작물별로는 벼가 32.3ha(전체 재배면적의 0.02%), 콩이 21.2ha(재배면적의 0.17%) 등으로 집계돼 밭작물과 벼농사 모두에서 생육 부진 및 시듦 현상이 심화되고 있다.

Jeonnam-Gwangju on High Alert Due to Prolonged Drought and Heatwave… All-out Effort to Minimize Damage to Agriculture and Livestock

Cumulative Precipitation at 82% of Average Level, Reservoir Water Levels Remain at 44.1%, Deepening Worries Among Farmers — 103.7 Ha of Damage to Rice and Soybeans, 321,000 Livestock Deaths… Requests for Emergency Water Supply and Government Support — Number of Farmers Suffering from Heat-Related Illnesses Surpasses 70, Intensive Safety Management and Technical Guidance for the Elderly Being Implemented

(Break News Jeonnam-Gwangju) Reporter Lee Hak-su = As damage to the agriculture and livestock sectors—including crop withering and livestock deaths—continues due to the persistent severe drought and continuous heatwave, the Integrated Special City of Jeonnam-Gwangju is making all-out efforts to minimize damage by activating an emergency supply of agricultural water and a customized support system for farmers. According to statistics compiled by the Jeonnam-Gwangju Integrated Special City, as of the 11th, the total area of crop damage caused by drought and heatwaves within the jurisdiction was confirmed to reach 103.7 hectares (across 17 cities, counties, and districts). By crop type, rice accounted for 32.3 hectares (0.02% of the total cultivated area) and soybeans for 21.2 hectares (0.17%), indicating that stunted growth and wilting are intensifying in both field crops and rice farming.

The damage in the livestock sector is even more severe. With livestock deaths due to high-temperature stress continuing day after day, it was found that a total of 321,000 animals, including chickens, ducks, and pigs, have died across 218 farms in 19 cities and counties.

The main cause of this damage is the prolonged weather-related drought. Cumulative rainfall in the Jeonnam-Gwangju region so far this year stands at 738.2 mm, remaining at only 82.0% of the average for the same period (900.1 mm). Consequently, the average water level of the 3,206 reservoirs within the jurisdiction has dropped to a mere 44.1%, falling to 68.2% of the average (64.7%), raising concerns over securing agricultural water.

The Jeonnam-Gwangju Special City has launched immediate emergency recovery and water supply measures, focusing on drought-vulnerable areas where reservoir levels have dropped significantly. While organically linking and operating nearby pumping stations to bring in agricultural water, the city is also urgently deploying all available vehicles and equipment—including fire trucks, wildfire suppression vehicles, and water tankers—to directly irrigate parched farmlands.

The city is also actively pursuing proposals to the central government to resolve institutional and financial difficulties on the ground. On the 5th, the Special City strongly requested relevant ministries, including the Ministry of Agriculture, Food and Rural Affairs, to allocate additional tax-exempt fuel for agricultural pumps in drought-stricken areas. In addition, the plan is to substantially alleviate the burden of fuel costs on farmers by proposing the inclusion of drought-resistant equipment in the list of eligible models for the fuel price-linked subsidy program for tax-exempt agricultural fuel.

Furthermore, to help affected farms regain business stability early, farmers enrolled in crop insurance are being guided to promptly report damages to local agricultural cooperatives. The government is also sparing no administrative support to ensure that on-site investigations are completed early so that insurance payouts can be disbursed as soon as possible.

On-site, hands-on farming guidance, conducted jointly with the Agricultural Research and Extension Services, has also been significantly strengthened. To aid the recovery of crops whose growth has been stunted by high temperatures and drought, field guidance teams are operating to provide customized technical support for individual farms, covering topics such as foliar application of nutrients and timely spraying of pesticides.

To prevent damage to livestock farms, high-temperature stress relievers and nutrients are being rapidly distributed. In addition, the city is focusing on lowering mortality rates by encouraging the operation of ventilation fans and misting devices, inducing a reduction in livestock numbers by approximately 10% to maintain appropriate stocking densities, and actively recommending the early shipment of livestock nearing their market time.

Drought and heatwaves are threatening not only crops but also the lives and safety of farmers. As of the 9th, the number of heat-related illnesses among farmers in the jurisdiction totaled 70, an increase of 14 compared to the same period last year. Notably, the elderly aged 70 and older accounted for nearly half of the total cases, with 32 people (45.7%), highlighting the need for intensive management of elderly farmers.

The Jeonnam-Gwangju Integrated Special City has advised farmers to suspend outdoor farming activities during the midday hours (12 PM to 5 PM) when the heatwave is most intense, and has deployed heat-related illness prevention personnel and safety managers to the field. They are operating a close safety management system by delivering preventive measures and checking health conditions through village patrols, inspections of heat shelters, and visits to elderly farming households.

Jeong Won-jin, Head of the Food and Horticulture Division of Gwangju Metropolitan City, Jeonnam Province, emphasized, “As farmers are facing deepening distress due to the prolonged heatwave and drought, the most important factors are the safety of farmers’ lives and the minimization of damage to agricultural and livestock products.” He added, “We will significantly strengthen on-site surveillance and monitoring, and promptly deploy available local government budgets and equipment to do our utmost to overcome the drought and stabilize farm management.”
