대기업에 인색한 R&D 지원..최근 5년간 투자 증가율 쑥↓

G5 규모 상관없이 R&D 지원 확대 VS 한국 대기업 세제혜택 축소

민간 R&D 투자 증가세가 최근 5년간 둔화된 것으로 나타났다, 이는 대기업의 R&D 부진과, 낮은 R&D 지원 수준이 원인이라는 주장이 제기됐다.
 
한국경제연구원이 2000~2019년 민간 기업 R&D 투자의 연평균 증가율을 5년 단위로 비교해 본 결과, 민간 기업 R&D 투자는 2000년대 초(2000~2004년) 연평균 14.9%의 증가율을 보였으나, 최근 5년(2015~2019)에는 연평균 7.5%로 절반까지 둔화된 것으로 조사됐다. 직전 5년(2010~2014년)의 12.2%에 비해서도 크게 낮은 수치다.

 

한경연은 최근 민간 R&D 투자 증가세가 둔화된 원인으로 대기업의 R&D 투자 부진을 지목했다. 2019년 기준 민간 기업 R&D 투자액 중 대기업 비중은 76.7%로 상당 부분을 차지하는데, 최근 5년(2015~2019년)간 대기업 R&D 증가율은 직전 5년(2010~2014년)간 연평균 증가율 14.1%의 절반 수준인 7.3%로 둔화됐다.

 

한경연은 대기업이 민간 R&D에서 차지하는 비중이 큰 만큼, 이들의 R&D 투자에 따라 전체 민간 R&D의 등락이 좌우된다고 주장했다.

 

OECD 통계에 따르면 지난해 국내 대기업이 세액공제 및 감면 등 R&D 투자에 대해 정부로부터 받은 총 지원액은 R&D 투자액의 2%에 불과했다.
