충남 태안군에서 소나무재선충병이 속수무책으로 확산하며 산림 생태계가 무너질 위기에 직면했다.
윤희신 태안군수가 예산과 인력 확보를 위해 중앙부처와 도청을 잇따라 찾는 등 총력전에 나섰지만, 피해가 통제 불능 수준으로 불어난 뒤에야 소동을 벌이는 전형적인 ‘뒷북 행정’이라는 비판을 피하기 어렵게 됐다.
12일 태안군에 따르면 윤희신 군수는 대전정부청사를 방문해 박은식 산림청장을 면담하고 2027년도 재선충병 방제 사업비로 국비 50억 원을 지속 지원해 줄 것을 강력히 요청했다.
앞서 지난 4일에도 충남도지사를 만나 도비 30억 원 지원과 산림재난대응단 인력 증원을 건의한 바 있다.
태안군이 이처럼 사활을 거는 이유는 전체 산림의 69%(1만 5,057ha)를 차지하는 소나무림이 고사 위기에 처했기 때문이다.

올해 시료 채취를 통해 확정된 감염목만 3만 4,783본으로 전년(749본) 대비 무려 46배 폭증했다.
현장 전문가들 사이에서는 이미 관내 감염목이 20만 본을 넘어섰다는 암울한 전망까지 나오는 실정이다.
그러나 지자체의 대응은 확산 속도를 전혀 따라가지 못했다.
피해가 눈덩이처럼 불어나자 태안군은 뒤늦게 지난 8월 3일 전담 TF팀을 신설하고, 8월 5일 자로 군 전역이 특별방제구역으로 지정되는 등 후속 조치에 나섰다.
사전 예찰과 초동 방제에 실패해 감염이 군 전역으로 걷잡을 수 없이 번진 이후에야 부랴부랴 전담 조직을 만들고 예산 확보에 뛰어든 셈이다.
지역 주민과 산림 전문가들은 초기 대응 타이밍을 놓친 행정 공백이 사태를 키웠다고 입을 모은다.
예산과 인력 부족만을 탓하며 중앙정부에 손을 벌리기 전에, 확산 조짐이 보이던 시기에 선제적인 방제에 나서지 못했던 안일한 대처부터 성찰해야 한다는 지적이 거세다.
윤희신 태안군수는 “태안의 해송림은 군민의 재산이자 관광의 핵심 자원인 만큼 무슨 수를 쓰더라도 반드시 지켜내겠다”며 강력한 방제 의지를 피력했다.
