이번 사안은 지난 2025년 9월 22일, 신안군 정원산림총괄과가 정원수협동조합에 ‘사계절 꽃피는 1섬 1정원화 조성을 위한 2026년 정원수 구입 계획 알림’ 공문을 발송하면서 시작됐다.
