Gwangju-Jeonnam Region Achieves Top ‘S-Grade’ in Ministry of Education’s ‘Anchor Project’ Annual Review

First nationwide evaluation across 17 cities and provinces; Gwangju recognized for establishing a university innovation system

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su — The Gwangju-Jeonnam region announced on the 9th that it achieved the highest possible rating—‘S-Grade’—in the first-year annual review of the Ministry of Education’s ‘Regional Growth & Talent Development System (Anchor Project).’

This review, the first since the introduction of the ‘Regional Growth & Talent Development System (Anchor Project),’ comprehensively evaluated the project implementation processes and outcomes for the year 2025 across 17 metropolitan local governments nationwide. As the evaluation period (last year) coincided with a time when Gwangju and Jeonnam operated their projects separately, the assessment was conducted individually for each region.

The results showed Gwangju receiving the top ‘S-Grade,’ alongside Busan and Chungnam. Following them, Gangwon, Gyeonggi, Gyeongnam, Daejeon, and Ulsan received ‘A-Grade’; Gyeongbuk, Daegu, Incheon, Jeonnam, and Jeju received ‘B-Grade’; and Seoul, Sejong, Jeonbuk, and Chungbuk received ‘C-Grade.’

In this evaluation, the Ministry of Education focused less on simple quantitative results and more on whether a foundation had been established to drive the creation of substantive outcomes. Key evaluation criteria included ▲ establishment and operation of implementation systems, ▲ budget securing and support strategies, ▲ operation of projects and specific tasks, and ▲ establishment of performance management systems.

Gwangju received high praise for proactively laying the groundwork for local government-led university innovation. Key factors included the early establishment of a cooperative system where local governments and universities jointly plan and operate projects, the introduction of a competitive open-call method to foster healthy rivalry among universities, and the implementation of systematic performance management. In particular, the establishment of a performance-oriented management system proved effective; this system involved identifying projects tailored to the unique characteristics of each university, strengthening industry-university linkages, and immediately incorporating the results of continuous monitoring and evaluation into project improvements.

Building on the achievement of the "S" grade and its selection for the "Talent Development Project for Supra-regional Growth Engines," the Jeonnam-Gwangju Integrated Special City plans to further strengthen cooperation with local universities and companies. Based on annual review results, the city intends to restructure the project and refine its performance management system, thereby accelerating efforts to cultivate key talent for future strategic industries and establish a foundation for young people to settle in the region.

Min Hyung-bae, Mayor of Jeonnam-Gwangju Integrated Special City, stated, "This 'S' grade is the fruit of the local government-led university innovation system and performance management efforts jointly cultivated by the region and its universities." He added, "We will continue to robustly implement these anchor projects to ensure that university innovation translates into regional industrial growth, employment and startup opportunities for young people, and their long-term settlement in the area."
