여야 간, 협치(協治) 실종...“정치-사회 불안(不安) 이어져, 못 살겠다!”

윤석열 대통령 재임 시, 윤 전 대통령은 줄기차게 거대(巨大) 야당을 비판했었다. 윤석열 대통령이 취임한 지난 2022510일 당시의 제21대 국회 여야 의석 수는 총 재적 292석 중 더불어민주당 168, 국민의힘 109석이었다. 정부 조직과 여당의 법안 처리를 좌우하는 거대 제1야당(더불어민주당)이 단독 과반 의석을 점하고, 집권 여당(국민의힘)은 이에 크게 못 미치는 전형적인 거대 야당·여소야대국면으로 집권이 시작됐었다. 그 종말은 비극적이었다.

윤석열 대통령은 재임 기간 중 국회 다수당인 더불어민주당을 비롯한 범야권을 거대 야당으로 지목하며 입법·예산·안보 등 국정 전반에 걸쳐 비판했었다. 거대 야당에 의해 국정이 마비됐다고 하소연했다. 정부 기능이 마비됐다고 말했다. 야당이 행정안전부 장관, 감사원장, 검사 등에 대한 탄핵소추를 남발하고, 정부가 제출한 예산안(원전 및 방산 관련 등)을 무분별하게 삭감하는 예산 폭거를 통해 정부 기능을 의도적으로 마비시키고 있다고 주장했다.

 

임기 초부터 야당이 대통령 선제 탄핵을 주장하며 국민이 선출한 정부를 인정하지 않았다고 비판했다.

 

당시 상황을 대통령의 권한이 위축된 제왕적 거대 야당의 시대로 규정하며 이를 헌정 질서를 무너뜨리는 국헌 문란행위로 공격했다. 외국인의 국내 간첩 행위를 처벌할 수 있도록 간첩죄 조항을 수정하려 했으나 야당이 이를 가로막고 있다고 지적했다. 또한 전임 정권 시절 국정원의 대공수사권을 박탈한 점과 국가보안법 폐지 시도를 반국가적 패악의 예시로 들었다. 야당이 방산 물자 수출 시 국회 동의를 받도록 하는 법안을 추진하는 것을 두고, 군사 기밀 자료가 국회를 통해 적대 세력에 유출되어 국가 안보에 치명적인 위험을 초래할 수 있다고 주장했다.

 

거대 야당 대표의 사법부 유죄 선고 시점이 임기 중 임박하자, 야당이 이를 회피하고 국가 시스템을 무너뜨려서라도 조기 대선을 치르기 위해 탄핵 정국을 선동하고 있다고 비판했다. 탄핵심판 변론 등에서 이태원 참사와 같은 비극적 사건을 야당이 진상규명이라는 명목 하에 정치적으로 악용하여 행안부 장관을 탄핵하는 등 정부 흔들기식 정쟁에만 몰두했다고 비난했다.

협치는 상대 진영을 타도 대상이 아닌 국정 파트너로 인정하는 것에서 출발한다. 이는 지지층 간의 감정적 대립과 극단적인 국론 분열을 막아준다. 다양한 정당의 의견을 수렴하는 과정에서 다수당이나 집권 세력이 놓치기 쉬운 소수 세력, 혹은 다양한 계층의 이해관계가 정책에 보완·반영된다. 대화와 타협을 거친 결정은 국민들에게 '독단적 결정'이 아닌 '민주적 합의'로 받아들여져 정책 집행 시 국민적 저항이 줄어든다. 정치적 불확실성이 낮고 협치가 잘 이루어지는 국가는 대외적으로 정치적 위험(Political Risk)이 낮은 국가로 평가받아 국가 신용도와 외교적 협상력에서 유리한 고지를 점한다.
