Gwangju Citizens' Coalition for Economic Justice: “Immediately Stop Hasty Push for Conversion of Gwangju’s 5 Autonomous Districts into General Cities Without Citizen Consent”

Demanding explanations from district heads, urging Special City Mayor Min Hyeong-bae to take responsible action and make a final decision through a referendum

(Break News Jeonnam Gwangju) Reporter Lee Hak-su = The Gwangju Citizens' Coalition for Economic Justice (hereinafter Gwangju CCEJ) issued a statement on the 12th, characterizing the recently accelerating push to convert five autonomous districts in the Gwangju region into general cities as "hasty administration lacking citizen consent" and demanding an immediate halt.

This controversy began in conjunction with the plan to launch the Jeonnam-Gwangju Integrated Special City. The issue has emerged as a major point of contention in the political arena following a proposal last June by the Council of the Five District Mayors of Gwangju to establish special provisions in the Special Act to convert autonomous districts into general cities in line with the launch of the Integrated Special City. This was followed by Representative Yang Bu-nam’s introduction on August 10 of an amendment to the Special Act, which includes reorganizing the city into five general cities: Donggwangju-si, Seogwangju-si, Namgwangju-si, Bukgwangju-si, and Gwangju Gwangsan-si.

In a statement, the Gwangju Citizens' Coalition for Economic Justice (CCEJ) emphasized, "The conversion of autonomous districts into general cities is not merely a matter of changing administrative district names; it is a matter that has a significant impact on the distribution of authority and finances between the city and districts, urban planning, resident tax burdens and administrative services, and ultimately, the city's overall competitiveness." The CCEJ further expressed strong regret, stating, "To date, citizens have not been provided with sufficient information, and there has been absolutely no process of social deliberation regarding objective verification of financial benefits, administrative costs, or potential side effects."

Subsequently, the CCEJ presented four key demands to rectify the direction of discussions on the administrative system reform. First, the five district heads must halt their unilateral push and provide a transparent explanation to the citizens.

The district heads are citing the expansion of fiscal and autonomous powers—which are limited compared to the cities and counties of Jeonnam Province—as a justification to resolve potential disadvantages that may arise after the launch of the unified special city. However, the Citizens' Coalition for Economic Justice (CCEJ) pointed out that such expansion does not immediately translate into benefits for residents. Their position is that the scale of revenue growth for each autonomous district, the administrative tasks and costs that must be newly borne, and the impact on balanced development resulting from urban fragmentation must be clearly reviewed. In particular, stating that "demanding only authority without explaining the associated responsibilities and costs is not local autonomy," they demanded that unilateral promotion cease and that public debates and resident briefings be held.

Second, they demand a responsible attitude and a clear stance from Gwangju Special City Mayor Min Hyeong-bae.

It is pointed out that since this reorganization plan involves redesigning the administrative and financial structure of the entire Gwangju Special City, the role of Mayor Min Hyeong-bae, the highest administrative official, is decisive. The Citizens' Coalition for Economic Justice (CCEJ) stated, "The Mayor of the Special City must not be limited to merely acting as a messenger conveying the demands of district heads to the central government or the National Assembly." They urged the mayor to meticulously analyze the financial disparities among autonomous districts, intensified competition, and potential urban fragmentation that would arise from the division into five cities, and to promptly disclose to the citizens their stance for or against the issue, as well as their principles for response.

Third, they demanded an end to closed-door discussions among politicians and heads of local governments, and called for an immediate public forum.

While the conversion to a general city is cited as having the advantage of strengthening resident-oriented administration, the side effects—such as the weakening of urban identity, increased administrative costs, and overlapping development projects—are also significant. The CCEJ criticized the current method of proposing a bill first and explaining it afterward as putting the cart before the horse. They emphasized the need to establish an open forum involving the Gwangju Special City, the five autonomous districts, the National Assembly, experts, and civil society to undergo a deliberative process.

Fourth, they demanded that the final decision be made by the citizens through a referendum. It was made clear that changes to the administrative system and fiscal allocation structure cannot be decided by the judgment of a few politicians or heads of local governments, as they are directly linked to the taxes paid by citizens and the delivery system of administrative services. The Citizens' Coalition for Economic Justice (CCEJ) proposed that if the plan is to continue even after undergoing a public deliberation process, a referendum to directly gauge the will of the residents of the relevant autonomous district must be held.

In a statement of urging action, the Gwangju CCEJ repeatedly emphasized the following demands: ▲ the immediate cessation of administrative reform without citizen input, ▲ the detailed disclosure of the effects and responsibilities regarding the transition, ▲ the presentation of a clear position and countermeasures by Special City Mayor Min Hyung-bae, ▲ the immediate withdrawal of the National Assembly's amendment to the Special Act, and ▲ a final decision through a referendum. The CCEJ also expressed its intention to monitor and respond to the end to ensure that the administrative reform does not degenerate into a means of expanding the authority of local government heads or serving political interests.
