1월17일 오후, '이명박 리포트'의 저자인 김유찬 한국국민당 대통령 후보가 본지 단독 인터뷰에 응했다. 인터뷰는 서울 종로구에 있는 대통령 선거사무실에서 이뤄졌다.

 

김유찬 한국국민당 대통령 후보는 이날 인터뷰를 통해 지난 2007년, 이명박 전 대통령 관련 폭로사건과 관련 “저는 당시 구두(口頭)를 통해서, 또는 ‘이명박 리포트’라는 책을 통해서 ”'주식회사 다스(DAS Corporation)'는 이명박 소유“라고 밝혔다. 그런데 이 책의 내용이 거짓말이라고 기소가 돼서 그 이후 444일 동안 영어의 몸이 됐고, 사형수들과 같은 방에서 지냈다. 이번 대선을 통해 저의 주홍글씨가 없어지길 원한다. 저는 거짓말을 한 적이 없다”고 회고했다.

 

또한 인터뷰를 통해 “우리나라의 정치역학상 무소속 후보가 갖는 한계는 너무나 뚜렷하다. 저는 대선이 임박한 상황에 출마를 선언했기 때문에 제가 펼치고자 하는 것과 유사한 이념과 정신을 갖고 있는 정당 몇 개에 대해 제 의견을 타진해보고 그중에서 가장 먼저 뜻을 같이 한 한국국민당과 합의서를 지난 1월 15일에 작성했다. 국내에 많은 정당들이 있지만 불임정당이 대부분이다. 정당은 선거를 위해서 존재하고 선거 때 후보를 낼 수 있어야 되는데, 다양한 이유로 후보도 내지 못하는 정당들이 많이 있다. 그래서 저는 이번 기회에 좌우 스펙트럼을 넘어서 많은 정당들의 대표와 많은 당원들과 합의를 통해서 대한민국 역사에서 최초로 군소 정당들을 통폐합을 하거나 또는 군소 정당대회 공동추대를 받는 대선후보를 한번 만들어보자는 취지 하에 많은 군소정당 대표들과 접촉을 했다"고 설명하면서 ”제일 먼저 한국국민당에서 긍정적인 시그널이 있었다. 그런데 이번에 어쨌든 합의까지 이루게 돼서 공동 대표이자 대통령 후보로서 추대됐다”고 밝혔다.

-지난 14년간의 이야기를 먼저 해야 할 것 같다. 이명박 당시 대선후보의 ‘다스 소유주’에 대한 논쟁이 붙었을 때, “다스(주식회사 다스=DAS Corporation) 주인은 이명박”이라고 말하고 감옥에 갔었다. 그간 어떻게 지내다가 대선 후보 출마했는지 듣고 싶다.

 

▲파란의 세월, 고난의 시간을 보냈다. 참 감회가 새롭다. 2007년 당시 저는 사업을 하던 입장이었고, 이명박 서울시장 시절 저는 시로부터 부당한 행정 간섭이 받게 되면서 사업이 미궁을 헤매게 되는 상황이었다. 그러던 중 갑자기 이명박 대선 후보의 검증 공방의 폭풍 속으로 휘말리게 됐다. 발단은 명함 한 장이었다. 당시 박근혜 후보의 특보를 맡고 있던 정인봉 변호사에게 건넨 명함 한 장이 제 인생을 바꿔버린 계기가 됐다. 당시 정권교체 분위기가 강했고, 이명박-박근혜 후보 아무나 나와도 당선되는 분위기였다. 그때 제가 다스(주식회사 다스=DAS Corporation) 소유주에 대해 양심선언을 하자, 친(親) 이명박계가 장악한 한나라당 내에서 완전히 배신자로 매도됐다. 결국은 이명박 대통령 집권 이후 감옥에 가게 됐다.

 

-결국 진실이 이겼다. 다스(주식회사 다스=DAS Corporation) 주인이 이명박 전 대통령인 것으로 밝혀졌다. 박근혜 전 대통령은 사면복권 됐지만 이명박 전 대통령은 아직도 영어의 몸이다.

 

▲죄를 지으면 벌을 받는 것은 대한민국에서 지극히 당연한 일이다. 이명박 전 대통령은 실정법 위반으로 감옥에 갔다. 전직 대통령의 수감은 부끄럽고 나라 전체의 수치라 생각한다. 다스 소유주가 이명박 전 대통령이라는 것은 당시엔 공공연한 비밀이었다. 저는 당시 구두를 통해서, ‘이명박 리포트’라는 책을 통해서도 다스(주식회사 다스=DAS Corporation)는 이명박 전 대통령 것이라고 밝혔다. 그런데 이 책의 내용이 거짓말이라고 기소가 돼서 그 이후 444일 동안 영어의 몸이 됐다. 사형수들과 같은 방에서 지냈다. 이번 대선을 통해 저의 주홍글씨가 없어지길 원한다. 저는 거짓말을 한 적이 없다. 

 

이후에는 전 세계 30여개 국을 순회하면서 지냈다. 대선 출마를 위해 귀국하기 전, 작년 말 정도에 우연찮게 시드니에서 넷 플릭스 간부들과 만나게 됐다. 그들은 제 지나간 이야기를 듣더니 당신 얘기는 정말 드라마틱하다, 당신은 마치 한국의 넬슨만델라 같은 분이다, 당신의 일대기를 영화화-다큐 멘터리화 하고 싶다고 했다. 그래서 조만간에 제 얘기가 넷 플릭스에서 정식으로 다큐멘터리로 나올 것으로 안다.

 

-최근 한국국민당과의 합의를 통해서 “대통령 후보로 추대됐다”고 전해 들었는데?

 

▲우리나라의 정치역학상 무소속 후보가 갖는 한계는 너무나 뚜렷하다. 저는 대선이 임박한 상황에 출마를 선언했기 때문에 제가 펼치고자 하는 것과 유사한 이념과 정신을 갖고 있는 정당 몇 개와 제 의견을 타진해보았다. 그중에서 가장 먼저 뜻을 같이 한 한국국민당과 합의서를 지난 1월 15일에 작성했다. 국내에 많은 정당들이 있지만 불임정당이 대부분이다. 정당은 선거를 위해서 존재하고 선거 때 후보를 낼 수 있어야 한다. 다양한 이유로 후보도 내지 못하는 정당들이 많이 있다. 그래서 저는 이번 기회에 좌우 스펙트럼을 넘어서 많은 정당들의 대표와 많은 당원들과 합의를 통해서 대한민국 역사에서 최초로 군소 정당들을 통폐합을 하거나 또는 군소 정당대회 공동추대를 받는 대선후보를 한번 만들어보자는 취지 하에 많은 군소정당 대표들과 접촉을 했다. 제일 먼저 한국국민당에서 긍정적인 시그널이 있었다. 그런데 이번에 어쨌든 합의까지 이루게 돼서 공동 대표이자 대통령 후보로 추대됐다.

 

-오랜 외국 생활을 하면서 해외에서 바라보는 한국은 어떠한가?

 

▲저는 해외에서 주로 외자유치 활동을 했다. 해외에서 한국을 보면, 보다 객관적으로 보게 된다. 좁은 국토, 밀집한 인구, 인적자원 밖에 없는 나라가 불과 70년 만에 세계 경제 대국으로 성장하게 된 것은 누가 뭐라 해도 자랑스럽고 자부심이 생기는 일이다. 스스로 한국인이라는데 대한 자긍심을 갖게 된다. 하지만 해외에 전해지는 한국의 모습은 주로 우울한 내용이다. 주로 정치 관련인데, 전직 대통령이 자살하거나 구속되거나, 정치인들이 부패 사슬에 얽혀져 감옥 갔다거나 하는 내용이 주를 이룬다. 이 같은 국제사 회에서 지탄받을 만한 내용들이 반복적으로 들려와 부끄러움을 느낀다.

 

반면 한국 기업이 만든 제품들, 현대차나 삼성의 갤럭시 스마트폰, LG의 고화질 티비 등은 자랑스럽게도 세계인들로부터 많은 선택을 받고 있다. 이러한 점은 오롯이 국민들의 노력의 산물이라고 생각한다.

-대선 후보를 꿈꾸게 된 이유는 무엇인가?

 

▲해외에서 오랜 기간 외자유치 활동을 하면서 한국을 들여다보면 아직도 GDP 3만 달러 대를 벗어나고 못하고 있는 것은 정치가 경제의 발목 잡고 있기 때문이라는 확신이 들었다. 좁은 국토에서 전라도와 경상도로 지역을 나누고, 세대를 나누고, 젠더를 나누는 일을 정치가 하는 것을 보았다. 통합의 역사를 만들어야겠다고 생각했다. 현재의 정치권은 이런 사태의 심각성 깨닫지 못하고 있는걸 보고선 “이건 아니다”라고 생각했다. 국민 위에 군림하는 한국 정치판에는 새로운 리더십이 필요하다. 이런 생각에서 새로운 길을 걸어야겠다고 결심하게 됐다.

 

-좌우, 중도, 중 본인의 정치적 노선은 어디쯤이라고 생각하나?

 

▲질문 자체에 이의를 제기한다. 저는 좌파도 아니고, 우파도 아니다. 대한민국파다. 좌-우의 이야기가 아니라 좌우를 통합하는 정치, 이념 스펙트럼 따지는 것이 제가 극복해야할 숙제로 본다. 이분법으로는 미래가 없다. 대선 후보로서 지친 국민을 이해하고 현재의 좌우 대립, 진영의 논리에 갇혀있는 정치권을 타파하기 위해 정치에 뛰어들었다.

 

-외자유치 활동 규모는 어느 정도인가?

 

▲저는 18년 동안 아무도 이루지 못한, 가지 않을 길을 선택했다. 글로벌 투자기업인 SIBC를 운영했다. 홍콩, 두바이, 시드니에서 주로 활동했다. 세상엔 돈이 많다. 투자를 기다리고 있는 돈들과 수면에 드러나지 수많은 돈을 포함해 2021년 말 기준, 위탁 운영 중인 외자 규모가 약 70 trillion 유로에 달한다. 제 개인이 대한민국 정부 예산의 130배 규모를 운용했다. 현재도 다수의 국제 자금주로부터 위탁받아 운영하고 있다. 수많은 자금주들을 만나 천 번 이상의 사업 브리핑을 하는 등 이들과 유대감, 연대감, 신뢰감을 쌓으며 다양한 국적의 외자를 다뤘다.

 

현재 정부가 자영업자, 소상공인 등 경제적 약자에게 코로나19 피해 위로금으로 25만원, 100만원 용돈 주듯이 지원하는 것으로는 개선되지 않는다. 이걸 극복하려면 외부 수혈이 절대적으로 필요하다. 그래서 저는 정부 1년 예산의 2배에 달하는 1,200조원 상당의 외자를 가져오는 걸 계획하고 추진 중이다.

 

하나의 사례로 싱가포르에서 이어 베트남에서 미국-북한 정상회담이 열린 것을 다들 기억하실 것이다. 트럼프 전 미국 대통령과 김정은 북한 국무위원장이 베트남에서 정상회담을 가지고 있던 거의 동시간 대에 저는 중국 심천에서 한 인사를 만나고 있었다. 만난 인사의 이름은 양빈이다. 북한의 김정일 국방위원장 시절, 김정일 위원장은 상해를 방문하고선 깜짝 놀랐다고 한다. 중국의 상해 푸동 지구가 천지개벽을 한 것을 보고 사회주의 국가에서도 이렇게 번영할 수 있구나 생각하며 중국 노선을 따라야 겠다 해서 임명한 사람이 바로 양빈 신의주 경제특구청장이다. 양빈 장관은 유일하게 김정은 위원장에게 24시간 전화할 수 있는 특권이 있는 사람으로 알려져 있다. 김정은 국방위원장도 양빈 장관에게 아주 깍듯하다는 얘기를 듣고 당시 중국 전력의 리광제 총재를 통해서 양빈 장관과 비밀회동을 갖고 있었다.

 

이 자리에서 제가 양빈 장관에게 봉투를 하나를 내밀었다. 그 봉투 안에는 한화로 72조원짜리 자금 증명표 50매가 들어있었다. 저는 이걸 건네며 양빈 장관에게 이렇게 얘기했다. 지금 하노이에서 한반도의 운명을 결정하는 미국-북한의 2차 정상회담이 진행되고 있다. 그 정상회담의 결과에 따라서 한반도의 운명이 좌우될 수 있다. 향후 한국을 이끌어 나가는 미래의  정치지도자 중 한 사람으로서 저는 이 한반도의 운명이 미국에 의해서 결정되는, 이 중차대한 상황을 그냥 지켜만 볼 수 없어 양 장관님을 찾게 됐다. 이 봉투 안에 있는 자금, 약 3,600조원은 바로 한반도를 전혀 다른 형태의 땅으로 만들 수 있는, 이른바 한반도 마샬 플랜 기금이다. 이 돈이 현재 제 손에 있다. 지금 이 증명표를 김정은 위원장에게 전달해 달라, 미국의 트럼프 대통령은 아마도 당시 미국의 복잡한 국내 상황 때문에 북핵 합의를 성실하게 종결짓지 못하고 자리를 뜨게 될 가능성이 많다. 북한은 미국에게 물질적인 보상을 요구하고 있으나, 그 보상이 받아들여지지 않을 가능성이 크다. 그렇다고 해서 북핵 문제로 인해서 주변 정세가 불안해지고 또 그로 인해서 한국인들이 극도로 불안해지게 되는 이런 비극적 상황이 초래해서는 안 된다. 당신들이 원하는 것이 물질적 보상이라면 트럼프의 손을 거치지 않더라도 여기에 이미 한반도 평화를 위한 마샬 플랜 기금이, 나에 의해서 3,600조원이 조성돼 있으니 북핵을 내려놓아 달라, 우리 한민족 모두가 번영할 수 있는 물질적 토대가 이미 준비돼 있다는 이 메시지를 전달해달라, 이 이야기는 제가 18년 간에 매일 일기형식으로 기록한 내용을 담은 ‘제로투 히어로즈’라는 책에 적어 놓았다. 이달 말이나 되면 서점에 볼 수 있을 것이다. 온갖 고난을 겪은 제가 대선 후보로 출마하는 등 국내에 화려하게 금의환향(錦衣還鄕)했지만, 제 개인의 노력보다는 저를 지지해준 사람들과 함께 이룬 쾌거라 해서 책 제목을 ‘제로투 히어로즈’라고 달았다.

-강조하고 싶은 선거 공약이 있다면 설명해 달라.

 

▲저는 지난 2021년 9월 17일 시드니에서 대통령 후보에 도전하겠다고 선언했다. 41쪽에 달하는 출마 선언문을 발표했다. 양당 정치 구도의 폐해로 인해서 좋은 정책을 발표했음에도 불구하고 국내 언론에서는 단 한 줄도 보도가 되지 않았다. 출마 선언문에는 국방, 외교, 경제, 교육 예술 등 다양한 22개 분야에 걸쳐서 현실적인 대안을 제시하고 있다.

 

예를 들어서 남북관계의 문제에 있어서 저는 접근법이 다르다. 다른 후보들과 같이 국내에서 그냥 도토리 키재기로 보는 시각이 아니라 글로벌 시각을 갖고 있는 제 입장에선, 남북 관계를 풀어낼 확실하고 탁월한 솔루션이 있다. 한국사회 속 모순은 지난 70년 간 남북 분단에서 오는 문제이다. 좌우 진영 논리와 정권교체라는 미명하에 정치가 진행돼 왔지만 북한과의 관계에 있어서는 아무 것도 변한 게 없다. 왜냐하면 분단 프레임 내에 갇혀서 주변을 보지 못하기 때문이다. 저의  대표적 대북공약 중 하나가 바로 ‘북한의 퇴로를 열어줘라’이다. 고구려의 후손들인 북한은 강한 전투력을 갖고 있는, 강인한 지역성을 갖고 있는 곳이다. 거기에 이데올로기라는 허구가 가미되며 더욱 전투적으로 변해왔다. 세계 넘버 원이라는 미국에게 조차도 분명하게 호전성을 드러내는 집단 아닌가, 또한 좌파 지도자들은 북한을 다루는데 대단히 소극적이고 감상적인 접근만을 해왔다. 햇볕정책이니 달빛정책이니 하는 정책으론 북한을 바꿀 수 없다. 북한을 다루는데 있어선 전혀 다른 접근법이 필요하다. 다른 야당 후보가 위험천만한 킬 체인 선제 타격론이 얘기했지만, 군대를 가 보지도 않은 사람들이 제시하는 아주 서투른 대안이다. 한반도는 이미 군사무기가 밀집된 지역이다. 서투른 액션이 전면전으로 번질 수 있는, 아주 위험한 상황이다. 저는 손자병법에 나오듯이 가장 상수의 전략은 싸우지 않고 이기는 전략이라 생각한다. 지금 양 진영에서 제시하는 대북 전략은 아주 하수의 전략이다. 한쪽은 북한에 굉장히 비굴하고 저자세이며 국민의 자존심을 깎아내리는 전략을 쓰고 있다. 또 한쪽은 맞대응해서 전면전까지 치닫는 아주 위험천만한 대북 정책을 제시하고 있다. 반면에 저는 이른바 싸우지 않고 이기는 전략, 북한에 퇴로를 열어주는 전략을 주장한다. 북한 정규군 중에 5천에서 1만명 정도를 세계평화유지군으로 투입하라는 것이다. 산악전에 능통한  북한군을 만약 아프가니스탄에 평화유지군으로 투입했다면 아마도 2개월이면 정리가 끝나지 않았을까 본다. 전투적인 북한군을 평화유지군으로 전환함으로써 그 호전성을 인류 사회를 위해 활용한다면 북한에 자부심을 줄 수 있고, 평화유지군으로 활동하면서 유엔으로부터 받는 인건비가 있다. 이는 북한 경제개발을 위한 교두보가 될 수도 있는 좋은 전략이다.

 

-국내는 집값 상승으로 인한 빈부격차가 큰 사회적 이슈가 되고 있는데 이를 해결할 방안도 있나.

 

▲부동산 문제가 지금 가장 뜨거운 이슈인데, 여기에 정치권 진영 논리까지 겹쳐지면서 불난 데 기름 부은 격이 됐다. 그러다 보니 서울 부동산은 평균 78%가 폭등했다. 일부 지역은 심지어 300배까지 폭등한 곳도 있다. 하루 벌어 하루 먹고 살아가는 많은 서민들 입장에서는 집값 상승에 따른 임대료 폭등으로 인해 생존까지 위협받는 상황이 됐다. 그래서 제가 현실적 대안으로 내세운 공약 중 첫째가 ‘자활형 신도시 건설사업’이다. 상동, 일산, 중동 등 대규모 택지를 한국주택공사가 개발해 몇 만 세대씩 지었다. 하지만 대부분 중산층 이상을 위한 주거지다. 그러나 우리 사회는 약 17%의 한계 계층, 다시 말해서 국가의 도움이 없으면 절대로 생존할 수 있는 그런 분들이 있다. 그런 분들에게 이른바 무한경쟁 시장 속으로 들어가라고 떠미는 것은 죽으라는 얘기와 똑같다. 소득 중 주거비가 차지하는 비중이 지금 50% 이상이 되고 있기 때문이다. 그래서 저는 방 1개에 보증금 10만원에 월세 1만원 공약을 내세웠다. 식구가 많으면 방 4개에 보증금 40만원에 월세 4만원씩이다. 아주 혁신적으로 국가가 개입을 해서 택지를 개발하고 소유권 대신에 사용권을 주는 것이다. 주거 또는 생존 자체가 위협받는 상황에서 무슨 인격이 나오고 인간의 존엄이 나오고 무슨 기회가 나오겠나. 그래서 저는 전국에 약 천여군데 소규모 택지 개발을 해서 한계 계층이나 청년 세대 또는 신혼 부부들에게 주거비가 거의 들지 않게 주택을 공급하고, 이들이 주거비에 투입할 소득을 3년 또는 5년 또는 7년이라는 계약기간 동안 축적할 수 있도록 해줘야 된다고 생각한다. 이러한 자원 신도시 개발 사업을 주요 부동산 주택 정책의 근간으로 삼아야 된다.

 

-문재인 정권 5년에 대해 평가한다면?

 

▲어느 정권이든지 공과가 있기 마련이다. 제 기억에 강하게 남아 있는 것은 싱가포르의 한 분식집이었다. 싱가포르에서 고(故) 리콴유 초대 총통의 사진과 글이 걸려있던 작은 분식점 앞을 지난간 적이 있다. 사진 밑에 걸린 글에는 뭐라고 적은 것인지 물어보니, 돌아가신 리콴유 총통을 기리는 내용을 직접 적었다고 했다. 많은 서민들이 드나드는 분식집에서 자신의 지도자를 칭송하는 내용을 직접 수기로 적어 걸어둔 것을 보고서, 참 훌륭한 지도자를 모신 나라라는 생각이 들어 부러웠다. 반면 우리는 한 정권이 끝마치게 되면 공과를 나누는 과정에서 어떻게 하면 전직 대통령을 감옥에 보낼 수 있을지 치열한 권력다툼이나 하는 걸 보면 참 씁쓸하다. 촛불 세력들에 의해 옹립된 문재인 정권은 그 취지에 맡는 활동을 했는지 아무리 돌아봐도 미흡함이 많은 것 같다. 국민을 위해서 나름대로 애를 썼다고 하지만 국민들이 느끼는 체감 지수는 굉장히 집권 세력이 갖고 있는 자화자찬식의 이야기로만 들린다. 현재 정권교체 열망이 50% 가량으로 높은 것을 보면, 5년간 적폐청산에 대한 피로감, '내로남불'에 대한 혐오, 비전문적인 운동권 세력들이 국민을 갈라 치고 이념 중심 사회로 만든데 대한 실망감이 큰 것 같다.

 

-문재인 대통령 집권 시기에 불행하게도 코로나19 사태가 벌어졌는데, 앞으로 어떤 세상이 올지 어떻게 전망하나?

 

▲호주의 큐 스테이션을 방문했던 사례를 이야기해 드리겠다. 100년 전 유럽을 강타했던 스페인 독감 당시, 유럽을 보호하기 위해서 당시 감옥국가 죄수 국가라고 분류돼 있었던 호주의 큐 스테이션이라는 곳에 많은 병자를 보내 감금해둔 사건의 흔적을 본 적이 있다. 많은 사람들이 감금된 상태에서 고통을 호소하며 자기가 죽어간 병실 벽에 원망 섞인 이야기를 새겨두는 등 절규한 흔적이 그대로 남아있었다.

 

그 후 약 100년이 지났다. 고도로 의료가 발달하고 지식이 발달했음에도 불구하고 똑같은 패턴이다. 수많은 기술과 의학 지식에도 불구하고 코로나19에 속수무책으로 당하고 있다. 팬데믹 상황은 앞으로도 상당기간 지속될 가능성이 높다. 우리가 팬데믹 상황을 과소 평가하지 않았는가 하는, 이런 만시지탄이 든다. 어쩌면 이런 상황은 반복적으로 주기적으로 발생할 것으로 보고 대응해야 한다고 보고 있다.

 

- 세계의 두 패권 국가인 미국과 중국 사이에서, 향후 대한민국은 어떤 입장을 지녀야 할까?

 

▲저는 용중용미(用中用美)의 지혜가 필요하다고 생각한다. 한반도는 현재 지정학적인 상황으로 봤을 때, 많은 정치인들 특히 대통령은 한반도 운전자론 등 감상적이고 유화적인 정책을 발표해서 결국은 강대국의 틈에서 희생자가 돼 이도저도 못하고 욕만 먹고 국민만 망신당하게 하는 정책을 여러차례 반복해왔다. 지금 필요한 것은 용중용미(用中用美) 전략이다.

 

-요즘 언론에선 대통령 후보 부인들의 얘기가 많이 나온다. 가족들에 대해 소개해주신다면?
