Rep. Kim Jae-won and Institute for People's Livelihood Economy: “Suspicion of 45 Billion Won Fraud in ‘Stem Cell Banking’ by Skyve”

Estimated 15,000 Customers and Storage Fees Approx. 45 Billion Won… Allegations of Unauthorized Cell Handling and Fraudulent Collection of Storage Fees

“Charged Approx. 3 Million Won Per Person Claiming They Could Be Used for Treatment… Requires Clarification of Contracts, Cell Storage, and Export Practices”

Break News, Political Reporter Kim Choong-lyoul = Rep. Kim Jae-won of the Cho Kuk Innovation Party, a member of the National Assembly Culture, Sports and Tourism Committee, and the Institute for People's Livelihood Economy held a press conference at the National Assembly Communication Center on the 9th. They raised suspicions regarding the unauthorized handling of cells and fraudulent collection of storage fees related to Skyve Co., Ltd.’s ‘Stem Cell Banking’ business, urging investigative agencies to conduct a thorough investigation.

Attorney Lee Je-il, Co-Chair of the Legal Committee at the Institute for People's Livelihood Economy, also attended the press conference to explain the rationale behind the complaint and its key details. The Institute for People's Livelihood Economy filed a complaint with the Financial Crimes Investigation Division of the Seoul Metropolitan Police Agency against one corporation and four individuals—Skyve, its current representative Kang, former CEOs Im and Park, and Yonsei Sarang Hospital Director Ko—on charges of violating the Act on the Aggravated Punishment of Specific Economic Crimes (fraud).

According to the complaint, Skyve entered into storage contracts under the name "Cell Banking," informing patients that cells isolated from patients' adipose tissue could be stored and provided to partner hospitals for use if future treatment was required.

The complaint states that the "Stem Cell Storage Certificates" issued by Skyve to patients indicate that the stored cells will be provided to partner hospitals. Furthermore, the "Cell Banking Application Form" also contains provisions stating that simply isolated stem cells will be provided to partner hospitals free of charge.

The complainants estimate the total storage fee to be approximately 45 billion won, based on the fact that patients paid about 3 million won per person in storage fees believing these explanations and contract details, and that the number of storage clients disclosed by Skyve exceeded 15,000. They maintain that the exact number of contract holders, the amount paid, and the actual scale of damages must be determined through an investigation.

On the other hand, the complaint states that Skyve did not obtain the necessary permits for cell processing facilities and human cell management businesses under the "Act on Safety and Support for Advanced Regenerative Medicine and Advanced Biopharmaceuticals." Furthermore, it was revealed that during the investigation by the Ministry of Food and Drug Safety, Skyve stated that it had not transferred any cells to partner hospitals.

Based on these findings, the complainants argued, "The investigation must clearly determine what the cells entrusted to patients, believing them to be 'stem cells,' actually were, whether those cells could have been provided to partner hospitals for treatment, and whether the actual services provided matched the information explained to the patients."

Lee Jae-il, Co-Legal Committee Chairman of the Institute for People's Livelihood Economy, explained at a press conference on the same day, “The core of this case lies in two points.” He stated, “The first is whether the cells entrusted to patients, for which they paid 3 million won believing them to be ‘stem cells,’ are indeed stem cells; and the second is whether the promised service—that the cells would be provided to partner hospitals for use when treatment was needed—was actually provided.”

Attorney Lee emphasized, “We must thoroughly investigate individual patient contracts and payment records, the actual records of cell collection, separation, and storage, whether the cells were transferred to and used by partner hospitals, and the transactions and financial flows between the hospitals and Skyve.” He added, “The Ministry of Health and Welfare and the Ministry of Food and Drug Safety must also disclose to the public what complaints have been received and what investigations have been conducted so far, and re-examine the legality of the project and whether patients have suffered harm from scratch.”

Representative Kim Jae-won stated, “Actual contracts, cell storage, and export status must be thoroughly verified… Health authorities must inspect blind spots in management and supervision.”

Representative Kim Jae-won said, “Given the allegations surrounding a business where patients paid millions of won believing it to be so-called ‘stem cell banking,’ it is necessary to thoroughly verify whether the actual contracts, the status of cell storage and export, and the information explained to patients correspond to the facts.”

He continued, “Investigative agencies must thoroughly determine the roles of hospitals and companies, contract and payment records, and whether the cells were actually used.” He urged, “The Ministry of Health and Welfare and the Ministry of Food and Drug Safety must also closely examine whether there were any blind spots in related management, supervision, and medical advertising.” hpf21@naver.com
