주한미군, 독성물질 국내로 세 차례 걸쳐 불법 밀반입

2015년 탄저균 불법 반입 이후, 지속적 불법 반입 이어져

(사)대한소방안전교육문화협회(이사장 김현중, 이하 ‘협회’)는 “우리 국민의 생명과 안보에 치명적 위해요소로 작용할 수 있는 독성물질을 지속적으로 불법 반입하고 있는 주한 미군의 야만적 행태를 규탄하기 위해 8월 2일 전체회의를 열고, 8월 5일 독성물질 화학실험이 이뤄진 부산지방법원에 소장을 접수시켰다.”고 밝혔다.

 

협회는 국내법을 무시하고, 2017년~2019년간에 3차례에 걸쳐 독성물질을 반입한 혐의로 주한 미군과 포트테트릭 (미군 산하 생화학실험실)을 상대로 소송을 제기했다.

 

산업통상자원부가 더불어민주당 이재정 의원실에 제출한 자료(2020년 10월 8일)에 따르면, 주한 미군은 2017년 11월, 2018년 10월, 2019년 1월 3차례에 걸쳐 치명적인 독성물질을 국내에 밀반입했다.

 

주한 미군은 밀반입한 독성물질을 평택 캠프험프리즈, 평택 미 공군기지 제51 의무 전대, 군산 미 공군기지 제8의료지원대, 부산항 8부두 시료 분석실에서 각각 의•화학실험을 실시 했다.

 

주한 미군의 독성물질 불법 반입은 이것이 전부가 아닌데 지난 2015년 탄저균을 비밀리에 들여와 실험을 강행에 이어, 지속적으로 한반도에 독성물질을 불법적인 방법을 통해 밀반입해온 것으로 드러났다.

 

김현중 대한소방안전교육문화협회 이사장은 “주한 미군이 비밀리에 자행한 독성 화학실험을 규탄한다”면서 “주한 미군이 반입한 물질은 보톨리늄, 포도상구균 톡소이드, 리신이다. 이 물질들은 모두 치명적인 맹독성 물질이다. 국내법은 화학무기 및 생물무기 등에 대해 강력하게 금지하고 있는데, 주한 미군이 이를 무시한 것”이라고 주장했다.

 

앞으로 협회는“국민의 안전의식 제고 와 안전 문화 확산을 위해 설립된 우리 대한소방안전교육문화협회는 소방 안전뿐 아니라, 국민의 안전을 저해하는 모든 활동에 대해 끊임없는 국민 안전 활동을 이어 갈 것”이라고 밝혔다.

 

실제로 「화학무기·생물무기의 금지와 특정화학물질·생물작용제 등의 제조·수출입규제 등에 관한 법률」등에 따르면 제4조의 2에서 화학·생물무기의 금지의무를, 제5조 2에서 생물작용제 또는 독소의 제조신고를 명시적으로 규정하고 있다.

미국은 1993년 1월 프랑스 파리 에서 조인된 UN은 국제 협약으로 화학무기 금지협약에도 가입된 상태다. UN 화학무기 금지 조약은 1997년 4월 전세계국가 중 65개국이 가입한 상태다.
