[격문]호남에서 정치하는 사람들을 패배자로 취급해선 아니 됩니다!

진보와 싸우기 위해 존재하는 정치가 보수정치입니까? 결단코 아닙니다. 진보정당은 야당일 때 보수정권의 정책을 거세게 비판하지만, 막상 집권하면 국가 운영의 현실 때문에 보수적이고 실용적인 정책을 선택해 왔습니다.

 

김대중 정부와 노무현 정부, 현 정부가 추진한 정책들이 그랬습니다. 외환위기 극복을 위한 기업·금융·공공·노동 부문의 구조조정, 공적자금을 통한 대기업 지원, 금융시장 개방과 외국인 투자 유치, 공기업 민영화와 공공부문 경영혁신, 노사정위원회를 통한 노동시장 유연화, 한미동맹을 외교·안보의 기본 축으로 유지, 주한미군 주둔과 한미연합방위체제 유지, 한미 자유무역협정 추진과 체결, 세계무역기구 체제와 자유무역 질서 적극 참여, 이라크 파병 결정, 아프가니스탄 재건 지원과 해외 파병, 제주 강정마을 해군기지 추진, 국방예산 증액과 첨단무기체계 도입, 북한의 핵과 미사일에 대비한 군사적 억지력 유지, 대기업의 투자와 수출을 경제성장의 핵심 동력으로 활용, 반도체·자동차·조선·철강 등 국가 기간산업 집중 지원, 법인세와 기업규제의 현실적 조정, 원전의 계속 운전과 원전산업 활용, 부동산 공급 확대와 민간 건설 활성화, 경제성장과 일자리 창출 등등 보수정책들을 진보정권국정의 핵심 성과로 내세웠습니다.

 

 

진보정부도 국정을 맡으면 동맹과 안보, 기업과 성장, 수출과 시장경제를 제 1로 삼았습니다. 냉전이 종식되고 민주화가 완성되고 절대빈곤이 해소되면서 결판이 난 것입니다. 그렇다면 이제 보수도 달라져야 합니다. 민주화 이후 대한민국이 축적한 진보적 가치와 시대적 요구를 과감하게 품어야 합니다. 민주주의도 보수의 가치여야 합니다. 인권도 보수의 가치여야 합니다. 노동의 존엄도 보수의 가치여야 합니다. 약자 보호도 보수의 책임이어야 합니다. 지역균형발전도 보수의 국가전략이어야 합니다. 보수가 이제 버려야 할 낡은 정치가 있습니다.

 

민주화운동 전체를 특정 이념으로 몰아 배척했던 정치, 노동자와 노동조합을 무조건 적대시했던 정치, 청년의 분노를 철없음과 경험 부족으로 치부했던 정치, 호남을 어차피 표를 주지 않는 지역이라며 포기했던 정치, 환경과 기후 문제를 성장의 장애물로만 보았던 정치, 복지정책을 무조건 포퓰리즘으로 몰았던 정치, 여성과 장애인, 사회적 약자의 요구를 일부 집단의 주장으로 축소했던 정치, 남북대화와 평화정책을 곧바로 안보 포기로 몰았던 정치, 문화예술계와 시민사회를 진보 진영의 전유물로 단정했던 정치 등등 이런 정치로는 보수가 더 이상 대한민국의 다수가 될 수 없습니다.

 

보수는 풍요를 만들어낸 세력입니다. 이제 그 풍요를 공정하게 나누고, 민주주의를 더 깊게 만들고, 냉전을 넘어 국민통합을 완성해야 합니다. 산업화 세대와 민주화 세대, 기업인과 노동자, 수도권과 지방, 영남과 호남, 노년과 청년을 모두 품는 것이 새로운 보수입니다. 특히 호남에 대해서는 통 크게 달라져야 합니다. 호남은 보수가 포기해도 되는 지역이 아닙니다. 과거 보수정당 계열은 호남에서 지금보다 훨씬 적극적으로 인재를 발굴하고 후보를 냈습니다. 민주정의당 시절에는 심상우를 비롯해 군 출신이 아닌 관료·법조인·학계·재야 인사들을 대거 영입하며 외연 확대를 했습니다.

 

 

호남에서도 중선거구였지만 최영철, 나석호, 김식, 이대순, 조기상, 정시채, 고귀남, 이영일,구용상, 유경현, 이도선 등 많은 인사가 보수정당 후보로 출마했고 전원 당선되었고 국회의원겸 장관급 주요 공직을 맡았습니다. 정당이 전국정당이 되려면 어려운 지역일수록 더 좋은 인물을 보내고, 더 많은 권한을 주고, 더 적극적으로 지역 현안을 해결해야 한다고 봅니다.

 

그런데 보수정당은 지난 30여 년 동안 호남을 사실상 포기했습니다. 선거 때 몇 번 방문하고, 5·18 묘지 참배하고, 호남과의 동행을 선언하는 것으로 책임을 다했다고 생각했었습니다. 조직도 약했고, 후보도 제대로 키우지 않았습니다. 호남 출신 인재를 영입해도 비례대표 한 자리나 상징적인 당직을 주는 데 그쳤습니다. 지역 현안을 당의 핵심 과제로 만들지도 않았습니다. 그러면서 선거가 끝나면 호남은 역시 안 된다고 했습니다. 보수가 호남을 포기한 것이 먼저입니까, 호남이 보수를 포기한 것이 먼저입니까. 이제 이 악순환을 끝내야 합니다.

 

호남에서 단순히 의석 몇 개를 얻는 문제가 아닙니다. 보수가 호남에서 신뢰를 회복해야 서울과 경기, 인천의 중도층도 마음을 엽니다. 호남을 품지 못하는 보수는 수도권에서도 확장할 수 없습니다. 호남을 외면한 채 영남 결집만으로 이기려는 정치는 영남에서도 오래갈 수 없습니다. 호남 포용은 호남표를 얻기 위한 선거전술이 아니라 보수가 국민통합 세력인지 증명하는 국가적 시험입니다. 지금 호남 민심에도 변화의 가능성이 있습니다. 한 정당을 오랫동안 압도적으로 지지해 온 데 따른 피로감이 쌓이고 있습니다. 더 큰 먹구름도 보입니다.

 

선거 때마다 반복된 공항 이전, 공공의대, 대기업 유치, 첨단산업단지, 일자리 창출의 약속이 실제 성과로 이어졌는지 냉정하게 따져보자는 목소리도 커지고 있습니다. 특히 젊은층에서요.

 

광주·전남 통합 몹시 불안합니다. 어두워요. 상당히. 국민의힘은 이 문제를 민주당의 사업이라고 외면해서는 안 됩니다. 오히려 가장 앞장서야 합니다. 통합특별법의 재정지원이 실제로 보장되는지 검증해야 합니다. 부울경, 대경, 충청도도 곧 이어질 일이기 때문입니다. 광주 군공항과 무안공항 문제의 해법을 제시해야 합니다. 반도체 후공정과 AI, 데이터센터, 에너지산업, 광양제철과 여수석유화학의 고도화를 국가전략으로 만들어야 합니다. 전남의 농어민과 섬 주민, 광주의 청년과 자영업자, 산업현장의 노동자를 위한 정책을 먼저 내놓아야 합니다.

 

호남의 예산을 깎는 정당이 아니라 호남에 꼭 필요한 예산을 가장 치열하게 확보하는 정당이 되어야 합니다호남의 현안을 비판만 하는 정당이 아니라 대안을 만들어 해결하는 정당이 되어야 합니다.  호남에서 보수의 새로운 성장정책을 보여줘야 합니다. 호남 구석 구석을 직접 찾아가 주민 삶부터 살펴야 합니다. 표를 달라고 하기 전에 먼저 일을 해야 합니다. 당선 가능성이 없다고 후보를 내지 않는 것이 아니라, 당선 가능성이 없을수록 가장 유능한 후보를 내보내야 합니다. 한 번 가서 안 되면 열 번 가고, 한 세대가 부족하면 다음 세대까지 사람을 키워야 합니다. 호남에 공천하는 것을 희생으로 여겨서는 안 됩니다. 호남에서 정치하는 사람을 패배자로 취급해서도 안 됩니다. 호남에서 보수의 씨앗을 지키는 사람에게 당의 핵심 역할과 실질적인 권한을 주어야 합니다. 저는 빼고요. 호남을 포기했던 지난 30년을 이제 보수가 먼저 포기해야 합니다. 보수는 진보의 반대말이 아닙니다. 보수의 반대말은 무책임이고, 포기입니다.

 

진보까지 품는 보수. 청년을 앞세우는 보수. 노동자를 존중하는 보수. 기업이 마음껏 투자하게 하는 보수. 약자를 지키는 보수. 민주주의와 인권을 지키는 보수. 그리고 호남을 가장 통 크게 품는 보수가 됩시다. 진심이고 간절합니다. 그 보수라야 대한민국의 수도권에서도, 영남에서도, 충청에서도, 호남에서도 다시 선택받을 수 있습니다. 호남을 얻어서 집권하자는 것이 아닙니다. 호남을 진심으로 품을 수 있는 정당으로 바뀌어야 비로소 대한민국을 운영할 자격이 생긴다는 것입니다.

 

우리 국민의힘에 호소합니다. 호남을 보수혁명의 출발지로 삼읍시다. 호남 현안을 민주당보다 먼저 연구하고, 먼저 제안하고, 먼저 해결합시다. 호남의 청년과 노동자, 농어민과 기업인에게 보수의 새로운 모습을 보여줍시다. 호남에서 시작된 변화가 보수를 바꾸고, 보수의 변화가 대한민국 정치를 바꾸게 합시다.

The policies pursued by the Kim Dae-jung, Roh Moo-hyun, and current administrations were exactly that. The progressive administration put forward conservative policies as the core achievements of its national governance, including restructuring of the corporate, financial, public, and labor sectors to overcome the foreign exchange crisis; support for large corporations through public funds; opening of financial markets and attraction of foreign investment; privatization of state-owned enterprises and management innovation in the public sector; labor market flexibility through the Tripartite Commission; maintaining the ROK-US alliance as the fundamental pillar of diplomacy and security; maintaining the stationing of USFK and the ROK-US Combined Defense System; promoting and concluding the ROK-US Free Trade Agreement; active participation in the World Trade Organization system and the free trade order; the decision to send troops to Iraq; support for the reconstruction of Afghanistan and overseas troop deployment; promotion of the naval base in Gangjeong Village, Jeju; increase in the defense budget and introduction of advanced weapon systems; maintaining military deterrence against North Korea's nuclear and missile threats; utilizing investment and exports by large corporations as key engines of economic growth; concentrated support for national key industries such as semiconductors, automobiles, shipbuilding, and steel; realistic adjustment of corporate taxes and regulations; continued operation of nuclear power plants and utilization of the nuclear industry; expansion of real estate supply and revitalization of private construction; and economic growth and job creation. Even progressive governments, upon assuming state affairs, prioritized alliances and security, business and growth, and exports and the market economy. The outcome was decided with the end of the Cold War, the completion of democratization, and the alleviation of absolute poverty. Therefore, conservatives must now change as well. They must boldly embrace the progressive values ​​accumulated by the Republic of Korea since democratization and the demands of the times. Democracy must be a conservative value. Human rights must be a conservative value. The dignity of labor must be a conservative value. The protection of the vulnerable must be a conservative responsibility. Balanced regional development must also be a conservative national strategy. There is outdated politics that conservatives must now discard. Conservatism is the force that created prosperity. Now, we must share that prosperity fairly, deepen democracy, and complete national unity beyond the Cold War. The new conservatism is one that embraces the industrialization generation and the democratization generation, businesspeople and workers, the capital region and the provinces, Yeongnam and Honam, and the elderly and the youth. In particular, regarding Honam, we must change drastically. Honam is not a region that conservatives can afford to give up on. In the past, conservative parties were much more active in scouting talent and fielding candidates in the Honam region than they are now. During the era of the Democratic Justice Party, they expanded their reach by recruiting a large number of non-military figuresincluding bureaucrats, legal professionals, academics, and dissidentssuch as Sim Sang-woo.

Even in Honam, despite it being a multi-member constituency district, many prominent figuresincluding Choi Young-chul, Na Seok-ho, Kim Sik, Lee Dae-soon, Cho Ki-sang, Jung Si-chae, Ko Gwi-nam, Lee Young-il, Koo Yong-sang, Yoo Kyung-hyun, and Lee Do-sunran as conservative candidates; all of them were elected and served as National Assembly members while holding key public offices equivalent to ministers. I believe that for a political party to become a national party, it must send better personnel to challenging regions, grant them more authority, and resolve local issues more actively.

However, the conservative party has virtually abandoned the Honam region for the past 30 years. They believed they had fulfilled their responsibilities by visiting a few times during elections, paying respects at the May 18 Memorial Cemetery, and declaring their commitment to the region. Their organization was weak, and they failed to properly cultivate their candidates. Even when recruiting talented individuals from the Honam region, they were limited to granting them a single proportional representation seat or a symbolic party position. They also failed to make local issues a core priority for the party. Yet, once the election was over, they claimed that Honam was simply not the answer. Did the conservatives give up on Honam first, or did Honam give up on the conservatives first? We must now end this vicious cycle.

It is not merely a matter of securing a few seats in Honam. Only when the conservatives regain trust in Honam will the moderates in Seoul, Gyeonggi, and Incheon open their hearts. Conservatives who cannot embrace Honam cannot expand even in the metropolitan area. Politics that seeks to win solely by rallying in Yeongnam while ignoring Honam cannot last long in Yeongnam either. Embracing Honam is not an election tactic to win Honam votes, but a national test to prove whether the conservatives are a force for national unity. There is now a possibility of change in public sentiment in Honam. Fatigue is building up from having overwhelmingly supported a single party for a long time. Even bigger dark clouds are visible. There are growing calls to objectively assess whether the promises made during every electionsuch as airport relocation, public medical schools, attracting large corporations, establishing high-tech industrial complexes, and creating jobshave actually translated into tangible results. This sentiment is particularly strong among the younger generation.

The integration of Gwangju and Jeonnam is extremely unsettling. The outlook is bleak. Quite so. The People Power Party must not turn a blind eye to this issue, dismissing it as merely the Democratic Party's project. Rather, it must take the lead. We must verify whether financial support under the Special Act on Integration is actually guaranteed. This is because the situation will soon extend to the Busan-Ulsan-Gyeongnam, Daegu-Gyeongnam, and Chungcheong regions. We must present solutions for the issues of the Gwangju Military Airport and Muan Airport. We must establish the advancement of semiconductor back-end processing, AI, data centers, the energy industry, and the Gwangyang Steelworks and Yeosu Petrochemical plants as national strategies. We must prioritize policies for farmers, fishermen, and island residents in Jeonnam, as well as for the youth, self-employed, and workers in Gwangju's industrial sectors.

We must become a party that fiercely secures the budget essential to the Honam region, rather than a party that cuts its budget. We must become a party that creates alternatives and resolves the pending issues of Honam, rather than a party that merely criticizes them.

We must demonstrate a new growth policy for conservatism in Honam. We must personally visit every corner of the region to examine the lives of the residents first. We must get to work before asking for votes. We should not refrain from fielding candidates simply because they have no chance of winning; rather, the less likely a candidate is to win, the more competent the candidate should be. If we fail once, we must go ten times; if one generation is insufficient, we must nurture talent for the next generation. Nominating candidates in Honam should not be regarded as a sacrifice. Nor should those who engage in politics in Honam be treated as losers. We must grant core party roles and substantial authority to those who protect the seeds of conservatism in Honam. Except for me. Conservatives must now be the first to give up the past 30 years during which they abandoned Honam. Conservatism is not the opposite of progressivism. The opposite of conservatism is irresponsibility and surrender.

Conservatism that embraces even progressivism. Conservatism that puts the youth at the forefront. Conservatism that respects workers. Conservatism that allows corporations to invest freely. Conservatism that protects the weak. Conservatism that protects democracy and human rights. And let us become a conservative party that embraces Honam with the utmost generosity. I am sincere and earnest in this. Only such a conservative party can be chosen again in South Korea’s capital region, Yeongnam, Chungcheong, and Honam. This is not about winning Honam to seize power. It means that only by transforming into a party that can sincerely embrace Honam will we finally gain the qualification to govern the Republic of Korea.

I appeal to the People Power Party. Let us make Honam the starting point of a conservative revolution. Let us study Honam’s pending issues before the Democratic Party, propose solutions first, and resolve them first. Let us show the youth, workers, farmers, fishermen, and businesspeople of Honam a new face of conservatism. Let the change that begins in Honam change conservatism, and let the change of conservatism change the politics of the Republic of Korea.
