【브레이크뉴스 경북】이성현 기자=경상북도가 식품산업을 미래 성장 분야로 육성하기 위한 전담 조직을 새롭게 꾸렸다. 지역 농수산물과 전통 식문화에 첨단기술과 한류 콘텐츠를 결합해 K-푸드의 세계화를 추진한다는 구상이다.
경북도는 10일 도청에서 ‘식품한류산업국’ 출범을 알리는 현판식을 열고 본격적인 업무에 들어갔다고 밝혔다.
이날 행사에는 이철우 경북도지사를 비롯해 김대진 경북도의회 문화환경위원장과 한국식품연구원 경북본부, 경북바이오산업연구원, 경북대학교 특수식품연구소, 한국외식업중앙회 경북지회, 경북식품수출기업협회 등 관계기관 및 식품업계 관계자들이 참석했다.
식품한류산업국은 식품산업과 푸드테크, 식문화 콘텐츠, K-푸드 수출 등을 하나의 정책 체계 안에서 추진하는 경북도의 식품산업 전담 조직이다.
경북도는 농업과 임업, 축산업, 수산업을 통해 생산되는 지역의 다양한 식재료와 전통 음식문화에 인공지능(AI), 바이오, 스마트 제조기술 등을 접목해 기존 농식품 산업의 부가가치를 높인다는 계획이다.
세계 식품·음료 시장은 약 9조7900억 달러 규모로 추산되며, 이는 약 1조5100억 달러 수준인 세계 반도체 시장보다 6배 이상 큰 규모다. 경북도는 이러한 시장 성장 가능성에 주목해 원물 생산과 1차 가공 중심의 지역 식품산업을 첨단산업으로 전환한다는 전략을 세웠다.
식품한류산업국은 앞으로 식품산업 육성을 위한 종합계획을 마련하고 관련 정책을 총괄한다. 식품기업 투자 유치와 푸드테크 기업 지원, 식품관광 및 식문화 활성화, 해외 인증과 수출 거점 확보 등도 주요 업무에 포함된다.
지역의 산업 기반을 활용한 연구개발도 강화한다. 포항·안동·상주·의성·예천에 조성된 그린바이오산업 육성지구와 마·생강·오미자·햄프씨드 등을 중심으로 한 식품융합클러스터를 연계해 지역 특화 원료의 산업화를 추진한다.
청송 사과와 의성 마늘, 영주 풍기인삼 등 지역 대표 농산물을 활용한 고령친화식품과 건강기능식품 개발도 지원한다. 고령화에 대응하는 이른바 ‘실버테크 푸드’ 분야의 연구개발을 확대해 새로운 식품산업 시장을 개척한다는 방침이다.
푸드테크 분야에서는 포항·구미·의성에 구축된 3개 연구지원센터를 활용한다. 중소·중견 식품기업을 대상으로 AI 기반 자율제조 시스템과 로봇 자동화 기술을 실제 생산현장에 적용하고 검증하는 사업을 추진할 예정이다.
경북이 보유한 전통 음식문화의 산업적 활용에도 나선다. 조선시대 음식 조리법을 담은 ‘수운잡방’과 ‘음식디미방’ 등 지역의 고조리서를 문화자산에서 나아가 지식재산(IP)으로 발전시키고, 이를 관광 콘텐츠와 연계할 계획이다.
특히 웰니스 관광과 미식 콘텐츠를 결합한 ‘경북 K-미식벨트’를 구축해 식품산업과 관광·문화산업이 함께 성장하는 기반을 마련한다는 구상이다.
이철우 경북도지사는 “AI와 반도체가 4차 산업시대를 이끌었다면 앞으로는 먹고 즐기는 산업의 중요성이 더욱 커질 것”이라며 “경북의 농산물과 전통 식문화에 첨단기술과 한류 콘텐츠를 접목해 세계 시장에서 경쟁할 수 있는 K-푸드 기업이 경북에서 성장하도록 지원하겠다”고 말했다.

The event was attended by North Gyeongsang Governor Lee Cheol-woo, Kim Dae-jin, Chairman of the Culture and Environment Committee of the North Gyeongsang Provincial Council, as well as representatives from the food industry and related organizations, including the Korea Food Research Institute (KFRI) Gyeongbuk Headquarters, the North Gyeongsang Bio-Industry Research Institute, the Special Food Research Institute at Kyungpook National University, the North Gyeongsang Branch of the Korea Food Service Association, and the North Gyeongsang Food Export Enterprises Association.
The Food Hallyu Industry Bureau is North Gyeongsang Province’s dedicated organization for the food industry, responsible for promoting the food industry, food tech, food culture content, and K-Food exports within a single policy framework. Gyeongbuk Province plans to enhance the added value of its existing agri-food industry by integrating artificial intelligence (AI), biotechnology, and smart manufacturing technologies into the region's diverse ingredients and traditional food culture, which are produced through agriculture, forestry, livestock farming, and fisheries.
The global food and beverage market is estimated at approximately $9.79 trillion, which is more than six times larger than the global semiconductor market, which is valued at around $1.51 trillion. Recognizing this market growth potential, Gyeongbuk Province has established a strategy to transform its regional food industry, currently centered on raw material production and primary processing, into a high-tech industry.
The Food Hallyu Industry Bureau will prepare comprehensive plans for fostering the food industry and oversee related policies. Key tasks include attracting investment in food companies, supporting food tech firms, promoting food tourism and culinary culture, and securing overseas certifications and export bases.
Research and development utilizing the region's industrial infrastructure will also be strengthened. The industrialization of region-specific raw materials will be promoted by linking the Green Bio Industry Development Zones established in Pohang, Andong, Sangju, Uiseong, and Yecheon with the Food Convergence Cluster centered on yams, ginger, omija, and hemp seeds.
Support will also be provided for the development of senior-friendly foods and health functional foods utilizing representative local agricultural products such as Cheongsong apples, Uiseong garlic, and Yeongju Punggi ginseng. The plan is to pioneer new food industry markets by expanding research and development in the so-called "Silver Tech Food" sector, which addresses the aging population.
In the Food Tech sector, three research support centers established in Pohang, Gumi, and Uiseong will be utilized. Projects are planned to apply and verify AI-based autonomous manufacturing systems and robotic automation technologies at actual production sites for small and medium-sized food companies.
Efforts will also be made to industrially utilize the traditional food culture possessed by Gyeongbuk. The plan is to develop local ancient cookbooks, such as *Suunjapbang* and *Eum식dimibang*—which contain cooking methods from the Joseon Dynasty—from cultural assets into intellectual property (IP), and to link them with tourism content.
In particular, the vision is to establish the "Gyeongbuk K-Gourmet Belt," which combines wellness tourism with gastronomic content, thereby laying the foundation for the simultaneous growth of the food industry and the tourism and cultural industries.
Gyeongbuk Governor Lee Cheol-woo stated, "If AI and semiconductors led the Fourth Industrial Revolution, the importance of industries focused on eating and enjoyment will grow even more in the future." He added, "We will support the growth of K-food companies in Gyeongbuk that can compete in the global market by integrating cutting-edge technology and Hallyu content with the region's agricultural products and traditional food culture."
