중소기업 10곳 중 4곳이 신종 코로나바이러스(코로나 19) 확산 이후 대기업과의 양극화가 심해졌다고 응답했다.

 

중소기업중앙회가 중소제조업 500개 기업을 대상으로 실시한‘대·중소기업간 양극화 해소방안을 위한 의견조사’ 결과를 발표했다.

 

조사 결과, 2021년 기준 기업들이 체감하는 경영상황 및 양극화 문제는 코로나 확산 이전 대비 각 53.4%,  43.8%로 증가했다.

 

대·중소기업간 양극화 주요원인으로 ‘코로나19 등 사회적재난(60.4%)’에 대한 응답이 가장 많았으며, ‘자금조달 능력 차이(54%)’, ‘생산성 차이(45.8%)’, ‘불공정거래(20.7%)’순으로 응답했다.

 

원사업자와의 거래가 ‘공정하다’고 응답한 기업은 53.8%, ‘불공정하다’고 응답한 기업은 7.8%로 조사됐다.

 

주로 발생하는 불공정거래 유형으로는 ‘납품단가 후려치기(44%)’, ‘단가미인하 시 거래선 변경압박(10.8%)’으로 나타났다.

 

작년 납품대금 관련 불공정거래를 경험해 본 중소기업은 4.4%로, 이 중 ‘일방적인 단가인하(68.2%)’가 가장 많았고, ‘대금지급지연(18.2%)’, ‘계약 후 부당금액(4.5%)’이 뒤를 이었다

 

그러나 이에 대한 대응방안으로는 ‘별 다른 대책없이 수용했다’는 의견이 78.6%로 가장 높았다.

대·중소기업간  양극화 해소 방안으로 ‘불공정거래 개선(45.4%)’, ‘이익공유제 등 제도 법제화(25.9%)’, ‘자발적 이익 공유문화 확산(22.7%)’ 순으로 응답했다.

 

이 같은 조사결과는 제도 법제화보다 불공정거래 개선에 대한 중소제조 업체들의 선호가 반영된 것으로 풀이된다.
 
정욱조 중기중앙회 혁신성장 본부장은 “최근 치솟는 원자재 가격 인상에도 불구하고 비용부담은 오로지 중소제조업체에 전가되는 관행으로 중소기업의 성장 역동성이 저해되고 있다”며 “정당한 납품대금 조정만 이뤄져도 이를 통한 이익이 중소기업의 기술개발 및 근로자 처우개선으로 이어지는 선순환 구조가 마련될 수 있다. 이를 기반으로 자생력을 가진 중소제조업이 늘어나야 독일의 히든챔피언과 같은 강소기업이 육성될 수 있다”고 말했다.
