As the security environment on the Korean Peninsula faces a fundamental turning point due to the possibility of a large-scale additional troop deployment by North Korea and the deepening military ties between North Korea and Russia, voices have been raised in the National Assembly urging the government to make preemptive and forward-looking policy changes to protect national security interests on the Korean Peninsula. These changes include providing Ukraine with the domestically produced air defense missile system ‘Cheongung-II’ and dispatching a war training analysis team. Representative Yoo Yong-won of the People Power Party, a member of the National Assembly's Defense Committee, held a press conference at the National Assembly Communication Center at 10:00 AM on August 18 and released a statement urging the government on national defense and security under the theme, "Active Consideration of Support for Cheongung-2 in Preparation for Additional Deployment of North Korean Troops to Ukraine."

Representative Yoo warned of the serious repercussions that the prolonged war in Ukraine and the close relationship between North Korea and Russia would have on South Korea's security, and called for a departure from existing principled response guidelines to engage in more strategic security decisions.

Starting the press conference, Representative Yoo began by stating, "Recently, the Ukrainian government mentioned the possibility of a large-scale additional deployment of North Korean troops and urgently requested air defense weapon support from our government." Representative Yoo pointed out, "However, the government's response merely reaffirmed its existing principle of 'reviewing humanitarian and non-military assistance as well as measures for peace restoration and reconstruction.' While I understand the government's cautious stance, the current security situation is fundamentally different from the early stages of the war when we established our principles."

Representative Yoo went on to point out the dangerous escalation of military cooperation between North Korea and Russia. He explained, “Since signing the ‘Treaty on Comprehensive Strategic Partnership’ with Russia in 2024, North Korea has supported the war effort by providing approximately 20,000 troops, ballistic missiles, and artillery shells, while securing economic and military compensation.” He added, “Recently, the possibility has been raised that an additional 30,000 to 50,000 North Korean troops could be deployed.”

He emphasized, “If the additional deployment of North Korean troops becomes a reality, it is all too obvious that troops with combat experience in the world’s fiercest battlefields and advanced weapon systems with proven performance will return as a threat aimed at the Republic of Korea.” He continued, “In the face of this grave security reality, the government must make a cool-headed judgment on whether merely repeating past principles is truly the best choice to protect the Republic of Korea’s security and national interests.”

In particular, Representative Yoo cautioned against public misunderstandings and clearly established the essence and justification for providing air defense weapons. "We are not proposing to provide offensive weapons to Ukraine right now," he stated, dismissing the idea. "The air defense system requested by Ukraine is not a weapon intended to attack an opponent, but a representative defensive weapon designed to protect the lives of its citizens and national infrastructure from missile and drone attacks." He added, "Given that most of the casualties in Ukraine caused by Russian missile attacks are civilians, there is sufficient justification for humanitarian aid." At the same time, he conducted a precise analysis of the practical security benefits that would result from providing domestically produced air defense systems.

Representative Yoo argued, "North Korea has deployed over 140 KN-23 and KN-24 missiles into combat in Ukraine and is dramatically improving their accuracy. If we can obtain combat data against North Korean KN-23s and KN-24s by providing the Cheongung-2 to Ukraine, it would be of great help in responding to the growing threat of North Korean short-range missiles." He urged, “Our government must proactively review what effect supporting air defense systems, including the Cheongung-2, will have on the security and national interests of the Republic of Korea.” At the press conference that day, Representative Yoo Yong-won proposed four specific demands to the government.

First, actively review plans to provide air defense weapons to Ukraine based on the security and national interests of the Republic of Korea; second, closely analyze the tactics and weapon systems of the North Korean military and prepare countermeasures through military cooperation with allies such as the United States and Ukraine, as well as the dispatch of a war-learnings analysis team; third, expand humanitarian aid to lay the foundation for future participation in peace restoration and reconstruction, and fulfill the necessary role for the prompt repatriation of North Korean prisoners of war; and fourth, strengthen international cooperation in response to troop deployments to North Korea and the expansion of North Korea-Russia cooperation, and perform a responsible role for international peace.

In particular, Representative Yoo emphasized the urgency of war-learnings analysis in preparation for the rapid changes in the modern battlefield. “There was a recent instance during a joint exercise between the U.S. and Ukrainian forces where a U.S. armored brigade was annihilated within a short period of time by a drone attack from a Ukrainian unmanned systems regiment,” he said, raising his voice. “Preparing countermeasures against the North Korean military, which is developing practical combat experience including drone warfare on the battlefield, is an urgent task directly linked not only to the outcome of future battles but also to the lives and deaths of our soldiers.”

He further urged, “The government must seriously recognize this reality.” Reminding the government of the spirit of the Constitution of the Republic of Korea, Rep. Yoo once again pressured the government for a responsible decision. “Article 5 of the Constitution of the Republic of Korea stipulates that ‘the Republic of Korea shall endeavor to maintain international peace and renounce aggressive war,’” he noted. “This means that the Republic of Korea, as a member of the international community, must fulfill its role and responsibility to safeguard international peace.”

He then sharply remarked, “Peace is not preserved by turning a blind eye to the suffering of friendly nations and allies or by standing by while armed invasions occur,” adding, “It can only be protected when there is a strong national defense capability, a steadfast alliance, and the strength and will to confront any security threat.”

Finally, he concluded his remarks by warning of the complex security crisis surrounding the Korean Peninsula. Representative Yoo criticized, “The security situation surrounding the Korean Peninsula is becoming increasingly grave, as concerns over a vacuum in the combined defense posture are growing following the Trump administration’s directive to drastically reduce ROK-U.S. joint military exercises, in addition to North Korea’s successive missile launches and provocations near the Demilitarized Zone.” He continued, “I once again strongly urge the government to coolly face this reality and take more strategic and responsible steps to protect the security and national interests of the Republic of Korea.”

Political discussions regarding the dispatch of a war learning analysis team to Ukraine and the provision of air defense weapons are expected to intensify, centered around the National Assembly’s Defense Committee. Furthermore, amidst the complex interplay of global security variables—such as changes in U.S.-Russia relations and the possibility of the Trump administration altering its joint military exercises policy—our government faces a critical juncture where it must make flexible and pragmatic strategic decisions to maximize national interests and security assets, rather than remaining confined within the existing framework of non-military support.                    hang5247@hanmail.net
