민주당, 10%만 내면 아파트 준다..'누구나집' 1만여채 공급 발표

2기 신도시 유보지 활용해 5천여채 추가 공급 예정

브레이크뉴스 정명훈 기자= 더불어민주당이 10일 집값의 10%만 내면 주택을 분양받을 수 있는 송영길 대표의 '누구나집' 프로젝트를 발표했다.

 

김진표 민주당 부동산특별위원회 위원장은 이날 국회 소통관에서 '서민·무주택자의 내집마련을 위한 수도권 주택 공급방안'을 발표하며 인천·안산·화성·의왕·파주·시흥 등 6개 지역에 누구나집 1만785가구를 시범 공급하겠다고 밝혔다.

 

또한 2기 신도시 유보지를 활용해 5800가구도 추가 공급하겠다고 했다.

 

송영길 대표가 인천시장 재직 시절 제안한 누구나집 프로젝트는 안정적 소득원은 있지만 당장 집을 마련할 목돈이 없는 무주택자, 청년, 신혼부부 등이 집값의 6~16%(거주권 6%, 분양권 10%)만 지급하면, 10년간 시세의 80~85% 수준 임대료를 내며 거주하고 입주시 확정된 집값으로 분양받을 수 있는 제도다.

 

공공임대나 뉴스테이의 경우, 10년 임대 후 분양전환시 발생한 시세차익은 사업시행자가 가져간다. 하지만 누구나집은 사업시행자가 적정 개발이익의 10%만 취하고 시세차익은 입주자에게 돌아간다.

 

시범 공급 대상은 ▲인천 검단 4개 지구(22만㎡) 4225가구 ▲파주 운정지구(6만3000㎡) 910가구 ▲의왕 초평지구(4만5000㎡) 951가구 ▲화성 능동지구(4만7000㎡) 899가구 ▲안산 반월·시화 청년거뮤니티주거단지(2만2000㎡) 500가구 ▲시흥 시화멀티테크노밸리(22만6000㎡) 3300가구 등 총 1만785가구 규모이다.

 

민주당 부동산특위는 올해 안에 사업자를 선정해 2022년 초부터 분양을 추진한다는 목표를 내걸었다.

 

누구나집 프로젝트는 한국토지주택공사(LH)가 직접 개발 및 공급을 담당하며 2022년 중 사전청약을 추진해 2023년 이후 착공한다는 방침이다.

 

또한 이미 기반시설이 갖춰진 2기 신도시내 유보용지의 3분의 1을 주택용지로 활용해 총 4개 지구에 약 5800가구를 추가공급키로 했다. 지구별로 보면 ▲양주회천 1000가구 ▲파주운정3 1700가구 ▲평택고덕 1750가구 ▲화성동탄2 1350가구 등이다.

 

부동산특위 공급 분과 간사인 박정 의원은 "2기 신도시를 보면 아파트를 짓지 않은 유보지가 있는데 사업을 하다 보면 어떤 일이 일어날지 모르니까 활용을 유보해 놓은 지역"이라며 "유보지에도 누구나집 시범사업을 시행하고 이에 따른 주민 요구를 받아들여 공공시설을 만든다면 서로 윈윈할 수 있는 계획"이라고 말했다.

 

2기 신도시 유보지 활용 문제는 국토부와 협의해 마련할 예정이다. 현재는 유보지의 경우 해당 지자체와 입주민 협의 후 주거용이 아닌 자족시설용지로 활용하게 돼 있다. 이 과정에서 유보지를 주거용으로 활용하는 것에 대해 주민들의 의견을 충분히 수렴한 뒤 진행한다는 계획이다.

 

김진표 위원장은 "지자체 돈으로는 유보지에 학교나 공원을 못 짓고 정부도 추가 예산으로 그 지역만 위해서 무엇인가 할 수 없으니 돈을 따로 마련해야 한다"며 "그러면 그 돈은 당연히 주상복합빌딩 올리든가 아파트를 지어야 나오는데 지금으로서는 아파트를 짓는 게 가장 수익이 많이 난다. 거기에서 나온 개발이익의 일부를 기부채납 조건으로 공모하자고 합의가 돼야만 시행이 가능하다"고 말했다.
