경기도교육청 예산결산특별위원회 이채명 위원장이 지난 11일 의회상담소에서 장애인·노인 자립지원 관계자와 만나 장애학생의 안전한 화재대피를 위한 학교 안전체계 개선방안을 논의했다.
이날 간담회에서는 일부 학교의 화재대피용 안전물품이 학생들의 눈높이보다 높은 곳에 설치돼 있거나, 비상망치로 보관함을 파손해야 꺼낼 수 있는 구조로 관리되고 있다는 현장 사례가 공유됐다.
특히 유치원생과 초등학교 저학년 학생, 휠체어 이용 학생과 시각·청각·발달장애 학생은 화재 발생 시 안전물품을 찾아 사용하거나 신속하게 대피하는 데 어려움이 클 수 있어 장애 유형과 학교 공간구조를 반영한 맞춤형 대책이 필요하다는 의견이 제시됐다.
화재감지 장치의 오탐·미탐 가능성과 정전·통신두절 상황에서의 작동 여부, 장애 유형별 안전물품 사용 편의성, 소모품 교체주기와 유지관리 비용 등을 종합적으로 점검해야 한다는 지적도 나왔다.
이채명 위원장은 “학교에 방연마스크가 비치돼 있다는 사실만으로 학생의 안전이 확보됐다고 볼 수 없다”며 “실제 화재가 발생했을 때 어린 학생과 장애학생이 안전용품을 직접 꺼내 사용할 수 있는지, 지체 없이 대피할 수 있는지를 현장에서 확인해야 한다”고 말했다.
이어 “휠체어 이용 학생과 시각·청각·발달장애 학생은 화재를 인지하고 대피하는 과정에서 필요한 지원이 각각 다르다”며 “학교의 화재안전 체계를 장애학생의 눈높이와 이동 특성에 맞춰 세밀하게 점검해야 한다”고 강조했다.
이날 간담회에서는 경기도교육청의 장애인 고용부담금과 장애인 표준사업장 연계고용 활성화 방안도 논의됐다. 장애인 표준사업장과 학교에 필요한 물품·용역을 연계하면 장애인 일자리 창출과 함께 관련 기준에 따라 교육청의 장애인 고용부담금을 일부 감면받을 수 있다는 설명이다.
이 위원장은 “위기 상황에서 가장 대피하기 어려운 학생을 기준으로 학교의 경보, 초기 대응, 대피, 훈련, 유지관리 체계 전반을 살펴봐야 한다”며 “현장점검과 관계 부서 협의를 거쳐 특수학교에 적용할 수 있는 장애학생 맞춤형 화재대피 안전모델을 마련할 수 있도록 경기도 차원에서 노력하겠다”고 밝혔다.
