행사에 참석한 국회농림축산식품해양수산위원회 김태흠 위원장은 축사를 통해 우리의 농어촌은 코로나19 사태의 장기화로 인한 계절 근로자의 입국 제한으로 인해 심각한 일손 부족 현상을 겪고 있다며, 현재 정부 각 부처별로 나뉘어 추진되고 있는 외국인 근로자 정책을 통합적으로 분석하고 추진하는 시스템이 만들어져 농어촌의 원활한 노동력 확보의 길이 열리길 바란다고 말했다.

 

이원택 의원은 “우리 농어촌은 코로나19 장기화 사태로 심각한 일손 부족에 시달리고 있다”고 밝히며, “이번 토론회를 통해 농촌의 일손 문제 등 외국인 근로자 고용 제도 전반에 대한 제도적 대책 마련이 생산되는 토론회가 될 것으로 기대한다”고 했다.

두 번째 주제발표에 나선 국제농업협력네트워크 장덕상 사무총장은 “법무부 외국인 계절근로자 프로그램과 개선방안” 주제발표에서 현행 법무부의 외국인 계절 근로자 프로그램은 형식이나 절차 등에 있어서 농가들에게 너무 많은 부담을 주고 있고 인력 고용을 위한 절차나 비용면에서 너무 복잡하여 효율성도 떨어진다며 이에 따라 농민들은 그때그때 필요할 때만 이용이 가능한 불법체류 외국인 노동 인력을 선호할 수밖에 없는 악순환을 거듭하고 있다고 주장했다.

 

따라서 문제 해결을 위해서는 외국인 근로자 고용 및 관리를 위한 전달체계가 간소화되어야 하고, 외국인 계절 근로자의 비자도 통합적으로 일원화해야 하며, 외국인 근로자 채용은 지방자치단체나 공공기관이 외국인 계절 근로자를 직접 고용하여 외국인 일자리 지원센터에 배치하고 공공근로 파견제로 운영하여야 한다고 제안하였다. 이 때 일자리지원센터는 공익법인 등에 위탁 운영할 수 있도록 하여 전문적이고 체계적인 관리가 필요하다고 주장했다.
