Daejeon City Council Member Kim Mi-hee: "Daejeon Office of Education Spending 130 Million Won Just to Rename Existing Meetings?"

Criticism raised regarding budget duplication and waste in the Daejeon Office of Education’s "Outreach Communication Day" initiative.

"How is this different from existing meetings with school principals?" — Criticism regarding bundling campaign pledges into a new budget.

Flawed budget calculations under scrutiny: from "uniform 2-million-won allocations" to "paying rent despite having public facilities available."

The Daejeon Metropolitan City Office of Education is facing sharp criticism from the City Council over its "Outreach Communication Day" project—launched to fulfill a campaign pledge by Superintendent Oh Seok-jin—amidst allegations of redundancy with existing communication channels and reckless new budget allocation.

During the first regular session of the Education Committee (299th session) held on the 9th, Council Member Kim Mi-hee launched a scathing critique of the 132.16 million won budget newly allocated for the "Outreach Communication Day" project in the Office of Education's second supplementary budget plan. She described it as a "classic case of spending money merely for show," noting that the project's added value and the basis for its cost calculations were ambiguous.

The "Outreach Communication Day" is an initiative designed to facilitate discussions on current educational issues by forming a communication consultative body comprising the superintendent and the principals of 448 local schools—including kindergartens, elementary, middle, and high schools, as well as special education schools.

Council Member Kim first raised serious questions regarding how this project differs from existing communication channels that the Office of Education has already been operating regularly, such as meetings with school principals and consultative bodies organized by region or school level. Council member Kim sharply criticized the plan, asking, "What is this new problem—unsolvable through existing communication systems—that necessitates launching a brand-new project?" He questioned whether the initiative was merely a repackaging of ongoing communication activities under the banner of the Superintendent’s campaign pledges simply to secure a separate budget. The point being made is that if the functions and roles overlap with existing communication channels, there is no justification for allocating an additional budget exceeding 100 million won.

A closer look at the detailed cost breakdown reveals even more flaws in the budget planning.

The City Office of Education allocated a total of 100 million won, with 2 million won going to each of the 50 designated hub schools. Council member Kim pressed for a clear explanation: "Is this allocation based on concrete demand projections—such as the actual number of meetings, attendees, and material production costs—or was it simply an arbitrary, uniform distribution of 2 million won per school just because they were designated as hubs?"

An additional 12 million won for facility rentals and 5.76 million won for consultation meeting expenses were also flagged as wasteful spending.

"Why insist on renting external venues when there are plenty of available public facilities, such as the education office itself or local schools?" Kim asked. He pointed out that attaching a new project budget for consultation meetings to what is essentially a standard administrative procedure—where the Superintendent listens to feedback from the field—only serves to demonstrate the poor management of existing operational expenses.

Sharp criticism was also directed at the project's performance indicators. The argument was that quantitative metrics proposed by the City Office of Education—such as participation rates and the number of joint projects identified—are insufficient to justify the value of a project costing over 130 million won. Representative Kim emphasized, “Merely counting the number of meetings held or tasks submitted cannot constitute a true measure of success. Performance indicators must reflect tangible, qualitative changes—such as how many voices from the field were actually incorporated into policy and whether these efforts led to substantive institutional improvements or the resolution of pressing school issues.”

In closing, Representative Kim Mi-hee urged, “I am not opposed to communication with the education community; on the contrary, precisely because such communication is vital, I aim to rectify wasteful budget allocations. We must strictly distinguish between tasks that can be handled with existing budgets and the specific role of this new project, and we must comprehensively re-examine and cut any overlapping budget items.”
