Rep. Han Byung-do and unwed mothers initiated the “Alone Birth” Birth Report Support Act

-Improvements to prevent alienation of birth notifications through maintenance of written regulations replacing birth certificates and support for genetic testing fees

-Clinic Han, “We will try to complement the blind spots of birth notifications for mothers and children who have given birth in vulnerable environments”

In addition, Democratic Party member Han Byeong-do (Iksan-eul, Jeollabuk-do) proposed amendments to the “Family Relations Registration Act” and the “Single Parent Family Support Act” to support single-parent birth notifications for single mothers.

According to the Statistics Korea Population Trend Survey in 2019, there were 1,556 cases of ``alone births'' at places other than hospitals, and in this case, birth registration was delayed or was not made due to the inability to submit a birth certificate prepared by a doctor or midwife. Appeared to have occurred.

In particular, among the recent incidents of child abuse, it has been revealed that the abused child has not even been reported for birth, and there are criticisms that the related system needs to be improved.

Accordingly, a lawmaker revised the 「Act on the Registration of Family Relations, etc.」 so that in the case of a child birth alone, the documents and 119 dispatch records of the person who witnessed the childbirth can be replaced with a birth certificate.

In addition, if the birth cannot be proved, genetic testing costs are incurred in the process of filing a birth through the Family Court, and by revising the 「Single Parent Family Support Act」, the government or local governments can support this.

Through this revision of the law, it is expected that birth notifications for children born in vulnerable environments will be made more quickly and smoothly.

Rep. Han Byung-do said, “It is difficult for mothers and children who gave birth in vulnerable environments such as “alone birth”, and that it is difficult to report births.

Meanwhile, Korea is a low-birth country. However, since 2006, it has invested 225 trillion won in total, but if the budget for indirect support such as university start-up funds and youth housing is subtracted, the actual budget for childbirth and child-rearing is about 85 trillion. This is the ratio of the low-birth budget to GDP, which is only 50% of the OECD average. Even though it is a low-birth country that will disappear first on the planet.

In this regard, the representative proposal of the amendments to the ``Family Relations Registration Act'' and the ``Single Parent Family Support Act'' to support the registration of births of single mothers, such as unwed mothers, etc. It is an initiative. hpf21@naver.com
