거리 음악회에서 노래를 부른다. 제가 하는 유튜브 ‘비긴 어게인’(Begin Again)에도 노래 127곡을 올렸는데 지금 무명의 유튜브 가수가 됐다. 조회 수도 몇십만 돼요. 구독자가 2,300명으로 광고도 많이 붙었다. 큰돈은 아니지만, 광고 수익 전액을 모아 보태려 한다. 오는 5월 9일 새 정부가 출범하는데, 저는 이걸 제안하고 싶다. 우리나라는 그동안 너무 문화정책이 정부 위주로 움직여 왔다. 정권이 바뀔 때마다 문화계 인사들이 전 정권에서 돈 많이 번 사람들이 또 몰려드는 일들이 반복됐다. 왜냐면 문화 예산을 정부가 전부 쥐고 나눠주다 보니 문화예술인들이 자연히 줄을 설 수밖에 없다.

 

- 새 정부에 문화예술을 위한 고언이 있다면.

 

이제 곧 새 정부가 들어서는 단계에 있고, 문화정책도 새로운 비전을 제시해서 문화가 더 발전할 수 있도록 했으면 하는 바람이다. 지금 문화예술인들이 어려운 여건 속에서도 잘하고 있지만, 정부가 조금만 더 자연스럽고 더 자유롭게 놓아준다면 우리나라는 조만간 세계 최고의 문화예술 강국이 될 수 있다고 본다.

 

- 마지막으로 남길 메시지를 전해 달라.
