장동혁 대표는 이재명 정권의 국정 성과 부재와 부동산 및 주가 폭락 사태를 지적하며, 연임 개헌 시도를 중단하고 민생 현안 해결과 3군 사관학교 통폐합 저지에 집중할 것을 요구했다. 정점식 원내대표와 최고위원단 역시 김승원, 용혜인 장관 후보자 등의 자질 부족과 의혹을 '엽기 개각'이자 '총체적 재앙'으로 규정하고, 즉각적인 지명 철회와 인사 라인 전면 재검토를 주문했다.
장동혁 당 대표 발언 및 메시지
국정 연설 비판 및 민생 우선 제안
먼저, 장동혁 당 대표는 여당 지도부의 국회 교섭단체 대표연설에 대해 국정 성과의 부재와 책임 회피를 일갈하며 말문을 열었다. 장동혁 대표는 “이재명 정권의 총리를 1년 반이나 수행했음에도 국정 성과 소개는 거의 찾아볼 수 없었다”면서, “부동산 지옥과 주가 폭락이라는 엄중한 현안에 대해 단 한 마디의 사과도 없었다”고 비판했다.
이어 장 대표는 여당이 제시한 개헌 제안에 대해 “5·18과 부마항쟁을 명분으로 내걸었지만, 그 본심은 연임 개헌을 위한 권력구조 개편에 불과할 것”이라며 “대통령이 연임 불가 선언만 발표한다면 개헌 논의는 즉시 물꼬가 틀 수 있다”고 강조했다. 그러면서 그는 “이재명 대통령의 지지지율이 35% 선까지 위태로운 지경에 이른 만큼 지금 필요한 것은 개헌이 아니라 민생”이라며 “ETF 특검 및 제주 실종 사망 사건 특검을 즉각 실시하고 경찰 개혁을 조속히 추진해야 한다”고 주장했다.
개각 참사 지적 및 내각 전면 철회 요구
장동혁 당 대표는 이번 개각을 ‘국민 포기 선언’으로 규정하며 강도 높은 비판을 이어나갔다. 장동혁 대표는 “이번 인사 개편의 목적은 공소 취소와 좌파 챙기기에 불과하다”며 “김승원 법무부 장관 후보자의 경우 청탁 뇌물 사건으로 인해 멀쩡한 기업의 상장폐지와 개미 투자자들의 피해를 야기한 주가조작 공범 수준의 사안”이라고 지적했다.
또한 용혜인 여성가족부 장관 후보자에 대해서도 “과거 국고보조금을 비판했으면서 의원직 사퇴를 거부하고 편향된 이념 정책만을 고수하고 있다”고 꼬집었다. 이어 장 대표는 “농축산물 가격 폭등으로 추석 밥상 물가가 비상인 상황에서 기본주택 설계자나 영끌 매수 논란이 있는 인사들을 부처 수장으로 앉히는 것은 부동산 지옥을 강행하겠다는 뜻”이라며 “김승원, 용혜인 후보자의 지명 철회를 포함해 민생을 파탄으로 몰아넣는 개각을 전면 철회하라”고 주문했다.
안보 현안 및 3군 사관학교 통폐합 반대
장동혁 당 대표는 국방·안보 분야의 현안과 관련해 정부의 사관학교 통합 추진 정책을 비판했다. 장동혁 대표는 “임관 후 공군사관학교 교관으로 복무하며 대한민국 영공을 지키는 생도들의 열정과 애국심을 몸소 체험했다”며 “명분도 실리도 없는 3군 사관학교 졸속 통폐합은 국방 태세를 근본적으로 약화시키는 행위”라고 목소리를 높였다.
이어 장 대표는 “사관학교는 영공과 국토를 수호할 참군인을 양성하는 요람이며 생도들이 제자리를 지킬 때 가장 빛난다”고 역설했다. 그러면서 그는 “안보와 직결된 중차대한 사안을 제대로 된 의견 수렴 없이 밀어붙이는 정권의 폭주를 좌시하지 않을 것”이라며 “전국의 예비역 및 현역 군인, 국민들과 함께 3군 사관학교 졸속 통폐합을 반드시 막아내고 국가 안보의 기틀을 확립하겠다”고 의지를 밝혔다.
베트남 국회의장 접견 및 외교·경제 협력 논의
장동혁 당 대표는 국회 본관에서 쩐 타잉 먼 베트남 국회의장과 대표단을 접견하고 양국 간의 우호 증진 방안을 논의했다. 장동혁 대표는 “2022년 양국 관계가 '포괄적 전략 동반자 관계'로 격상된 것은 당 집권 시기에 이뤄낸 뜻깊은 결실”이라며 “베트남은 인도·태평양 전략의 핵심 축이자 공급망 협력 및 지역 안정을 위한 중요한 파트너”라고 평가했다.
이어 장 대표는 “2030년까지 양국 교역액 1500억 달러 달성을 목표로 국내 주요 기업들의 투자가 확대되고, 베트남 기업들 역시 글로벌 공급망에 적극 참여하길 바란다”고 제시했다. 아울러 “한국의 ODA 지원 사업이 지속될 수 있도록 정당 차원의 지원을 아끼지 않을 것”이라며 “양국 간 인적 교류 활성화를 위한 항공 노선 다변화와 체류 국민들의 안전 확보에 각별한 관심과 협조를 부탁한다”고 전했다.
정점식 원내대표 발언 및 메시지

대통령 정상외교 및 사법 리스크 성찰 촉구
정점식 원내대표는 최고위원회의에서 대통령의 해외 순방 및 사법 리스크 현안에 대해 직격을 날리며 말문을 열었다. 정점식 원내대표는 “호르무즈 해협 파병 등 엄중한 외교 현안 속에서 국익을 극대화하는 정상외교가 이뤄져야 한다”고 언급한 뒤, “대통령이 연임 불출마 선언 요구에 대해 회피성 발언으로 일관한 것은 책임 있는 자세가 아니다”라고 지적했다.
정 원내대표는 “재판 멈춤 현상과 여권 내부에서 흘러나오는 공소 취소, 면소 법안 개정 논의가 국민적 불신을 키우고 있다”며 “대통령 본인이 직접 연임 포기와 재판에 임한다는 의지를 명확히 선언해 불필요한 논란을 끊어내야 한다”고 강조했다. 그러면서 그는 “국민적 요구를 외면할수록 정권에 대한 신뢰는 하락하고 재판 재개를 촉구하는 민심의 목소리는 더욱 거세질 것”이라고 경고했다.
내각 후보자 자질 검증 및 인사 실패 비판
정점식 원내대표는 장관 후보자들의 도덕성과 자질 부족 문제를 집중적으로 파고들었다. 정점식 원내대표는 김승원 법무부 장관 후보자에 대해 “부작용이 검증된 약품 관련 업체를 국회의원 신분으로 지원하고, 그 결과가 주가조작과 개미 투자자의 피해로 이어진 사건”이라며 “사안의 본질은 민원이 아닌 부적절한 개입에 있는 만큼 즉각 후보자직에서 사퇴해야 한다”고 요구했다.
또한 홍지선 국토교통부 장관 후보자와 관련해서는 “성남·경기 라인의 부동산 정책 점령이자 내로남불의 전형”이라며 “편법 매수 의혹과 부동산 폭락론을 주도한 인선으로는 정부의 부동산 정책이 국민적 신뢰를 얻을 수 없다”고 일갈했다. 이그러면서 정 원내대표는 “인사 참사가 점입가경에 이른 만큼 국정운영의 정상화를 위해 이번 인선안을 과감히 재고해야 한다”고 촉구했다.
기후취약계층 보호를 위한 기후보험 정책 제언
정점식 원내대표는 국회에서 열린 ‘기후취약계층 보호를 위한 기후보험 활성화 정책토론회’에 참석해 기후위기 대응 방안을 제시했다. 정점식 원내대표는 “올여름 기록적인 폭염과 이상기후로 인해 고령층과 야외 근로자 등 기후취약계층의 생명과 건강이 심각하게 위협받았다”며 “기후보험은 재난으로 인한 개인적 손실을 완화하고 사회안전망을 강화하는 핵심 제도”라고 설명했다.
이어 정 원내대표는 “관련 법안이 국회 상임위를 통과해 법적 기반이 마련된 만큼 이제는 정부가 적극적인 재정 확보와 제도 정비에 나설 때”라고 주문했다. 그러면서 그는 “당 차원에서도 기후재난으로부터 국민의 삶을 실질적으로 보호할 수 있도록 예산 편성과 입법 지원을 아끼지 않겠다”고 덧붙였다.
최고위원회의 최고위원 발언
신동욱 최고위원 (李대통령 해외 순방 및 부동산 종부세 개편안 비판)
먼저, 신동욱 최고위원은 이재명 대통령의 프랑스 방문 일정의 실효성에 의문을 제기하며 한미동맹 중심의 외교 기조 전환을 촉구하는 동시에, 정부 세제 개편안에 따른 종부세 부담 증가 수치를 제시하며 부동산 정책 전반을 지적했다. 신동욱 최고위원은 “이재명 대통령이 프랑스에 간 일정을 아무리 봐도 왜 갔는지 알 수가 없다”라며 “할 말이 궁하니까 갑자기 호르무즈 해협 파병 문제를 논의하러 갔다고 하는데, 호르무즈 해협 파병 문제를 왜 프랑스에 가서 논의하는가”라고 비판했다.
이어 “지금 문제는 한미동맹이며 이 문제는 미국과 논의해야 할 사안”이라며 “현재 한미 관계가 완전히 파탄이라는데 프랑스에 가서 파병 문제를 논의한다는 것은 곧이곧대로 들리지 않는다”고 말하며 조속한 귀국을 촉구했다.
또한 신 최고위원은 시뮬레이션 결과를 인용하며 “정부가 세제 개편안을 발표해 국민은행 시뮬레이션 모델을 토대로 서울 25개 구의 34평 아파트 종부세를 예측해 본 결과, 작년 서울 집값 11% 상승을 가정하면 2030년 비거주 기준 과세 대상이 22개구 101개 단지로 증가한다”며 “전체 단지의 종부세 부과액은 현재 589억 원에서 2030년 5263억 원으로 8.9배, 실거주 기준으로도 5.7배 증가하는 것으로 추산됐다”고 설명했다.
그러면서 그는 “정부가 세제 개편안으로 종부세 부담을 줄여주는 것처럼 국민 선전전을 펼치고 있지만, 2030년이 되면 서울 지역은 사실상 모든 집주인이 또 하나의 재산세를 내는 ‘서울시민세’가 늘어나는 상황이 될 것”이라고 꼬집었다. 아울러 “온갖 꼼수를 동원해 자기 집은 팔고 서울시민에게 종부세 폭탄을 안기려는 이재명 정부의 부동산 정책에 대해 국민 모두가 경각심을 가져야 한다”고 목소리를 높였다.
김민수 최고위원 (국가채무 증가 지적 및 김승원 장관 후보 의혹수사 촉구)
김민수 최고위원은 국가채무 급증에 따른 청년 세대의 부담 가중을 경고하고, 김승원 법무부 장관 후보자와 관련된 임상승인 청탁 및 주가조작 의혹에 대한 전면 수사를 요구했다. 김민수 최고위원은 “이재명 대통령이 ‘30년 만에 외환위기 마지막 빚을 갚았다’고 말했으나, IMF 빚을 갚아나간 것은 이재명 정권이 아니다”라며 “이 대통령이 해야 할 말은 자랑이 아니라 2027년 기준 한 해 동안 늘어난 국가채무 106조 원에 대해 국민에게 설명하는 것”이라고 일갈했다.
이어 “2027년 기준 대한민국 국가부채는 1520조 원에 육박해 국민 1인당 채무액이 2949만 원에 이르고, 내년 증가분 106조 원을 청년 985만 명으로 환산하면 청년 1인당 1076만 원의 부채가 얹어지는 셈”이라고 비판했다.
또한 김 최고위원은 김승원 법무부 장관 후보자를 겨냥해 “승인 로비 의혹보다 주가조작에 집중해야 하며 전면적인 수사와 필요시 국정조사 및 특검까지 이뤄져야 한다”며 “2021년 10월 식약처 청탁 두 달 전인 8월 27일, 4개 조합이 세종메디칼 주식을 대량 매수해 183억 원의 시세차익을 냈고, 임상승인 발표 당일 3개 조합이 전량 매도했다”고 지적했다.
그러면서 그는 “4개 조합이 주가조작과 관계가 없는지, 실소유주가 누구인지까지 확인해야 한다”며 “권력과 기업이 밀착해 주가를 조작하고 국민에게 피해를 줬다면 결코 넘어가서는 안 될 일”이라고 꼬집었다. 아울러 “내각을 예비 피고인들로 구성해서는 안 되며, 최소한 국민의 도덕 기준에 맞춘 인물들로 구성해야 한다”고 주장했다.
양향자 최고위원 (개각 인사 참사 비판 및 김현지 실장 경질 요구)
양향자 최고위원은 최근 발표된 내각 개각 인사를 '총체적 재앙'으로 규정하며 관련 후보자들의 자진 사퇴 및 특검 추진, 인사 라인의 전면 재검토를 주장했다. 양향자 최고위원은 “이번 청와대 개각 인사에 대해 국민들은 '이렇게 골라서 모아놓기도 힘들겠다'며 냉혹한 평가를 내리고 있다”며 “공소취소 모임 대표, 제약사 불법 로비 및 주가조작 의혹, 위성정당 비례대표 사퇴 거부, 위장전입, 부정청탁, 중기벤처부 장관에 현장 경험 없는 환경 전문 변호사 지명 등 총체적 재앙 수준”이라고 비난했다.
또한, “출범한 지 15개월밖에 안 된 정권이 벌써 다리가 풀리고 휘청거리기 시작했으며, 정권이 쓰러질 때 가장 먼저 나타나는 현상이 인사 참사”라고 경고했다. 이어 양 최고위원은 특정 후보자들을 지목하며 “김승원 법무부 장관 후보자의 로비 및 주가조작 의혹과 판사 재직 시 음주운전 의혹은 사전 검증에서 걸러졌어야 했다”며 “용혜인 성평등가족부 장관 후보자 역시 불공정과 탐욕, 기본소득당 운영 과정의 가족 개입 및 탈세 의혹 등이 제기된 만큼 의원직과 후보직에서 모두 사퇴해야 한다”고 주장했다.
그러면서 “김승원, 용혜인 두 사람의 범죄 의혹 모두에 대해 특검을 실시해야 한다”며 “선거에서 낙선한 하정우 AI미래기획수석을 국가AI전략위원회에 다시 배치한 것 역시 한심한 처사”라고 꼬집었다. 아울러 “이재명 대통령은 청와대 인사 시스템을 전면 재검토하고, 인사 라인의 핵심이자 월권의 대명사로 불리는 김현지 실장부터 즉각 경질해야 한다”고 전했다.
김재원 최고위원 (김승원 후보자 ‘제넨셀 로비 의혹’ 구체적 정황 제시 및 연임제 개헌론 비판)
김재원 최고위원은 제넨셀 코로나19 치료제 임상승인 로비 사건의 구체적 인물 관계도를 제시하며 김승원 법무부 장관 후보자의 부적격성을 입증함과 동시에, 이재명 대통령의 연임제 개헌 구상을 비판했다. 김재원 최고위원은 제넨셀 창업주 강세찬 교수와 브로커 양수진 씨의 사진을 제시하며 “제넨셀의 국내 임상 2상 승인이 지연되자 브로커 양수진 씨가 등장했고, 승인 직전 강 교수는 비상장 주식 66만 주(63억 원 상당)를 매각해 시세차익을 거뒀으나 결국 신약 개발은 실패했다”며 “실제 제출된 보고서에는 햄스터 실험 중 한 마리가 죽고 3마리의 폐가 부풀어 오르는 등 부작용이 확인됐기 때문”이라고 폭로했다.
이어 김 최고위원은 영장 심사 과정과 김 후보자의 개입 정황을 설명하며 “서울서부지법 정 모 부장판사가 강 교수의 첫 구속영장을 기각했으나 검찰의 재청구로 송경호 판사에 의해 구속됐다”며 “이 과정에서 브로커 양수진 씨와 2004년부터 친분을 유지하며 로비의 정점에 있었던 김승원 후보자는 기소유예 처분을 받았다”고 밝혔다.
그러면서 “김 후보자는 양 씨에게 후원금 계좌번호를 전달하고 ‘네가 잘되면 된다’며 돈을 벌게 해주려 노력하는 등 단순한 관계가 아니라 경제적·인생 공동체에 가까운 모습을 보였다”며 “이런 인물을 법무부 장관에 지명한 것은 국가적 망신이며, 김 후보자는 정밀한 해명과 함께 사퇴해야 한다”고 꼬집었다. 아울러 이재명 대통령의 연임제 개헌론에 대해 “개헌을 통해 실제 연임할 수 있는 사람은 이 대통령 한 사람뿐”이라며 “도둑질을 안 하겠다는 명확한 입장을 먼저 밝힌 뒤 개헌을 논의해야 한다”고 주장했다.
우재준 청년최고위원 (김승원 후보자 ‘오빠 독약 로비’ 의혹 규명 및 지명 철회 촉구)
우재준 청년최고위원은 김승원 법무부 장관 후보자의 제넨셀 임상승인 청탁 의혹을 ‘오빠 독약 로비’로 규정하고, 민원 처치라는 해명을 일축하며 대통령의 즉각적인 지명 철회와 사과를 요구했다.
우재준 청년최고위원은 “김승원 법무부 장관 후보자의 ‘오빠 독약 로비’ 의혹에 대해 녹취와 문자가 공개될 때마다 충격적인 진실이 드러나고 있음에도 제대로 된 해명을 하지 못하고 있다”며 “이것을 국회의원의 일상적인 민원 처리라고 주장한다면 민주당 의원들은 평소에 어떤 민원을 처리하고 다니는지 묻지 않을 수 없다”고 비판했다.
이어 우 청년최고위원은 사건 경과를 정리하며 “제넨셀 측은 햄스터 실험 결과 이상 소견이 발생하자 대학 연구소에 부작용 삭제를 요구하고 조작된 자료로 101억 원대의 국가 지원금을 신청하려 했다”며 “승인이 지연되자 브로커 양 씨의 부탁을 받은 김 후보자가 식약처장에게 직접 연락해 처리 경과를 챙겼고, 이후 승인이 이뤄졌다”고 설명했다.
그러면서 그는 “김 후보자는 양 씨와의 관계를 사적 모임에서 우연히 만난 사이라고 해명했으나, 과거 유흥업소 사건 변호인으로 시작해 서로 오빠·동생으로 부르며 ‘보고 싶어 눈물이 난다’는 대화를 나누는 사이임이 밝혀졌다”고 꼬집었다. 아울러 “이재명 대통령이 공소취소를 해줄 사람을 찾다가 이런 인물을 법무부 장관 후보자로 추천한 것”이라며 “대통령은 김 후보자의 지명을 즉각 철회하고 국민 앞에 사과해야 한다”고 주문했다.
조광한 최고위원 (내각 인사 개편 비판 및 지명 철회 요구)
조광한 최고위원은 최근 단행된 정부 개각 인사의 부적절성을 짧고 강하게 지적하며 관련 후보자들의 즉각적인 사퇴를 촉구했다.
조광한 최고위원은 “이번 개각은 한마디로 엽기적인 인물들로만 채워진 ‘엽기 개각’”이라고 정의하며 말문을 열었다. 이어 조 최고위원은 “주가 조작 의혹을 받는 김승원 법무부 장관 후보자와 가족 주식회사 논란의 용혜인 장관 후보자는 하루속히 사퇴해야 한다며 “국민들은 이러한 ‘엽기 내각’이 구성되는 것을 결코 원하지 않는다”고 피력했다.
임이자 정책위의장 (장관 후보자 논란, 부동산 정책 대안 제시 및 미래대응기금 폐지 촉구)
마지막으로 임이자 정책위의장은 주요 장관 후보자들의 도덕성을 비판하는 한편, 9·7 부동산 대책 1주년을 맞아 민간 재개발·재건축 완화 대안을 제시하고 정부의 ‘미래대응기금’ 추진 철회를 요구했다.
임이자 정책위의장은 “김승원, 용혜인 두 장관 후보자는 각각 ‘가족협동조합’과 ‘가족소득당’이라는 기막힌 공통점을 갖고 있으며, 국민들은 장관 후보인지 세금 빨대 일가인지 묻고 있다”며 “가족 비즈니스로 국민을 우롱한 두 후보자에 대한 지명을 즉각 철회해야 한다”고 촉구했다.
이어 부동산 정책과 관련해 임 의장은 “정부의 9·7 부동산 공급 대책 발표 1년 성적표는 처참하다”며 “민주당은 민간 재개발과 재건축 용적률을 법적 상한의 최대 1.3배까지 과감히 완화하고, 재건축초과이익환수제 폐지 또는 합리적 개편 방안 협상에 즉각 응해야 주택 대란을 막을 수 있다”고 대안을 제시했다.
그러면서 정부의 미래대응기금 신설 추진에 대해 “이것은 빚을 미래세대에 떠넘기고 돈을 당장 써버리는 ‘미래소멸기금’에 불과하다”며 “국회 통제를 벗어난 정권의 쌈짓돈으로 전락할 미래대응기금을 끝까지 막아낼 것이며, 정부와 여당은 이를 즉각 폐기해야 한다”고 목소리를 높였다.

국민의힘 산업통상자원중소벤처기업위원회(산중위) 위원 일동은 민주당의 메가특구특별법 정무위원회 이관 추진을 '상임위 쇼핑' 꼼수로 규정하며 즉각 철회를 요구했다.
산중위 위원 일동은 “민주당과 이재명 정부가 메가특구특별법을 소관 상임위인 산중위가 아닌 정무위로 이관해 처리하겠다는 방침을 공식화했다”며 “이는 국회 입법권의 근간을 훼손하고 국민을 기만하는 비겁한 꼼수”라고 지적했다.
산중위 위원들은 "국회법 제81조 제2항에 따라 안건 소관이 명백하지 않을 때만 상임위를 결정하는데, 메가특구법의 핵심 내용인 특구 계획 수립과 지정 심의 등은 산업통상자원부가 주무부처로서 수행하며 장관 역시 이를 인정한 바 있다"고 강조했다.
또한 "이번 이관 시도는 산중위 위원장이 국민의힘 소속이라는 점을 피해 자당 위원장 상임위로 안건을 돌리려는 정략적 판단에 불과하다"며 "산중위에 계류 중인 RE100산단법까지 정무위에서 함께 처리하려는 것은 나쁜 선례를 남기는 행위"라고 비판했다.
그러면서 위원들은 "민주당은 정무위 이관 시도를 즉각 철회하고 산중위에서 심도 있는 심사가 이뤄지도록 협조해야 한다"며 "국회의장 역시 정치적 중립성에 맞게 소관 상임위 원칙을 지켜달라"고 촉구했다. 아울러 "국민의힘은 이번 상임위 쇼핑 시도를 좌시하지 않고 당 차원에서 적극 대응해 나갈 것"이라고 덧붙였다.
