왜, 경상도-전라도 지역싸움 상처에 또다시 소금을 뿌리는가?

나뉘고 또는 헤어지는 일은 슬픈 일이다. 남북이 나뉘었다. 이로 인해 이산가족이 생겼다. 가족이 헤어져 살아야만 했다. 남한과 북한이 38선으로 갈려 3년간, 피 비린내 나는 전쟁을 치렀다. 그 후 남한과 북한은 분단의 세월을 살았다. 분단된 민족, 그것도 서러운데 남한에서도 지역 간 정치감정이 격화돼, 경상도와 전라도 끼리 분열되어 감정싸움을 해왔다. 1980년 5.18 광주민주화운동이 분수령이 됐다. 

 

오는 2022년 3월9일 대통령 선거를 앞두고 남남갈등(南南葛藤), 경상도와 전라도 간 싸움이 재발(再發)됐다. 더불어민주당 차기 대선 당내 후보인 이낙연-이재명이 당내 경선을 하는 과정에서 '백제 논쟁'이 발발, 영호남 지역논쟁이 불붙었다. 왜, 경상도-전라도 지역싸움 상처에 또다시 소금을 뿌리는가?

 

이재명 후보가 발언한, 호남출신이 대통령 되기 어렵다, 5천년 역사가 증명한다는 류(類)의 발언이 발단이 됐다. 후보 간 지지고 볶는 일이 반복되고 있는 것이다.

 

이에 대해 김종민 의원(논산 계룡 논산)의 발언이 눈에 띈다. 김종민 의원(더불어민주당 최고위원-서울대학교에서 인문대 국문학과 전공)은 지난 7월25일 페이스북에 올린 글에서 “의도가 선의라고 하는 건 알겠습니다. 이재명 후보가 지역주의를 조장했거나, 지역주의를 이용했다고 공격할 일은 아닙니다. 과도한 공격은 그만해야 합니다. 한때 이낙연 후보의 역사적 승리를 바라는 마음이 진심이었다는 것도 알겠습니다. 의도는 알겠습니다. 그러나 문제는 의도가 아닙니다. 저는 그 인식과 논리에 대해 문제를 제기 합니다”면서 “다시한번 인터뷰를 읽어봤습니다. 요지는 이렇습니다. ▲호남 출신은 대통령되기 어렵다. 5천년 역사가 증명한다. ▲그럼에도 불구하고 이를 극복하고 호남출신 대통령이 나오는 건 좋은 거니까 한때 이낙연 지지율이 높을 때는 밀어주려고 했다, 근데 지지율 빠지는 거 보니 역시 안 되겠다. ▲그래서 (호남출신도 아니고) 실력 있는 이재명이 경쟁력이 있다. '호남출신이 대통령 되기 어렵다, 5천년 역사가 증명한다.' 이게 사실인지, 맞는 얘긴지, 사실여부를 떠나 민주당 정치인이 이런 얘기를 공개적으로 주장하는 게 맞는 일인지, 이 얘기를 해보려고 합니다”라고 강조하면서, 이 논쟁에 끼어들었다.

 

김종민 의원이 쓴 글을 가감 없이 전달한다는 의미에서 길게 인용(아래)해 봅니다.

 

“호남출신은 대통령되기 어렵다는 인식, 사실이 아닙니다. ▲오래전부터 호남을 정치적으로 고립시키려는 망국적 심리전의 논리일 뿐입니다. ▲역사적으로도 사실이 아닙니다. 백제를 뿌리로 집권에 성공한 적이 없다고 주장합니다. 사실이 아닙니다. 역사적으로 어떤 나라도, 어떤 정권도 지역을 기반으로 한반도를 통합하거나 집권한 적이 없습니다. 오직 박정희 전두환 군사정권만이 오천년 역사에서 유일하게 지역패권을 추구했을 뿐입니다. ▲인구수 때문에 호남이 어렵다는 현실론도 이제는 낡은 얘기입니다. 유권자 의식이 많이 높아졌습니다, 세대 구성을 보면 지역주의에서 벗어난 세대가 다수입니다. 특히 수도권은 지역주의 성향에서 많이 벗어났습니다. ▲호남 출신은 대통령되기 어렵다? 틀렸습니다. 세상이 바뀌었습니다. 이제는 호남출신도 대통령 될 수 있습니다. 사람만 좋으면 충분히 될 수 있습니다. 사실도 아니지만, 위험한 논리입니다. ▲호남출신은 대통령되기 어렵다는 논리가 위험한 이유는, 그게 선거판 논리에만 그치는 게 아니기 때문입니다. "호남 출신은 믿을 수 없다, 호남 출신은 함부로 뽑으면 안 된다, 호남 출신은 어떻다." 지난 수 십년 사실을 왜곡한 이 망국적 지역차별 논리 때문에 도대체 얼마나 많은 사람들이 상처를 입고 분노했습니까. 그 논리가 이제는 점점 희미해지고 낡은 퇴물이 되고 있습니다. 그런 마당에 정치권에서 호남은 어렵다는 논리를 다시 꺼낸 건 정말 잘못입니다. ▲의도가 그런 의도가 아닌 건 알겠습니다. 그러나 그런 인식을 이렇게 떳떳하게 주장하는 건 위험한 일입니다. 다른 사람은 몰라도 적어도 민주당 정치인이 그런 얘기를 공개적으로 하는 건 안될 일입니다. ▲한때 술자리에서 호남출신은 대통령되기 어렵다는 얘기를 하는 사람들이 많이 있었습니다. 그러나 이제는 이런 낡은 생각을 하는 사람도 많이 없어졌습니다. ▲더구나 민주당의 정치인이 공개적으로 이런 얘기를 한다는 건 심각한 문제입니다. 민주당의 길이 아닙니다. 김대중-노무현-문재인의 길이 아닙니다. 그동안 민주당은 그런 생각과 싸워온 거 아닙니까. '호남출신, 충청출신, 영남출신 누구나 사람만 좋으면 대통령될 수 있다, 민주당은 그런 나라 만들겠다,' 이것 때문에 수 십년 간 김대중-노무현-문재인이, 우리 민주당 당원들이 싸워온 거 아닙니까.  '호남출신은 대통령되기 어렵다. 오천년 역사가 증명한다.' 이 인식은 사실도 아니고, 역사의 수레바퀴를 거꾸로 돌리는 잘못된 생각입니다.“ 

 

호남 출신이든, 경상도 출신이든, 수도권 출신이든...대한민국 사람이라면 헌법에 위배되는 사항이 없다면, 그 누구든지 대통령이 후보로 활약할 수 있다. 그런 나라가 대한민국이다. 그런데 최근 한 후보가 '호남 출신 배제론'을 언급함으로써 얼마의 이득(利得)이 돌아왔을까? 더불어민주당의 당내 한 대선후보가 이 발언을 하기 전에 치밀하게 계산을 한 연후에야 발언을 했을까? 대한민국, 민도(民度)가 높아져 과거와 같이 지역감정을 유발시키는 발언으로 이익을 보기는 어렵다고 생각한다.

 

김종민 의원은 “'호남출신은 대통령되기 어렵다, 오천년 역사가 증명한다.', 이 인식은 사실도 아니고, 역사의 수레바퀴를 거꾸로 돌리는 잘못된 생각”이라고 나무라고 있다. 필자도 그의 주장에 전적으로 동감(同感)한다.
