더불어민주당 유력 대선주자인 이낙연 전 대표는 16일, 5.18민주화운동 41주년을 앞두고 광주를 찾아 “대한민국이 미래로 나아가려면 국민 사이의 갈등을 완화해야 한다는 생각에서 올해 초 저는 전직 대통령 사면을 거론했다.”며, “그러나 저는 국민의 뜻과 촛불의 정신을 충분히 헤아리지 못했고 그 잘못을 사과드린다.”고 밝혔다.

이어 “시대의 변화와 국민의 요구를 헌법이 수용해야 할 때가 이미 지나고 있다.”며, “그래서 저는 민주주의 성지 광주에서 ‘내 삶을 지켜주는 민주주의’를 위한 개헌을 국민 앞에 제안드린다”고 피력했다. 

 

이 날 이 전 대표는 “오늘까지 저를 키워주신 광주 전남에 감사드린다”며, “그러나 제가 광주 전남을 비롯한 국민의 기대에 미치지 못한 일도 있었음을 고백하며, 깊이 사과드린다”고 밝혔다.

이낙연 전 대표는 “헌법에 국민의 생명권, 안전권, 주거권을 신설. 특히 주거권은 무주택자의 내 집 마련과 고가주택이 아닌 1주택자 장기 거주주택의 세 부담 완화, 전월세 거주자의 주거복지를 위한 근거로서 필요하다. 아동, 노인, 장애인, 소비자의 권리도 새로 규정해야 한다. 이미 헌법에 있는 환경권, 노동권, 교육권은 확대, 강화할 필요가 있다”고 거듭 주장했다.

이 전 대표는 “토지공개념은 토지로 인한 불공정, 불평등을 개선하도록 좀 더 구체화하기를 바란다. 지방 소멸을 막고, 지방재정분권의 실효성을 높이도록 국가균형발전의 내용을 명료하게 규정했으면 한다”고 제안했다.  

 

이어 “이제까지 아홉 차례의 개헌은 국민의 권리보다  권력구조에 집중됐다.  이번에는 달라야 한다. 이번 개헌은 대통령 선거 과정에 각 후보들이 공약하고, 차기 대통령 임기 시작과 함께 바로 추진할 것을 제안한다”고 역설했다.
