남북한 지도자 친서교환 핫라인 개통...혁명에 버금가는 화해의 시작

친서를 교환하기위해 남한-북한의 누가 평양과 서울을 오갔을까?...이런저런 상상(想像) 가능

1차 산업혁명은 18세기에 영국에서 일어났다. 그 시작은 제임스 와트 증기기관 기술의 상업화에 기인한다. 증기기관차가 빠른속도로 철로를 달리면서 제철공업-석탄업 등이 잇따라 발달했다. 1차 산업혁명이란, 따지고 보면 속도의 빠름이 가져다준 선물이었다. 철도가 출현, 사람과 물류를 빠르게 이동시켰다. 실상, 그 이후에 일어난 산업혁명도 내면을 들여다보면 속도의 지배였다. 점점 빠른 속도가 세상의 변환(變換)을 이끌어 냈다. 정보통신(IT) 세상이나 인공지능(AI) 세상도 반도체를 이용한 빠른 속도가 지배하는 세상이다. 이후의 4차-5차산업 발달도 속도와 연관이 있다고 본다. 속도를 지배하는 국가가 선진국가-일류국가로 진화-발전하게 돼 있다. 속도가 그만큼 중요한 세상이 된 것이다.

 

속도론 측면에서 남한과 북한과의 관계를 설명해보려 한다. 최근 남한과 북한과의 관계에 좋은, 아주 좋은 경사스러운 일이 생겼다. 남북 간 통신연락선의 복원이다. 

 

지난 7월27일, 박수현 청와대 국민소통수석은 긴급 브리핑을 통해 “남북 정상은 지난 4월부터 여러 차례에 걸쳐 친서를 교환하면서 남북 관계 회복 문제를 소통해 왔다. 이 과정에서 우선적으로 단절됐던 통신 연락선을 복원하기로 합의했다”면서 “양 정상은 남북 간에 하루속히 상호 신뢰를 회복하고 관계를 다시 진전시켜 나가는 데도 뜻을 같이했다. 이번 통신선 복원은 앞으로 남북 관계 개선과 발전에 긍정적으로 작용하게 될 것으로 기대한다”고 밝혔다.

 

남한과 북한의 통신 연락선, 즉 통신선(通信線)은 무엇을 의미할까? 쉽게 말하면 언제든지 상호 전화를 통화를 할 수 있다는 것을 뜻한다. 문재인-김정은, 남북한 최고 정치도자는 이미 3회에 걸쳐 남한-북한 간 정상회담을 가졌다. 그만큼 신뢰가 축적되었다. 국제정세가 이런 남북한에 축적된 신뢰를 뒤흔들면서 남한-북한 간의 상호 협력을 방해하는 방해꾼 노릇을 하고 있지 않은가?

 

속도론 측면에서 남한과 북한의 통신 연락선 복원은 '신神)의 한 수'라고 생각된다. 이번에 복원된 남북한 핫라인은 413일간 불통되다가 지난 7월27일에야 이뤄졌다. 북한측이 개성공단을 폭파한 이후, 첫 좋은 소식이다. 3차에 걸친 문재인-김정은 남한-북한 최고 정치가의 정상회담은 기대가 커도 아주 컸다. 두 정상이 판문점에서 회동했고, 평양 거리를 무개차로 행진했으며, 백두산도 함께 올랐다.
