신지혜 기본소득당 상임대표 "기본소득은 불평등 없는 공정경제 사회로 가는 지름길"

[단독 인터뷰] 소수가 독점한 빅데이터나 토지 등 모두에게 나눠 함께 누려야

아래는 신지혜 기본소득당 상임대표와의 인터뷰 전문이다.

 

- 노동과 기후위기, 페미니즘, 장애인 인권 등을 주요 의제로 창당한 지 1년이 넘었다. 당 대표로서 그간의 소회를 말해 달라.

 

기본소득당은 작년 1월에 창당한 정당이다. ‘모두의 것을 모두에게’ 슬로건으로 당신도 기본소득을 받을 권리가 있고, 우리의 몫을 요구하는 정치를 만들어 보자는 취지로 창당을 했다. 최근에 기본소득에 대한 국민들의 인식이 더 넓어지고 있다는 것들이 확인되고 있는데, 작년에 연구했던 결과들이 발표되고 있다. 예를 들어 국회 보건복지위원회 자료에 따르면 기본소득에 대한 국민들의 찬성의견이 절반을 넘어서고 있고, 또 다른 연구에서는 기본소득을 위한 증세를 동의여부에 대해서도 국민 절반 이상이 동의하고 있는 상황이다. 이제는 기본소득에 대해서 좀 더 구체적이고 깊은 의미를 정치권에서 책임지고 해야 할 때다. 그 역할을 기본소득당이 해나갈 것이다.

- 기본소득에 대한 정치 철학은.

 

구체적으로 소득, 자산, 젠더, 기후 등 네 가지 불평등 해결을 목표로 하고 있다. 불평등 문제를 해결하기 위한 수단으로서 기본소득이 필수적이다. 한편으로, 모두의 몫으로 돌아가야 마땅한 것을 기본소득으로 나누겠다는 ‘모두의 것을 모두에게’ 슬로건이 기본소득당의 주요 정치 철학이다. 특히 우리 사회 빅데이터나 토지 등 모두가 누려야 할 것을 소수가 독점해서 누리고 있는 것을 모두가 누릴 수 있게 하고자 한다.

 

- 2만여 당원 80%가 10~20대로 평균 나이가 25세로 ‘젊은 당’이다. 하지만 대부분 열악한 직업군이 많고 생애 처음 정당 가입에 기본소득당을 선택했다. 이것은 젊은 층의 사회적 변혁에 대한 갈망을 보여주는 것은 아닌가.

 

현재 2만 여명의 당원이 있는데, 30대 이하가 85% 이상이다. 최근 분석한 당원 평균 나이는 27.9세다. 작년에 시행했던 당원 대상 설문조사에서 당원 80% 이상이 ‘내 생애 첫 정당’이 기본소득당이라고 응답했고, 직업은 무직자, 취업준비생, 학생, 아르바이트가 대부분이었다. 소위 1997년 IMF 경제위기 이후의 밀레니엄 세대들은 늘 경쟁에 시달리고 열심히 노력하며 살고 있지만 내일은 어떻게 될지 모르는 불안을 안고 사는 세대다. 내일을 꿈꿀 수 있는 최소한의 기반이 필요하다. 기본소득으로 내일은 불안하지 않았으면 좋겠다는 생각으로 당원가입을 한 분들이 꽤 많다. 그런 마음을 모아 사회변화를 이끌어 낼 수 있도록 당에서도 노력하고 있다.

 

- 정치권의 기본소득 찬반과 함께 포퓰리즘 논란도 있다. 지금 왜 기본소득인지를 말한다면.

 

한국에서도 기본소득이 알려진지는 14년 정도 된 것 같다. 2007년 대선 공약으로 처음 나오기 시작했고, 그 이후 성남시나 경기도에서 청년기본소득을 시행하면서 국민에게 더 가까워졌다. 이제는 대통령선거 후보에게 기본소득이 공약이냐 아니냐를 물을 정도로 기본소득에 대한 인식이 점점 깊어지고 있다. 14년 전에 비해 왜 지금 기본소득이어야 하는 묻는다면, 불평등을 없애기 위한 공정경쟁의 발판을 만들기 위해서 기본소득이 필요하기 때문이다. 소득에 대한 정의로운 과세를 통해 기본소득으로 나눠야 하고, 부동산 불평등도 굉장히 심각한 상황에서 부동산에 대한 정의로운 과세가 마련되어야 공정경제 사회로 갈 수 있다. 또 다른 측면에서는 탄소배출량을 줄이지 않으면 우리 모두 멸종될 것이라는 경고 속에서 적극적인 조치로서 기본소득이라는 수단을 반드시 실현해야만 우리에게 지속가능한 미래가 있다는 측면에서도 지금 기본소득을 시행해야 한다.

 

- 기본소득 실현에 있어서 먼저 선결할 과제는. 또 국민의 재정환상 우려도 있다.

 

재정환상을 걷어 낼 수 있는 가장 확실한 방법은 거둔 세금을 가장 투명하게 집행하는 것이다. 그런 측면에서 기본소득당은 기본소득에 필요한 재원을 목적세로 거둬서 100% 모두에게 지급해야만 환상이 걷히고 재정역할을 하는 정부에 대한 신뢰도 높아 질 것으로 본다.

 

- 2017년 미국의 노벨상 수상자와 전임경제자문회의 의장, 연방준비위원회 위원장 등이 참여한 ‘탄소 배당’(Carbon Dividends)제 도입처럼 한국도 ‘미세먼지 세’와 ‘방사능 폐기물 보관 세’를 신설해야 한다는 여론도 있다.

 

앞서 말했듯이 기본소득당은 탄소세를 거둬서 모두에게 기본소득으로 나눠야 한다는 입장이고, 용혜인 의원이 이 법안을 발의를 했다. 지금 탄소세는 전 세계적으로도 논의를 하고 있기 때문에 정부에서도 올 하반기에 탄소세안을 낼 것이라 예고했기 때문에 지켜보고 있다. 탄소세를 거두는 것에 대해 공감대가 높아지고 있는데, 새롭게 거둔 탄소세를 어떻게 써야하는지 논의가 치열할 것이다. 기본소득당은 이를 기본소득으로 나눠야 한다는 것인데, 탄소세를 걷기 시작하면 탄소배출 원료를 사용한 상품가격이 높아질 수밖에 없기 때문이다. 최소한의 에너지를 쓸 수 있는 권리가 있어야만 인간적인 삶이 가능하기 때문에 기본소득으로 나눠야 한다. 또 한편으로는 지금 야당에서도 탄소배출을 줄이기 위해 원자력발전을 더 늘려야 한다고 말하는데, 원자력발전이 탄소배출을 줄이는 대안이 될 수 없다. 원전건설부터 방사성 폐기물보관 문제, 수명이 끝난 원전 폐쇄 등을 종합적으로 생각하면 대안이 될 수 없다. 10년 전, 일본 후쿠시마 원전폭발 사고에서 우리가 보았듯이 인류의 안전을 위해서도 탈원전해야 한다. 전기세에 핵발전 위험세를 부과해서 핵발전 성장을 막고, 재생에너지를 더 많이 연구하고 보급할 수 있는 기반으로 쓰여야 한다.

- 기본소득은 세금의 동등한 재분배다. 특히 저소득층과 중산층이 수혜를 입지만 고소득층 부담은 커져 반발이 예상된다. 또한 고소득층과 중산층, 저소득층 은 각자 정치적 이익에 따른 정당을 선택하게 되면, 정치권의 서민층 배신과 합종연횡도도 우려되는데.

 

제 생각으로는 정치는 늘 서민들을 배신해 왔다고 본다. 지금도 그렇다. 민주당에서 종합부동산세를 완화하려고 가장 앞서서 주장하고 있는데, 집 없는 서민들에 대한 생각은 하지 않고 거의 13억 원 이상을 집을 가지고 있는 사람들의 세금부담만 생각하고 있다. 이런 것도 서민에 대한 배신이라 본다. 고소득층에서 세금을 거둬서 저소득층에게만 복지를 강화해 주겠다며 ‘핀셋증세’를 주장하는 것 역시 결과적으로 서민을 배신하는 정치가 될 가능성이 크다. 오히려 조세저항이나 반발이 더 커질 수 있기 때문에 복지강화 발목을 잡게 될 것이기 때문이다. 증세를 통한 복지강화 등을 통해서 서민을 위한 정치로 나아가기 위해서도 기본소득이 더 도움이 된다. 내는 세금보다 돌려받는 기본소득이 더 많은 국민 비중이 높게 기본소득을 설계한다면, 일부 고소득층의 조세저항을 이길 수 있는 힘이 될 것이다. 증세에 대한 공감대도 높이고, 복지혜택을 누리면서 서민을 배신하지 않는 정치를 기본소득을 통해 시작할 수 있다. 무엇보다 증세를 통해 새롭게 걷히게 되는 세금만큼 재분배가 실현돼 불평등 격차가 줄어들 것이다.

 

- 비례대표제가 발달한 유럽은 복지 정당이 많다. 선거제인 미국은 복지지출이 유럽의 절반 수준으로 소득 불평등과 서민의 상류사회 진입이 어렵다. 한국도 미국과 비슷한 상황인데 기본소득당의 ‘K-기본소득 ’ 시스템 개발이 요구된다. 그에 따른 미래 사회복지 구현도 가능할까.

 

유럽에서 복지 정책이 어떻게 태동했는지 잘 기억해야 한다고 본다. 원하는 국민들이 모두 일할 수 있었던 완전고용사회에서 사회보험을 중심으로 복지가 잘 되어 있는 편이다. 한국에서는 복지가 빈약한 상태에서 경제위기 이후에 기초생활수급제 등이 생기면서 복지제도가 본격적으로 만들어지기 시작했다. 그러면 애초에 완전고용사회를 전제로 하고 그것이 가능했던 시기에 만들어진 유럽, 특히 북유럽의 복지체계를 따라가자는 것이 현실적인 대안인가에 대한 고민을 해야 할 때다. 이미 4차 산업혁명 등 기술발전이 너무 빨라져 생기는 일자리보다 없어지는 일자리가 많아질 것이라는 예측을 하고 있다. 복지 강화뿐만 아니라, 4차 산업 혁명 등 기술발전으로 얻어진 수익을 국민 모두에게 돌리는 기본소득 도입이 필요하다. 특히, 빅데이터 활용한 수익 일부를 기본소득으로 나눠야 한다. 빅데이터는 국민 모두의 활동을 기반으로 만들어진 것이기 때문이다.

 

- 기본소득당이 지향하는 정치적 목표를 알려달라.

 

기본소득당은 다섯 가지 기본소득을 제안하며 창당했다. 모두의 것을 모두에게 기본소득으로 나누어야 한다는 취지와 불평등 문제를 해결하자는 취지다. 시민배당, 토지배당, 탄소배당, 데이터배당, 민주주의배당 등이다. 2020년 총선과 지난 4.7 서울시장 재보궐 선거 등을 통해서 한국에서 지금 당장 가능한 기본소득 모델을 제시했다. 다가오는 2022년 대통령선거와 지방선거에서도 조세개혁을 포함한 기본소득 모델을 제시하고, 기본소득 지급으로 달라질 대한민국의 모습을 국민께 제안드리면서 함께 기본소득 대한민국을 만들어가자고 설득할 것이다.

 

- ‘기본소득 토지세법’을 발의 했는데 반발도 예상된다.

 

지난 3월에 용혜인 의원이 법안 내용을 만들고 토론회 등도 진행하면서 알리고 있지만, 아직 공동발의할 10명 국회의원을 모두 모으진 못했다. 특히 정부여당에서 종부세 완화를 밀어붙이고 있기 때문에 종부세를 폐지하고 아예 새롭게 토지세를 신설해서 기본소득으로 나누자는 논의를 제대로 할 수 있는 상황이 아니다. 집 없는 서민 배신하는 여당의 종부세 완화 흐름을 멈추기 위한 온라인 캠페인도 시작했다. 국민께 종부세 완화하려는 정치권을 어떻게 보는지 직접 물으면서 기본소득 토지세법에 대한 국민 지지를 모아보려 한다.

 

- ‘2022 기본소득선거 계획’은 무엇인가.

 

4.7 보궐선거가 끝난 뒤 2022년 대통령선거와 지방선거 논의를 시작했다. 연속으로 치러지는 다가오는 선거는 ‘기본소득 선거’로 만들겠다는 목표로 기본계획을 세우고 있다. 이번 대선에서 기본소득이 주요 의제가 되어 향후 5년 내에 기본소득을 실현한다는 분명한 목표를 삼고 있다. 14일 아침에 기본소득 실현을 위해 애쓰는 단체들과 함께 ‘기본소득정치공동행동’을 제안하는 기자회견을 진행했다. 기본소득 도입이 필요하다고 생각하는 단체 및 정당과 함께 기본소득입법운동, 전국 강연회 및 토론회, 캠페인 등을 통해 기본소득에 대한 국민적 지지를 더욱 높이는 계기가 이번 선거가 되도록 할 것이다. 대선 이후 치러지는 지방선거에서도 지역의 특성에 맞게 지역주민 모두의 몫으로 돌아가야 할 지역형 기본소득 모델을 제시하고 국민의 선택을 받을 것이다.

 

- 끝으로 ‘2022 대선’이 여야 대권후보 간 기본소득이 대선공약으로 부각 될 전망이다. 소수당이지만 정통 기본소득 정당으로서 정치권과 정부에 국민, 시민 단체에 전할 메시지가 있다면.

 

금 기본소득 논의가 재원마련에 너무 과도하게 집중되어 좁은 논의가 되고 있는 점이 특히 아쉽다. 설상가상으로 야당은 국민에게 돈 뿌리는 정책으로만 기본소득을 보고 있어서 기본소득의 의미나 목적에 대한 논의를 포함한 제대로 된 공론화 자체를 막고 있다. 기본소득은 국민에게 단순히 돈 주는 것을 넘어서 아주 효과가 확실한 재분배 정책이고 공정경제를 만들어 나갈 수 있는 핵심 수단이다. 기본소득에 대한 국민적 지지나 증세 동의 정도도 커지고 있는 만큼, 정치권이 기본소득을 숙의할 수 있는 공론장을 열어야 한다. 기본소득당은 기본소득정치행동 출범을 포함해서 대한민국 기본소득 모델과 기본소득 지급으로 변화할 대한민국 향후 5년의 비전을 준비하고 있다. 대한민국의 혁신과 불평등 해소를 위한 대안이자 4차 산업혁명 시대의 새로운 사회계약으로서 기본소득을 선보이겠다. 함께 대한민국 5년의 비전을 토론해 나가길 바란다.

- It has been over a year since the establishment of labor, climate crisis, feminism, and the human rights of persons with disabilities as major agenda items. As the party leader, please tell us about your feelings, political philosophy, and beliefs. 

 

The Basic Income Party was founded in January last year. It was founded with the slogan of 'Everyone's for everyone', with the goal of creating a politics that requires that you also receive a basic income and demand our share. Recently, it is confirmed that the public's awareness of basic income is getting wider, and the results of last year's study are being published. For example, according to data from the National Assembly Health and Welfare Committee, more than half of the people are in favor of basic income, and in another study, more than half of the people agree on whether to agree to a tax increase for basic income. Now is the time for politicians to take responsibility for a more specific and profound meaning of basic income. The Basic Income Party will play that role. 

 

- The political philosophy of basic income. 

 

Specifically, it aims to resolve four inequalities: income, wealth, gender, and climate. A basic income is essential as a means to solve the problem of inequality. On the one hand, the slogan of ‘everyone’s to all’ is the main political philosophy of the Basic Income Party, which is to divide what should be returned to everyone as a basic income. In particular, we want to make it possible for everyone to enjoy what a few monopolize and enjoy, such as big data and land in our society. 

 

- 80% of the 20,000 party members are in their teens and 20s, with an average age of 25, a “young party”. However, most of them have poor job groups, and they chose the Basic Income Party for the first time in their life to join a party. Doesn't this show young people's longing for social change? 

 

Currently, there are about 20,000 party members, and more than 85% are in their 30s or younger. The average age of party members analyzed recently is 27.9 years. In a survey of party members conducted last year, more than 80% of party members answered that the 'first party in my life' was the Basic Income Party, and most of the occupations were unemployed, job seekers, students, and part-timers. After the so-called 1997 IMF economic crisis, millennials are constantly struggling with competition and working hard, but they are living with the anxiety of not knowing what will happen tomorrow. We need a minimal foundation to dream of tomorrow. There are quite a few people who joined the party with the idea that they don't want to worry about tomorrow with basic income. The party is also working hard to bring about social change by gathering such a heart.

 

- Along with the pros and cons of basic income in the political circles, there is also a controversy over populism.

 

Now, let's talk about why it's a basic income. It seems that basic income has been known in Korea for about 14 years. It first began to appear as a presidential campaign promise in 2007, and since then, it has become closer to the people by implementing the Youth Basic Income in Seongnam City and Gyeonggi Province. Now, awareness of basic income is getting deeper and deeper to the extent that presidential candidates are asked whether basic income is a promise or not. If you ask why it should be basic income now compared to 14 years ago, it is because basic income is needed to create a platform for fair competition to eliminate inequality. In order to achieve a fair economy society, it must be divided into basic income through a just taxation of income, and a just taxation of real estate must be prepared in a situation where real estate inequality is also very serious. On the other hand, in the sense that we have a sustainable future only when we must realize the means of basic income as an active measure amid the warning that we will all become extinct if we do not reduce our carbon emissions, we must implement a basic income now. 

 

- What should be the first priority in realizing basic income? 

 

There are also concerns about the public's financial illusion. The surest way to get rid of the fiscal illusion is to execute the tax collected in the most transparent way. In this respect, the Basic Income Party should collect the necessary resources for basic income as an objective tax and pay 100% of it to all, which will dispel the illusion and increase trust in the government, which plays a fiscal role. 

 

- Like the introduction of the 'Carbon Dividends' system in 2017 in which the US Nobel Laureates, the former Chairman of the Economic Advisory Council, and the Chairman of the Federal Reserve participated, Korea also said that a 'fine dust tax' and a 'radioactive waste storage tax' should be newly established. 

 

There is also opinion. As I said earlier, the Basic Income Party is in the position that it should be divided into basic income by collecting a carbon tax, and Rep. Yong Hye-in proposed this bill. Since the carbon tax is being discussed all over the world now, the government is watching because the government has predicted that it will issue a carbon tax in the second half of this year. There is a growing consensus about the collection of a carbon tax, and the debate on how to spend the newly collected carbon tax will be fierce. The basic income party is saying that it should be divided by basic income, because if the carbon tax starts, the price of products using carbon-emitting raw materials will inevitably increase. Since human life is possible only with the right to use the minimum amount of energy, it must be divided into basic income. On the other hand, even now, the opposition party is saying that nuclear power generation should be further increased to reduce carbon emission, but nuclear power cannot be an alternative to reducing carbon emission. Considering the nuclear power plant construction, radioactive waste storage problem, and the shutdown of nuclear power plants at the end of their lifespan, it cannot be an alternative. As we saw in the Fukushima nuclear accident in Japan 10 years ago, nuclear power should be phased out for the safety of mankind. It should be used as a basis for further research and dissemination of renewable energy by imposing a nuclear power risk tax on electricity bills to prevent the growth of nuclear power generation.

 

- A basic income is an equal redistribution of taxes. In particular, the low-income and middle-class groups will benefit, but the high-income class will be burdened with a backlash. Also, if the high-income class, the middle class, and the low-income class each choose a party based on their political interests, there are concerns about betrayal of the working class by the politicians and the possibility of amalgamation. 

 

In my opinion, politics has always betrayed the common people. It still is. The Democratic Party is at the forefront of arguing to ease the comprehensive real estate tax, but it does not think about the homeless, but only thinks about the tax burden of those who own a house worth more than 1.3 billion won. I see this as a betrayal of the common people. Claiming the ‘tweezers tax’ by collecting taxes from the high-income class to enhance welfare only for the low-income class is also highly likely to result in politics that betrays the common people. Rather, it is because tax resistance or backlash may increase, which will hinder welfare enhancement. Basic income is more helpful to move toward politics for the common people by strengthening welfare through tax increases. If the basic income is designed with a high proportion of people who receive more basic income than taxes paid, it will be a force to overcome the tax resistance of some high-income brackets. It is possible to start a politics that does not betray the common people while increasing consensus on tax increases and enjoying welfare benefits through basic income. Above all, redistribution will be realized as much as the amount of tax newly collected through tax increases, which will reduce the inequality gap. 

 

- In Europe, where proportional representation has been developed, there are many welfare parties. In the electoral system, welfare spending in the United States is half that of Europe, making it difficult for low-income people to enter high society due to income inequality. Korea is in a similar situation to the United States, but the Basic Income Party needs to develop a “K-Basic Income” system. Is it possible to implement social welfare in the future?

 

I think it's important to remember how welfare policy was born in Europe. In a fully-employed society where all citizens who wanted to work were able to work, the welfare system, centered on social insurance, is good. In Korea, the welfare system began to be created in earnest with the introduction of a basic livelihood security system after the economic crisis in a state where welfare was poor. Then, it is time to think about whether it is a realistic alternative to follow the welfare system of Europe, especially Northern Europe, which was created at a time when it was possible to assume a full-employment society in the first place. It is already predicted that more jobs will be lost than will be created due to the rapid technological development such as the 4th industrial revolution. It is necessary not only to strengthen welfare, but also to introduce a basic income, in which the profits obtained from technological development such as the 4th industrial revolution are returned to all the people. In particular, part of the profits from big data should be divided into basic income. This is because big data is created based on the activities of all citizens. 

 

- Please know the political goals of the Basic Income Party. 

 

The Basic Income Party was founded by proposing five basic incomes. The purpose is to share the basic income for everyone and to solve the problem of inequality. These include citizen dividend, land dividend, carbon dividend, data dividend, and democracy dividend. Through the 2020 general election and the April 4.7 Seoul mayor by-election, we presented a basic income model that is possible right now in Korea. In the upcoming 2022 presidential and local elections, we will present a basic income model including tax reform and persuade the public to create a basic income Korea together by proposing to the people what the Republic of Korea will look like with basic income payment.

 

- The 'Basic Income Land Tax Act' was proposed, but opposition is expected. 

 

In March, Rep. Yong Hye-in made the content of the bill and held debates to inform it, but he has not yet gathered all 10 members of the National Assembly to jointly propose. In particular, since the ruling party is pushing for easing of the property tax, it is not possible to properly discuss the abolition of the property tax and the establishment of a new land tax to divide it into basic income. An online campaign was also launched to stop the ruling party's easing of slavery tax, which was betraying the homeless. I am trying to gather public support for the Basic Income Land Tax Act by directly asking the public how they view the political parties that are trying to ease the estate tax.

 

 - What is the ‘2022 Basic Income Election Plan’? 

 

After the 4.7 by-election was over, discussions began for the 2022 presidential and local elections. The upcoming elections, which will be held in a row, are setting up a basic plan with the goal of making them a 'basic income election'. Basic income has become a major agenda item in this presidential election, with a clear goal of realizing it within the next five years. On the morning of the 14th, a press conference was held to propose a 'Basic Income Politics Joint Action' with organizations that are striving to realize basic income. This election will serve as an opportunity to further increase public support for basic income through basic income legislative campaigns, national lectures and debates, and campaigns with organizations and political parties that believe it is necessary to introduce basic income. In the local elections to be held after the presidential election, a regional basic income model that should be returned to all local residents according to the characteristics of the region will be presented and selected by the people. 

 

- Finally, the '2022 presidential election' is expected to highlight the basic income between the ruling and opposition candidates as a presidential campaign promise. Although it is a minority party, as an orthodox basic income party, if there is a message to the politicians and the government to the people and civic groups. 

 

It is particularly regrettable that the discussion on basic income is now being narrowly debated because it is too focused on raising financial resources. To make matters worse, the opposition parties view basic income only as a policy to spread money to the people, preventing proper public debate, including discussions about the meaning and purpose of basic income. Basic income goes beyond simply giving money to the people, and is a very effective redistribution policy and a key means of creating a fair economy. As the level of public support for basic income and consent for tax increases is growing, politicians must open a public forum to deliberate on basic income. The Basic Income Party is preparing a vision for the next five years in Korea that will change to the basic income model and basic income payment in Korea, including the launch of the Basic Income Political Action. Basic income will be introduced as an alternative to Korea's innovation and inequality resolution and as a new social contract in the era of the 4th industrial revolution. I hope that we can discuss the five-year vision of Korea together.
