Korea's private debt increase is at the level of international concern.. Household debt repayment capacity has deteriorated significantly
-Reporter Moon Hong-cheol

As Korea's private debt is rising at a faster rate than other countries, it has been argued that household and corporate debt has already exceeded GDP, and household debt has grown faster than income, making its repayment ability significantly weaker.

The Korea Economic Research Institute analyzed the trend of private debt in Korea for the past five years from the end of 2016 to the end of 2020 using statistics such as the Bank for International Settlements (BIS) and the OECD. As a result, it increased by 16.5 percentage points in just five years.

Considering that the increase in the share of household debt in GDP during the same period was 11.2%p on the global average (43 countries) and 6.4%p on the G5 (USA, Japan, UK, France, Germany), this is a fast pace.

Korea's corporate debt growth rate was also faster than that of the G5 countries. The share of Korean corporate debt in GDP increased by 16.7%p from 94.4% at the end of 2016 to 111.1% at the end of 2020. During the same period, the global average (43 countries) increased by 18.0%p and the G5 increased by 14.9%p.

When the Korea Economic Research Institute compares DTI (the size of debt to be repaid as a percentage of income) and DSR (the ratio of principal and interest to income), which are representative indicators that evaluate the level of debt based on income, with the G5, Korea's household debt has grown faster than household income and is repaid. The ability is rapidly deteriorating, he explained.

Between 2015 and 2019, Korea's household DTI increased by 28.3%p, 20 times that of the G5 (1.4%p↑). Household DSR also increased by 1.6%p on average in Korea during the same period, but decreased by 0.2%p in G5.

In the case of companies, as of the end of 2020, Korea's DSR rate was 39.7%, lower than that of G5's 42.7%. In the last five years (2016-2020), the increase in DSR was also 3.7%p in Korea and 6.6%p in G5, indicating that Korean companies' debt repayment ability was relatively good.

The Korea Economic Daily emphasized the need to refrain from preemptive tightening monetary policy than the US, as the private sector's ability to defend against interest rates is weak.

In particular, he pointed out that Korean households are vulnerable to liquidity crises because they have an asset portfolio focused on real estate (63.0% of non-financial assets in 2019), and low-income households may experience difficulties when interest rates are raised due to the large number of households in deficit.

In addition, he explained that although companies have a good defense against interest rates due to their low DSR ratio, the proportion of marginal companies is high, so that small businesses can take a big hit if they raise interest rates.

Choo Gwang-ho, head of economic policy at the Hankyung Women’s Federation, said, “The increase in Korea’s private debt has increased by 33.2 percentage points in the past five years (2016-2020), exceeding the 21.8 percentage point increase in the five years before the US financial crisis (2003-2007). “The pace is very steep,” he said. “It is necessary to increase income faster than debt through the expansion of high-quality jobs, etc., and to ease the private debt ratio.”
