Gwangju Metropolitan City Holds Working-Level Meeting with Cities and Counties in Preparation for Implementation of ‘Agri-Solar Photovoltaic Act’
Establishing a Cooperation System for the Expansion of Rural Co-prosperity-oriented Renewable Energy… Focusing on Discussions on Designation of Renewable Energy Zones and Collaboration with Agricultural Departments
(Break News Gwangju, Jeonnam) Reporter Lee Hak-su = Gwangju Metropolitan City has embarked on policy initiatives to increase local farm income and accelerate the transition to renewable energy, in line with the full-scale implementation of the ‘Agri-Solar Photovoltaic Act.’
On the 6th, Gwangju Metropolitan City held a working-level meeting at the Seojaepil Room of the Muan Government Complex, attended by officials in charge of agri-solar photovoltaics from cities and counties. The meeting reviewed key progress and discussed various strategies for field-oriented expansion and the establishment of a cooperation system between agencies.
The meeting was attended by a large number of field practitioners and policy experts, including the Head of the Energy Policy Division of Gwangju Metropolitan City, division heads and team leaders in charge of agri-solar photovoltaics from each city and county, and officials from the Jeonnam Development Corporation and the Green Energy Research Institute. At the meeting, the Ministry of Agriculture, Food and Rural Affairs’ recent policy trends were comprehensively shared, along with detailed regulations that constitute the core tenets of the Agri-Solar Power Act, such as the establishment of power generation project entities, the review of site suitability, and the scope of participation for agricultural corporations.
In particular, Gwangju Metropolitan City reiterated that the role of local governments is crucial in leading the establishment of the system. They emphasized specific administrative responsibilities, such as the authority to permit and revoke power generation projects handled by cities and counties, the designation of renewable energy zones linked to rural spatial planning, and the establishment of a system for continuous implementation monitoring after project execution.
In the subsequent open discussion, participants reviewed the current status of projects and future plans by city and county, while pooling their wisdom to identify practical obstacles hindering the expansion of Agri-Solar Power and devise solutions to overcome them.
Officials from some cities and counties responsible for on-site administration conveyed vivid voices from the policy field. Key recommendations raised included the issue of project delays caused by the prolonged designation process for renewable energy zones, and the need to establish a close cooperative system between the solar power department and the agricultural policy department to strengthen the "Farming Obligation Compliance Inspection" to verify the parallel operation of agriculture and solar power generation.
Furthermore, pointing out the current lack of fully established standard models for agricultural solar power in Korea, strong recommendations were made to identify excellent benchmarking cases that can be immediately applied at the local government level and to develop field-oriented training programs for farmers and relevant officials.
Cho Jae-woong, Head of the Energy Policy Division of the Seoul Metropolitan Government, stated, "Agricultural solar power, which produces eco-friendly energy while guaranteeing farmers' income, is a crucial key to overcoming the crisis of rural depopulation." He added, "We will communicate closely with cities, counties, and relevant agencies to actively resolve on-site difficulties and spare no administrative or financial support to ensure the successful establishment of region-specific agricultural solar power models."
