영주시는 지난 10일 경북도청을 찾아 이철우 경북도지사와 도의회 의원, 주요 실·국 관계자 등을 만나 지역 발전을 위한 8개 핵심사업의 추진 필요성을 설명하고 도 차원의 협력을 건의했다고 밝혔다.
이날 황병직 영주시장은 경북도의회 우충무·임무석·허지훈 의원과 함께 이철우 도지사를 면담한 데 이어 경북도 각 실·국을 차례로 방문했다. 사업별 추진계획과 현안 사항을 설명하고 인허가와 행정절차, 국·도비 확보 등에 대한 지원을 요청했다.
영주시가 제시한 과제는 산업 분야에서 △기회발전특구 지정 △조제일반산업단지 조성 △골프장 조성 △무탄소 전원개발사업 추진 등이 포함됐다.
특히 첨단베어링국가산업단지를 기반으로 방산기업을 유치하고 관련 산업 생태계를 확대하기 위해 기회발전특구 지정과 조제일반산업단지 조성을 주요 현안으로 제시했다.
시는 기회발전특구 지정계획에 영주가 포함될 수 있도록 경북도의 지원을 요청했으며, 조제일반산업단지 역시 산업단지 조성과 이후 행정절차가 원활하게 진행될 수 있도록 도의 협조를 당부했다.
교통망 확충과 지역 접근성 개선을 위한 사업도 건의 대상에 포함됐다. 영주시는 중부권 동서횡단철도가 제5차 국가철도망 구축계획에 반영될 수 있도록 경북도의 적극적인 협력을 요청했다.
영동선의 영주 시가지 통과 구간 이설과 영주~부석 지방도의 선형 개량도 함께 건의했다. 지역 내 교통 흐름을 개선하고 주민들의 이동 편의를 높이는 동시에 향후 산업 및 관광 활성화 기반을 마련하기 위한 사업이다.
미래 산업 분야에서는 식물세포배양 기술을 활용한 미래 식품·천연물 산업화 기반 구축을 제안했다. 지역의 산업·연구 기반과 연계해 새로운 성장 분야를 발굴하고 관련 산업을 육성하기 위한 사업이다.
생활 인프라 확충과 저출생 대응을 위한 사업도 포함됐다. 영주시는 민선9기 공약사업으로 추진 중인 대규모 어린이 실내놀이터 조성을 위해 경북도의 재정적 지원을 요청했다.
대규모 실내놀이시설을 조성해 경북 북부권 아동과 가족이 이용할 수 있는 여가·문화공간을 확보하고, 정주 여건 개선과 저출생 대응에도 기여한다는 구상이다.
이밖에 영주시는 골프장 조성과 무탄소 전원개발사업 등 지역의 산업·관광 기반과 에너지 분야 경쟁력을 높이기 위한 사업에 대해서도 경북도의 관심과 협력을 요청했다.
이번 방문은 영주시가 국비 확보와 주요 현안 해결을 위해 중앙정부와 광역자치단체를 상대로 이어가고 있는 대외 협력의 연장선이다. 앞서 지난 7월 국회를 방문해 주요 사업에 대한 국비 지원을 건의한 데 이어 경북도와의 협력에도 속도를 내고 있다.
황병직 영주시장은 “지역의 미래를 결정할 핵심 사업들이 계획대로 추진되기 위해서는 경상북도와의 긴밀한 협력이 중요하다”며 “앞으로도 국·도비 확보와 대형 국책사업 유치를 위한 사업을 적극 발굴하고 관계기관과 지속적으로 소통해 지역 현안을 해결해 나가겠다”고 말했다.
