홍석준 의원, 文정부의 대구 예산에 "홀대 넘어 무시수준"

국민의힘 홍석준 의원(대구 달서갑)이 문재인 정부 이후의 대구 예산을 두고 “홀대를 넘어 무시 수준”이라며 비판에 나섰다.

홍석준 의원은 “현 정부 출범 이후 2022년도 정부안까지 광역시별 국비 예산 증가 추이를 분석해 본 결과 6개 광역시(부산, 인천, 대전, 대구, 광주, 울산) 가운데 대구가 가장 낮은 증가율을 보였다”며 “문재인 정부 출범 이후 지속적으로 제기되고 있는 대구 예산 홀대 논란이 임기 말 실제 수치로 확인됐다”고 주장했다.

 

홍석준 의원은 6개 광역시로부터 제출받은 ‘문재인 정부 연도별 국비 예산 현황’ 자료를 살펴본 결과 “대구의 경우 박근혜 정부 마지막 해인 2017년도 3조 1,584억원에서 2022년(정부안) 3조 6,017억원으로 14.0% 증가하는 데에 그쳐 같은 기간 총 예산 증가율 50.9%(400.5조→604.4조)에 훨씬 못 미친다”고 설명했다.

 

한편 인천의 경우 2017년 2조 4,685억원에서 2022년(정부안) 4조 3,929억원으로 무려 78.0% 증가하였고, 광주의 경우에도 2017년 1조 8,282억원에서 2022년(정부안) 3조 1,457억원으로 72.1%나 급증하였으며, 대전 역시 같은 기간 46.0%나 증가한 것으로 나타났다.

 

또한 문재인 정부 광역시별 연평균 예산 증가율을 보면 인천과 광주가 각각 12.3%, 울산은 10.1%로 연평균 두 자리 증가율을 보였고, 이어 부산이 8.6%, 대전이 7.9%으로 총 예산 연평균 증가율(8.6%)을 훨씬 상회하거나 비슷한 수준으로 나타났지만, 대구의 경우에는 절반에도 훨씬 못 미치는 2.8%에 그치고 있는 것으로 확인됐다.

 

특히 인천의 경우 2017년 2조원 대에서 2022년도 정부안에만 4조원 대를 기록했고, 광주 역시 2017년도 1조원 대에서 4년 만에 3조원 대로 증가하는 등 현 정부 들어 급격한 증가세를 보인 반면, 대구의 경우 5년 내내 3조원 대에 머물고 있어 특정 지역 예산 홀대가 도를 넘어선 것 아니냐는 평가가 이어지고 있다.

 

뿐만 아니라 홍 의원은 “문재인 정부의 실질적인 예산 첫 해인 2018년을 보면 대구와 울산은 이례적으로 전년보다 감소했고, 대구의 경우 2017년 6개 광역시 가운데 부산 다음으로 많은 국비 예산이 편성됐지만, 올해의 경우 4번째로 떨어졌다”면서 “2020년부터 인구수가 훨씬 적은 대전보다도 적게 편성되고 있다는 것도 심각한 문제”라고 지적했다.

 

홍 의원은 “2017년 400.5조였던 국가 예산이 2022년 604.4조로 무려 50.9% 급증했지만 같은 기간 대구 예산 증가율은 14.0%로 3분의 1 수준에 머물고 있다.”면서 “같은 기간 인천, 광주, 대전의 증가율에 비하면 정말 형편없는 수준”이라고 강조했다.

 

아울러 그는 “문재인 정부 내내 수십조 원의 빚까지 내면서 확장재정에 나서고 있는데, 유독 대구 예산만 제자리 수준에 머물러 있는 것은 현 정부의 대구 홀대를 노골적으로 보여주는 단적인 예”라고 비판했다.
