Daejeon City Council Welfare and Environment Committee Adopts Plan for 2025 Settlement Review and Administrative Audit

The Welfare and Environment Committee of the Daejeon Metropolitan City Council conducted a review of the settlement for the 2025 fiscal year and laid the groundwork for the schedule of future administrative audits.

On the 8th, the Welfare and Environment Committee held the 4th meeting of the 299th 1st Regular Session. After thoroughly examining the budget execution details of the relevant departments last year, the committee finalized and approved the plan for the 2026 administrative audit.

During the meeting, council members focused their questioning on project delays, budget carryovers, and inefficient fund management. Council Member Cho Jae-cheol (People Power Party) raised issues regarding the delayed opening and budget carryover of the Bomunsan Forest Recreation Complex, urging that administrative procedures be closely reviewed from the initial stages of the project to ensure it proceeds without setbacks.

Furthermore, pointing out the large amount of unused budget for the water leak reporting compensation system, he called for the revitalization of the system through multifaceted publicity.

Criticism also continued regarding the irrationality of budget formulation and customary execution practices.

Representative Ryu Su-yeol (Democratic Party of Korea) pointed out that the Waterworks Headquarters increased its budget for the following year despite a significant balance remaining in operating expenses, emphasizing the need to settle these balances through a supplementary budget and establish a rational budget structure.

The practice of holding onto large project balances until the end of the year before returning them was also cited as an area for improvement.

Urges for measures to address local pending issues and the management of affiliated organizations followed one after another.

Representative Gu Bon-hwan (Democratic Party of Korea) pointed out the incomplete opening of support facilities surrounding environmental facilities and the structure of excessive labor costs, while also calling for a review of utilizing Daecheong Lake as a tourism resource, such as operating cruise ships, through deregulation.

Representative Seo Da-woon (Democratic Party of Korea) raised the issue of the Social Service Agency exceeding its total labor cost budget and urged for thorough supervision. He also called for field-oriented budget allocation to prevent the occurrence of unused national and municipal funds for eco-friendly dissemination projects. Chairperson Park Eun-hee (Democratic Party of Korea) concluded the meeting by mentioning the difficulties regarding free meal services and the operating costs of senior welfare centers, which have been frozen for years, and urging that substantial budget allocations be made to meet the rapidly increasing demand for senior welfare.
