Kang Deuk-gu, “Over 32% of closed schools nationwide are unused, neglected school forests, and urgently needed to build a control tower utilizing closed schools”

32.3% of the nationwide closed schools are unused or neglected as school forests.

-Site inspection of closed schools once a month in Ulsan, twice a year in Jeju ...Incheon, Jeonnam, and Chungbuk, etc., in many cases that have not been inspected after 2020

-Rep. Kang Deuk-gu, "Ministry of Education-City Provincial Office of Education Closed School Control Tower should be established to establish a regional win-win model"

On the 12th at 9:30 am, Rep. Deuk-gu Kang (Democratic Democratic Party, Manan-gu, Anyang) of the National Assembly Education Committee held a press conference at 9:30 am on the 12th at the National Assembly Communication Hall, ‘to urge the establishment of 409 abandoned schools and control towers utilizing closed schools.’

Rep. Kang Deuk-gu received data from 17 provincial and provincial offices of education and analyzed the data of'the current status of closed school usage, future use plan, and inspection status of rental closures'. As a result, 1,549 lots (32.3%) of the 4,793 closed schools nationwide were unused and school forests. It was found that 2,866 parcels (59.8%) are being used for cultivated land, roads, housing sites, and parking lots.

The closed schools in the state of unused and school forest were 355 plots in Gyeongbuk (35.6%), 323 plots in Gangwon (43.0%), 318 plots in Gyeongnam (46.4%), 207 plots in Jeonnam (29.0%), 103 plots in Gyeonggi (22.0%), and Chungnam. 97 lots (54.8%), Busan 68 lots (91.9%), Incheon 24 lots (49.0%), Jeonbuk 18 lots (8.9%), Jeju 15 lots (16.3%), Chungbuk 13 lots (2.5%), Ulsan 5 lots (33.0%), Sejong 2 lot (50.0%), Gwangju 1 lot (3.9%). On the other hand, in Seoul, Daejeon, and Daegu, there were no closed schools in the state of unused or school forests, and the closed schools were also used as educational facilities or temporary offices of administrative welfare centers.

Regarding the plans to use the school in the future,'self-use' was only 19% of the 4,262 lot, with 810 lots, and'the loan (2,086 lots, 48.9%)' and'sale (918 lots, 21.5%)' were the biggest. Seoul plans to use all 2 of the 2 closed school lots, but in Gyeongnam, it plans to sell 22.3% of the 686 lots or 153 lots and 71.9% of the 493 lots. In addition, it was revealed that Gangwon plans to sell 91% of 197 parcels out of the 216 closed schools and loan 10 parcels (5%).

On-site inspections for leased closed schools were conducted in Ulsan once a month at regular leased closed schools. However, in the case of Jeju, on-site inspections were only conducted twice a year, and in Incheon, Jeonnam, and Chungbuk, the on-site inspections turned out to have not been carried out even once through 2020.

Rep. Kang Deuk-gu pointed out, “The reason that a door-to-door sales company used a closed school in Ganghwa Island, Incheon as a hostel for 10 years without permission, and a case of COVID-19 infection occurred in it was because there was no management of the school closure,” said “Ministry of Education and Provincial Office of Education. This closed school utilization and management control tower was established to create a systematic closed school management system, and as many provincial and provincial offices of education are promoting the sale and loan of closed schools, a regional win-win model should be created so that the closed school can be used in a direction that is beneficial to students and the local community.
