예 그 물치항 우리 수산물 종합 판매장 건립 취지 자체가 사실은 그 외부 자본하고는 관련이 없고요.
실질적으로 우리 지역의 어민들의 실질적인 소득이라든가 또 판로 확보 이런 부분들을 위해서 추진하고 있는 그런 사업입니다.

우리 그 주민들이 소외 된다라고 하게 되면 사실 그것은 성장하는 것이 아니라 오히려 실패한다, 실패한 어떤 그런 모습이라고밖에 판단할 수 없습니다.
실질적으로 우리 양양의 가장 어려웠던 부분들이 관광객들이 머물러 있어야 되는데 그냥 스쳐 지나가는 그러한 어떤 관광의 어떤 패턴을 가지고 있다 보니까 지금까지 굉장히 어려웠습니다.
그래서 관광에 대한 부분들을 이제는 머무르는 관광으로 좀 만들어서 거기에서 창출되는 관광 이익이 우리 골목 상권이라든가 또 소상공인 또 지역 주민들한테 돌아가는 그런 부분들로 이제 설계할 생각이고요.
그리고 또 대중 목욕탕이라든가 교육 복합 커뮤니티 센터, 버스 공영제 제가 준비한 어떤 공약들을 통해서 우리 정주 인프라에 대한 부분들을 좀 더 확대시키고 우선순위에다 놓고 실천을 해 나갈 생각입니다.
그리고 앞으로 그 서핑에 대한 부분들이라니까 우리 신규 관광지 등을 이렇게 관리할 때 민간협의체를 통해서 우리 주민들과 또 상인들 전문가들이 어떤 그 함께 서로 대화하고 소통해서 거기에서 나오는 어떤 그런 결과물을 가지고 형성해 나가는 그런 풍토를 만들 생각입니다.
그리고 마지막으로 우리 관광객에 대한 어떤 증가 생활용 인구들이 굉장히 많이 에 높아지고 있는데요.

지금까지 우리 인구 소멸 대응 기금 자체가 양양군 현안 사업 중에서 가장 컸던 오색 케이블카 사업에 많이 이제 주력이 됐습니다.
그런데 지금 현재 오색 케이블카 사업이 사실은 가설삭도 문제로 인해서 시간이 좀 딜레이가 되고 있는 입장에 있습니다.
그래서 지금부터는 그 하드적인 부분들이 아니라 소프트웨어적인 부분들에 대한 예산 대응을 좀 시켜가지고요.
그 우리가 단순하게 어떤 시설물 중심이 아니라 일자리라든가 또 우리 새로운 어떤 사업들 이런 전개되는 부분들에다가 연결되는 어떤 구조를 만들려고 하고 있습니다.

하지만 막대한 국·도비와 민자 유치가 필수적인 만큼 최근의 경기 침체 상황에서는 자칫 지자체가 떠안아야 할 재무적 리스크로 돌아올 수 있다.라는 우려도 크게 얘기가 나오고 있는데 민자 유치 차질 등 돌발 변수에 대한 대비 아이 혹시 플랜 B와 재원 조달의 안정성을 어떻게 확보하고 계시는지 한 말씀 부탁드립니다.

우리 양양군이 가장 좀 어려운 부분 중에 하나가 자체 재원에 대한 어떤 부족함입니다.그래서 우리가 지금 K-연어 산업 진행하고 있는 부분들에 대한 결과도 이번 9월 달에 이제 정부 예비타당성 조사에서 좋은 어떤 평가를 받아야지만 한 단계 업 시킬 수 있는 부분들입니다.
아마 이 K-연어 산업에 대한 부분들이 진행이 제대로 간다 그러면 아마 일자리 창출이라든가 이런 부분들은 충분히 저희가 담보할 수 있다 하는 자신감을 가지고 가는 부분들이고요.역세권 사업에 대해서도 과거에 진행됐었던 방법에서 좀 방법을 지금 달리 하고 있습니다.
역 주변에 공공시설 위주로 진행을 우선적으로 하고요. 그 뒤에 민자 사업들에 대한 것이 다시 이제 붙어서 이렇게 이어갈 수 있는 그런 형태의 역세권 사업에 대한 준비를 하고 있습니다.
처음에 했던 것은 전체적으로 공공 단지뿐만 아니라 민간 사업까지를 다 포함해서 도시 개발 사업을 진행했었는데 그것은 지금 현재 양양 입장에서 우리가 재원이라든가 또한 사유지 매입이라든가 여러 가지의 문제점이 있기 때문에 우선은 공공시설에 대한 부분들을 주 테마로 진행을 하고 그 테마가 제대로 성공을 했을 때 민간 자본들이라든가 이런 걸 통해서 사유지라든가 이 매입을 통해서 아파트라든가 이런 게 들어올 수 있는 그런 방향으로 이제 가져가고 있고요.

예 지금 이제 양양공항에 대한 것이 아직까지도 애물단지처럼 이렇게 많이 인식이 돼 왔습니다.
플라이 강원이라는 부분들이 한 번 실패를 거두고 지금 이제 파라타 항공이 어 인수를 해 가지고 지금 진행하고 있는데 지금 현재는 양양에서 제주 노선 중심으로 뛰고 그다음에 이제 외국에 전세기 정도 뛰는 상황에 있습니다.
지금 파라타 항공이 내년 3월까지 아마 상하이 노선 준비하고 있는데요.저는 양양공항을 이용해서 일본 쪽 노선 부분들을 지금 계속 국토부에 건의를 하고 있고요.공항공사 쪽에도 이야기를 하고 있습니다.
어떻게 보면 인천공항보다는 우리 양양 국제공항이 일본 쪽이나 동남아 노선에 대한 경쟁력이 굉장히 높을 수 있다라는 부분도 가지고 있고 또 그 공항에 그렇게 되면 시너지 효과가 충분히 또 만들어질 수 있다고 보고 있습니다.
